|FUNCTIONS |

|Under the overall supervision of the Special Representative of the Secretary-General (SRSG), and with the substantive support |

|and guidance of the Office of the High Commissioner for Human Rights (OHCHR), the incumbent will be responsible for the |

|following duties: |

|Act as the Principal Human Rights Adviser to the SRSG and report, through the DSRSG, to the SRSG on issues of human rights and |

|transitional justice as well as on the activities of the Human Rights and Transitional Justice Section; |

|Act as the Representative of the High Commissioner for Human Rights (HC) in Timor-Leste, report directly to the High |

|Commissioner on issues of human rights and transitional justice in Timor Leste, and maintain close liaison with OHCHR-HQ |

|including with treaty bodies and special procedures; |

|Provide substantive leadership to the Human Rights and Transitional Justice Section; oversee the implementation of the work plan|

|for the Section and be responsible for the achievement of the objectives contained therein; |

|Ensure that the quality and standards with regard to monitoring and reporting are met, including that public human rights |

|reports are issued in consultation with the SRSG and the High Commissioner for Human Rights and her Office; |

|Ensure the Section collects, consolidates and analyses information received from staff/offices from across the mission, |

|including through coordinating the effective set-up and functioning of a human rights database; the set-up of quality control |

|mechanisms and the timely and quality entry of data in that system; |

|Participate in senior management meetings and provide senior management with information on developments, challenges and |

|activities in the area of human rights and transitional justice, and advise on policies and measures necessary or desirable for |

|other components of the Mission to better protect and promote human rights in Timor-Leste; |

|Ensure the Section’s contribution to integrating human rights and gender perspectives/considerations in all UN activities; |

|Maintain close liaison with relevant Timorese authorities with a view to addressing human rights issues and strengthening |

|capacity for the protection and promotion of human rights; |

|Participate and represent OHCHR in the UN Country Team (UNCT), including with respect to the UNDAF process and relevant UNCT |

|working groups, and coordinate with other actors, including NGOs, bilateral and multilateral partners; |

|Administer the implementation of OHCHR projects in Timor-Leste, in particular the Technical Cooperation Programme between OHCHR |

|and the Government of the Democratic Republic of Timor-Leste and the joint OHCHR-UNDP project on Human Rights Capacity Building |

|of the Provedoria for Human Rights and Justice; |

|Represent the UNMIT and OHCHR on human rights matters during contacts with diplomatic missions and national and international |

|organizations working in the field of human rights; |

|Maintain close liaison with civil society organizations on human rights issues and developments ; |

|COMPETENCIES |

|Professionalism –Very good knowledge of institutional mandates as well as extensive knowledge of human rights standards, the |

|rules governing their protection and the mechanisms available in case of their violation; comprehensive knowledge of the region |

|including the political environment and legal statutes as they pertain to human rights; proven negotiating and managerial |

|skills; strong ability to take initiatives and to demonstrate autonomy, excellent leadership skills and ability to motivate a |

|multicultural and mixed men/women team; ability to work and act under pressure in a politically and psychologically difficult |

|environment, with a minimum of comfort and in dangerous security conditions; sound political judgment, impartiality, diplomacy |

|and discretion. |

|LEADERSHIP - PROVEN ABILITY TO PROVIDE EFFECTIVE LEADERSHIP AND TRANSFER ADVICE AND KNOWLEDGE TO EXTERNAL PARTNERS, |

|STAKEHOLDERS, SENIOR OFFICIALS AND STAFF AT ALL LEVELS; PROVEN RECORD OF BUILDING AND MANAGING LARGE TEAMS AND CREATING AN |

|ENABLING ENVIRONMENT, INCLUDING ABILITY TO EFFECTIVELY LEAD, SUPERVISE, MENTOR, DEVELOP AND EVALUATE STAFF. |

|Technological Awareness – Fully proficient computer skills and ability to use relevant software applications, in particular |

|information databases, internet services, library sources etc. |

|COMMUNICATION – STRONG INTERPERSONAL AND COMMUNICATION (SPOKEN AND WRITTEN) SKILLS, INCLUDING THE ABILITY TO CONVEY COMPLEX |

|CONCEPTS AND RECOMMENDATIONS AT SENIOR LEVELS. EXCELLENT ANALYTICAL SKILLS. |

|QUALIFICATIONS |

|EDUCATION |

|ADVANCE UNIVERSITY DEGREE (MASTERS DEGREE OR EQUIVALENT) IN POLITICAL SCIENCES, INTERNATIONAL RELATIONS, OR LAW, PREFERABLY WITH|

|SPECIALIZATION IN HUMAN RIGHTS. A RELEVANT COMBINATION OF UNIVERSITY DEGREE, PROFESSIONAL TRAINING AND EXPERIENCE MAY BE |

|CONSIDERED IN LIEU OF THE ADVANCED DEGREE. |

|WORK EXPERIENCE |

|AT LEAST 15 YEARS OF PROGRESSIVELY RESPONSIBLE EXPERIENCE IN THE FIELD OF INTERNATIONAL HUMAN RIGHTS, WITH AT LEAST 5 YEARS |

|SUPERVISORY, MANAGEMENT AND LEADERSHIP EXPERIENCE; PROVEN EXPERIENCE IN PUBLIC SPEAKING AND REPRESENTATION AT HIGH LEVEL. |

|PREVIOUS EXPERIENCE IN UN PEACEKEEPING AND/OR HUMAN RIGHTS FIELD OPERATIONS IS AN ASSET. |

|LANGUAGES |

|FLUENCY IN ORAL AND WRITTEN ENGLISH IS REQUIRED. KNOWLEDGE OF PORTUGUESE WOULD BE DESIRABLE. WORKING KNOWLEDGE OF TETUM AND/OR |

|BAHASA INDONESIA WOULD BE AN ADDED ADVANTAGE. |
