PositionVice President of Technology and FacilitiesReports toPresident / Chief Executive OfficerCost Center1 – 15FLSA Status:ExemptJob Code003Revised:01/2010, 04/2013, 10/2015, 09/2016, 04/2018Position SummaryThe VP of Technology and Facilities provides strategic direction in support of the operations and activities of the IT, Environmental Services and Construction Departments.? The VP is responsible for the overall long-term planning to achieve established quality improvement, fiscal, productivity, and resident satisfaction goals and objectives.? Provides strategic planning, oversight and project management for IT infrastructure projects, capital and in-house construction / refurbs and turnover acceptance projects.? Responsible for the efficient operation of the service line and optimum use of resources to maximize productivity and minimize costs. Interfaces with vendors and contractors in order to ensure quality of products and services. Also serves as the Information Security Officer for VMRC.Position RequirementsBachelor’s degree with five years’ experience overseeing IT and physical support services of a multiple facility campus or residential design and construction. Master’s degree and facilities management experience, construction management or IT enterprise management preferred. Must have project management skills, experience in contract negotiations, industry trends and best practices. Demonstrated capacity to assemble and effectively lead cross-functional teams. Must possess the ability to supervise, coordinate, and effectively lead the activities of others. Must be able to communicate orally, in writing, and through presentation effectively. Must be able to work collaboratively throughout the entire organization to effectively engage staff, residents, family members, and other stakeholders. Must possess computer experience with proficiency in Microsoft Office suite (Word, Excel, Power Point and Outlook) for operations, report generation, and presentations. Must possess a command of the English language, both written and spoken. Must be self-motivated, organized, and willing to be flexible to accommodate changing priorities. Proven ability to work both independently and in a team based environment with minimal supervision.Essential Functions – Information TechnologyDirects information technology budgeting, strategic and tactical planning, business process re-engineering and database system strategy. Allocates resources and determines schedule of product releases and/or project deadlines.Assists with the creation of a technical vision for the organization and plans for implementation of new technical projects or technology support for new product lines.Develops and manages the operating and capital budgets of the Information Technology department to ensure the highest quality of service at a reasonable cost.Approves the design, purchase, installation, integration, training and use of hardware and software.Coordinates the scheduling and work assignments of the Information Technology department team, vendor management and provides backup for departmental staff as needed. Designs, implements, operates, and continually improves a disaster-recovery system that protects the electronic data assets and related systems infrastructure of the organization.Designs, implements, operates, and continually improves a security system (including, but not limited to virus protection, firewalls, intrusion detection, etc.) that protects the electronic data assets and related systems infrastructure of the organization.Identifies improvements in data processing automation, processes and procedures to reduce inefficiencies and to enhance care/productivity.Essential Functions – Environmental Services Ensures through subordinate supervision that facilities maintenance and buildings and grounds, laundry and housekeeping operations are provided in an effective manner. Includes development of quality control measures for tracking critical areas.Develops short-range and long-range maintenance, remodeling and renovation plans for physical plant assets. Develops and annually updates a written 5-year plan with cost/resources estimates.Ensures that maintenance, grounds and construction objectives are met, including project, cost, quality and safety factors that achieve positive results of customer satisfaction while ensuring the completion of work orders in a timely manner.Work closely with Construction Management to achieve opportunities for effective services coordination by developing and implementing a workable structure that reduces turnaround time of vacant apartments/rooms within scope of responsibility.Develops and manages service line budgets while ensuring performance meets or does not exceed budgetDevelops and ensures safe working practices, procedures and improved worker’s compensation experience modifications.Identifies, coordinates and negotiates office space locations and furnishings across campus by implementing and effective plan and process for office space transitions, including locations, and appropriately coordinates major furnishings.Essential Functions – Design & ConstructionDevelops, implements and leads long-range site plan management that includes: options and scenarios, budget implications and a process to review and revise based on changing needs.Plans and designs environments, with service line leaders, to meet program needs.Creates and leads cross-functional planning and design teams.Supports, guides and recommends a business case that includes analysis of industry trends, market research, program narrative, and ROI analysis.Construction managementNegotiates and effectively manages pletes projects on schedule, within budget, and according to specifications within quality standards.Facilitates the evaluation of projects to assess the effectiveness of the firms used as well as identify improvements in the process.Provides counsel to VMRC Leadership and the Board of Directors as needed in the area of environmental design and construction.Essential Functions – Information Security OfficerPlans, develops, manages and oversees the information security function in accordance with the established policies and procedures.Develops, and then distributes to all employees, written information security policies and procedures that document all areas required by law.Oversees the implementation of all written information security policies and procedures.Develops, coordinates, and participates in multifaceted educational and training programs that focus on VMRC's written information security policies and procedures, and seeking to ensure that all appropriate employees and management are knowledgeable and comply with all aspects of the privacy policies and procedures, as well as pertinent Federal and State standards.Reports on a regular basis to VMRC's governing body and CEO on the progress of implementation of the written information security policies and procedures.Periodically revises the written information security policies and procedures if such changes are warranted by interpretations or changes in the law.Enforces compliance with all written information security policies and procedures even after the initial time of implementation through the use of appropriate sanctions, and other mechanisms.Coordinates information security efforts for VMRC. While performing the duties of this job, the employee is regularly required to talk and hear normal as well as soft tones. This position is very active role that would require frequent standing, walking, bending, kneeling, stooping, sitting, crouching, grasping, and reaching above head. The employee must occasionally lift or move objects weighing 25 pounds as well as pushing/pulling up to 50 pounds. Specific vision abilities required by this job include close vision, distance vision, color vision, peripheral vision, depth perception and the ability to adjust focus. Required to work extended periods of time at a video display terminal.Requirements for emergency situations are defined by service line expectations and may differ based on the nature of the emergency or weather related event.Work EnvironmentThe normal work environment is in an office setting, in resident apartments, and construction sites, however occasionally will require outside work that could result in marked changes in temperatures. While performing the duties of this job, the employee is occasionally exposed to dust, fumes, odors and airborne particles in a nursing care setting, with limited exposure to biological and chemical hazards, and mechanical equipment. This role routinely uses standard office equipment such as computers, phones, photocopiers, filing cabinets and fax machines.Position Type/Expected Hours of WorkThis position regularly requires long hours and infrequent weekend work.Supervisor ResponsibilityThis position supervisory responsibilities and has authority to determine who can access confidential information.
