DUTIES and RESPONSIBILITIES

Under the supervision of the Human Rights Officer deployed to Hargeisa’s UNPOS regional office, the Human Rights National Professional Officer will have the following responsibilities:

• Assist in the collection, management and analysis of information on human rights matters

from a variety of data sources; assist in developing and maintaining systems to track information on human rights violations;

• Assist in the organization and implementation of workshops, capacity-building and other

human rights activities as appropriate; keep track of such activities;

• Act as interpreter as required; provide guidance to the team on linguistic, cultural and social matters in order to facilitate the development of human rights strategies appropriate to realities on the ground;

• Participate with Human Rights Officers in discussions with relevant authorities, opposition groups, civil society and other stakeholders for the purpose of information-gathering, advocacy and capacity-building;

• In this regard, assist the HRO in his/her efforts to develop widen and enhance UNPOS' network of partners and contacts in the region;

• Assist in liaising with UN agencies and other international community entities on human rights issues and activities;

• Contribute to the drafting of internal and public reports, communications, briefings, statements, etc;

• Perform other duties, including administrative support as required.

COMPETENCIES

• Professionalism – Knowledge of and experience in working on issues related to international human rights and humanitarian law; ability to conduct information-gathering, proven analytical skills, capacity to identify human rights concerns and recommend solutions. Sound political and technical judgment. Knowledge of Somali essential.

• Planning & Organizing – Ability to establish priorities and to plan and organise, both individual work and also activities such as workshops;

• Communication – Good drafting ability and excellent oral communication skills;

ability to handle outreach work, and to explain difficult issues to a range of audiences.

• Technology Awareness – Proficiency in computer applications relevant

to the field of human rights, familiarity with internet applications,

proficiency in the use of MS-Office programs including Excel, Lotus Notes and

Database applications.

• Teamwork – Proven interpersonal skills, ability to maintain effective

working relations in a multi-cultural, multi-ethnic environment.

QUALIFICATIONS

Education: Advanced university degree (Master’s degree or equivalent) in humanities. Knowledge of international human rights and humanitarian law is essential.  Some formal human rights education is an advantage. A first level university degree with a relevant combination of academic qualifications and experience may be accepted in lieu of the advanced university degree.

Experience: At least (2) years of progressively responsible experience in human rights or a related field; experience with a UN or other international organization is desirable.

Language: Fluency in written and spoken English or French; knowledge of Somali language is essential; knowledge of a second UN language is an advantage and highly desirable.
