SOUTH SUMMIT FIRE PROTECTION DISTRICTBUSINESS MEETING MINUTESAugust 21, 2019 ATTENDEES: MATT – Wood burning Stoves CHAIRMAN: KENT LEAVITT COMMISSIONER: CRAIG FRY COMMISSIONER: JOHN MOON SECRETARY: SHEALEE HOLBROOK CHIEF: SCOTT ANDERSONASSISTANT CHIEF: MIKE SANDERSONMinutes – Motion made by Commissioner Craig Fry to accept the Minutes of July 2019. Commissioner John Moon seconded this motion. Approved 3-0. Financial statements – Commission board reviewed financial statements and the motioned was made by Commissioner John Moon to accept the Financial statements of July 2019. Commissioner Craig Fry seconded this motioned. Approved 3-0. Development – Battalion Chief Kent Leavitt mentioned that the city is having at least 3 requests for building permits per day. Building is very busy right now. District Business –Chief Scott Anderson brought up the stipend pay and mentioned that we have completed out three quarters of stipend pay and that certain firefighters are not meeting department requirements for the stipend pay. Chief Scott Anderson has figured the pay per hour for each person not hitting the requirements and technically they are making more than the people making the requirements and doing extra work. Battalion Chief Kent Leavitt suggested talking to the individuals before suspending their stipend pay. Chief Scott Anderson noted that he has spoke with them and they stated that would do better. Commissioner Craig Fry mentioned to do a formal letter in writing either via email, written letter or send the letter in the mail. The board then talked about what to write on the letter. Commissioner John Moon then mentioned to make the cut off date for October 1st to be able meet expectations by the 1st of October and change their ways to meet the stipend pay requirements. If requirements are not met by the 1st of October then they can receive an hourly pay, which will be for trainings only, not calls. The commission board agreed upon this and decided to have Chief Scott Anderson write up a rough draft and send it to the board for agreement before sending off to the firefighter individuals that haven’t met stipend pay requirements. The commissioner board also brought up and talked about wildland pay, county and federal pay. Chief Scott Anderson mentioned that they would not pay for tires and rims for Brush 641. The commissioners talked about holding off on paying the firefighters until the state pays South Summit Fire Department. Billing the cities for events is going to be an ongoing topic, for the board is unsure of any final decisions yet on how to bill the cities. Chief Scott Anderson brought up Christmas Gifts and Thank You gifts for the firefighters and whaty ideas he had for this year. He presented the board with a jacket that he got at Costco for $19.00 and would like to do those for all the firefighters and their wives with having them embroidered with either names or patches or possibly both. Commissioner John Moon brought up the certain driving incidents and recommended the Smiths Defensive Driving course and make it mandatory for the stipend pay. He mentioned that it will make people more aware.The commission board talked about the training officers and how things may need to change, and make it something important, not just youtube videos etc.Equipment –Brush 641 now has a jack, lug wrench and a spare tire. Brush 642 does not have any of that and we need to get a jack and spare for that truck. The military trucks have spare tires.SCBA’s are about $6,000 each. Everything in the hazmat trailer is not certified anymore. The board also talked about contacting firehouse subs for a grant as well to update some equipment. StationThe Commission board talked about the sale of station 41. Many people have been interested. South Summit Fire Department has decided not to use a realtor for the sale of the station. The board talked about the sale of the station, someone offered $400,000, Kent said they need to list it first and that we cannot take an offer before we list it and give a fair chance to everyone. Battalion Chief Kent Leavitt said once we get to the point of moving out and wanting to sell it then people can offer. We are anticipating March will be the new station move in date.The new station will have a roof in the next couple of weeks. The first of this week they will be pouring more concrete for the station as well. Battalion Chief Kent Leavitt also mentioned that for the new station to be tax exempt, we have to buy the products not a third party. Kent finalized stuff with companies so that we can be tax exempt for building products on the new station. Other Business: Matt from Summit County Health Department of Enviromental Protection Agency came and spoke to us about wanting to eliminate wood burning stoves for the sake of peoples health. He stated that burning 10lbs of wood in your home and breathing that in is equivilant to 6,000 cigarettes. He told us that this grant money is available for Summit County residents and would like to help anyone inyerested to help with health reasons and air pollution. The board mentioned to Matt to come to our open house of the new fire station to get the word out. Matt agreed and will be in contact. This grant is good until June of 2021 and it is for up to $4,000. Motion to pay the bills and adjourn made by Commissioner John Moon. Motion to second was made by Commissioner Craig Fry.
