Summary/Objective

The VP of Operations (VPOP) is part of the executive leadership team and is responsible for

the coordination and operations of Mercy Flights EMS ground and flight operations. The VPOP

is responsible for ensuring the company operates in an efficient manner. Working in this

position involves planning, coordinating, and directing all aspects of the EMS operations,

inclusive of collaborative efforts with supporting departments within the Mercy Flights

organization. This requires staying abreast of controlling laws, ordinances, and regulations that

effect the operation of the organization.

Emphasis of this position is placed upon achieving items outlined in the Strategic Plan, for

timely customer satisfaction and achievement of patient satisfaction through safe and

outstanding service; as well as an equal focus on achieving financial objectives while

conducting oneself consistent with the Mission, Vision and Values of the company.

This role will be expected to have high performance in EMS design and management and a

thorough understanding of best practices in EMS ground and air medical transport including

latest innovations in patient care management, efficient staffing models, and collaboration with

other healthcare providers.

This position is held accountable for the success and continuous operations of the ground and

flight departments within the organization. Should the VPOP be unavailable for operational

duties, he/she will have pre-arranged alternative member of the Mercy Flights leadership team

to assume operational directional duties.

Essential Job Duties & Responsibilities

To perform this job successfully, the incumbent must be able to perform all essential duties

listed in this job description satisfactorily and meet performance measures set by the company.

Operational Responsibilities

1. The VPOP shall be responsible for overseeing all aspects of Mercy Flights' ground and

flight operations. Such responsibility may be delegated to said subordinates as deemed

necessary (i.e Operations Managers, Supervisors, Committees, etc.) with the VPOP

maintaining ultimate accountability.

2. Ensures all equipment, medical, portable, rolling stock or any other property of the

organization/department is in an acceptable condition and provide asset management

for all capital equipment.

3. Ensures ground and fight departments have vehicles that are well maintained and

stocked according to regulations from regulatory bodies.

4. Ensures preparation, monitoring and maintaining effective deployment strategies that

meet or exceed budget targets and high-performance EMS benchmarks for ground and

flight services.

5. The VPOP shall maintain oversight of Key Performance Indicators (KPI) in the areas of

staff performance, financials, service & quality, and others as deemed necessary by the

Executive Team.

6. Meets and communicates regularly with department leadership on any and all

operational issues.

Strategic Planning

1. Supports strategic goals to provide safe, quality, and efficient transportation for patients

and partners.

2. Effectively develops short and long-range strategic plans in collaboration with Executive

Team.

3. Focuses on strategic priorities; leverages industry expertise and best practice research

to develop and align practical plans.

4. Has high awareness and understanding of competitive markets, service differentiators,

and key business drivers.

5. Maintains flexibility to adapt priorities based on changing business needs.

6. Provides industry expertise and opinions that enhance the overall success of medical

and non-medical transportation or logistics.

7. Supports Mercy Flights' Strategic goal to attract, develop, and retain staff.

8. Meets regularly with Executive Team to discuss expectations and identify priorities within

the ground and flight operations.

Quality and Regulatory Compliance

1. Responsible for ensuring assigned areas of responsibility are in compliance with all

accreditation standards relevant to the organization.

2. Maintains compliance with all pertinent standards, laws, regulations, and rules.

3. Completes continuous quality reviews and monitoring of pertinent data and procedures

as needed for contracts, licensure, accreditation, legal compliance, and operations.

4. Responds to and resolves concerns regarding any company policies and procedures

and any observed practices in violation of policy in a timely manner.

5. Helps assure compliance with all City, County, State and Federal laws.

6. Works with other executives on all risk management incidents with Mercy Flights.

7. Manages Jackson County Ambulance Services Area (ASA) contract to ensure

compliance with expectation and maintains reporting requirements.

8. Protects the privacy of all Company and patient information in accordance with the

Company's privacy policies, procedures, and practices, as required by federal and state

law, and in accordance with general principles of professionalism as a health care

provider. May access protected health information and other patient information only to

the extent that is necessary to complete job duties.

9. The VPOP ensures that all Mercy Flights employees are compliant with company

policies & procedures.

10. Adheres to compliance standards, code of conduct and performance metrics.

Business Development & Marketing

1. The VPOP will work closely with the Growth & Innovations Manager and Public

Relations/Marketing representative to develop a marketing plan with area facilities and

agencies to promote company growth. This includes the solicitation of 1st

call/partnership agreements, city/county municipal provider contracts, transfer

agreements, and additional government contracts that become available. Additionally,

will build relationships and engage with relevant parties (business related & civic) thus

enhancing the company's exposure to customers, decision makers, and key players in

the health care and political arena.

2. Works closely with Mercy Flights¡¯ CEO and Public Relations representative to develop

and implement marketing plans for Mercy Flights operations.

3. Capitalizes on opportunities for growth.

4. Pursues avenues to enhance relations with other regional health care providers and

municipal agencies to further expand operations.

5. The VPOP works collectively with the CEO to develop expansion of new service areas.

6. Ensures positive community relations through communications with municipalities,

hospitals, fire and 911 agencies, extended care facilities, dialysis treatment centers, and

the general public.

Dispatch Responsibilities

1. Ensures Communications Center Supervisor provides accurate and consistent activation

of Mercy Flights ground and flight resources to customers.

2. Collaborates with communications center department to provide effective and efficient

allocation, and reallocation, of resources.

Financial Management

1. Regularly reviews vendors to ensure that procurements are being made utilizing the

most cost-effective purchasing strategies following all policies and procedures related to

financial processes.

2. Assists in developing, monitoring, implementing and achieving capital and operating

budgets in all aspects of conducting daily business, including but not limited to, the

review and approval of all daily operating expenses within the approved budget and

utilization of established procedures for any and all disbursements and adhere to all

cash management policies.

3. Performs ROI¡¯s and business cases on decisions related to operational changes that

have a material impact on financial results and brings a financial mindset and business

acumen to decision-making along with a community-based focus.

Clinical Accountabilities

1. Works in collaboration with Medical Director to ensure compliance with all medical

control, clinical quality expectations and state and local reporting requirements.

2. Ensures all clinical practices respect and uphold equity, diversity and inclusion

objectives to reduce health disparities in those patients Mercy Flights serves.

3. The VPOP works with the operations team, Training Supervisor and HR to select,

educate, develop, and empower a competent and motivated professional staff.

Employee Management and Development

1. The VPOP will embrace Servant Leadership philosophies and work with Executive Team

colleagues to develop management team member's skills in order to prepare them for

increased leadership responsibilities and succession planning.

2. Consistently and effectively leads direct reports and ensures direct reports are effectively

leading their teams.

3. Directs and prioritizes the workload of direct reports.

4. Ensures employees meet standards and that work assignments are clear and

performance standards are understood. Performance feedback is continual.

5. Educates employees on regional related issues, technologies, and trends.

6. Ensures employee engagement within all levels of departments.

7. Provides the opportunity for ongoing communication and open dialogue with direct

reports.

8. Ensures personal accountability and high ethical standards of all direct reports.

9. Ensures operational management in executing staff functions including, but not limited

to, hiring according to the position control, oversite of all aspects of disciplinary action,

including terminations in conjunction with the Human Resources Manager.

10. The VPOP is responsible for coordinating with Human Resources to develop, update,

and review policies and procedures as needed. New or updated policies and procedures

will be presented to the Executive Team for approval.

11. Coaches, develops and mentors staff on an ongoing basis and plans for succession

throughout scope of responsibilities.

12. Leads with a collaborative approach with direct reports, all staff within area of scope,

peers, other departmental staff and leadership and the Executive Team.

Administrative Duties

1. Organizes and facilitates Mercy Flights company meetings.

2. In conjunction with Operations Managers & Supervisors, and other Executives serves as

the weekend Administrator On Call (AOC) on a rotational basis.

3. Ensures the Performance Evaluation System is being utilized properly and that

performance standards are maintained and reported to enhance the efficiency and

effectiveness of operations.

4. Facilitates, prepares, and distributes bimonthly operational updates to employees.

5. Responsible for approving timecards and ensuring accuracy for direct reports and

ensures direct reports are performing appropriate time card process for their teams.

to assure that lines of communication remain open.
