B. CLOSED SESSION ANNOUNCEMENT

The City Council met in closed session to discuss Item B as listed on the Closed Session Agenda. There was no action to report. A second closed session was convened following the regular session. See Minutes after Adjournment

Presentation: 2015 Novato Water Supply/Drought & Recycled Water Progress

Chris DeGabriele, North Marin Water District General Manager, gave a brief presentation regarding the drought.

D. APPROVAL OF FINAL AGENDA, WAIVER OF THE READING OF ORDINANCES AND NOTICES OF INTENT

Mayor Pro Tem Eklund moved, Seconded by Councilmember Kellner, to approve the Final Agenda, Waiver of the Reading of Ordinances and Notices of Intent. The motion was approved unanimously.

F. CONSENT CALENDAR

1. ADOPT CITY COUNCIL MINUTES OF APRIL 14, 2015

The Council approved the minutes of the April 14, 2015 meeting.

2. CITY AND NOVATO SENIOR CITIZENS CLUB SPONSORSHIP AGREEMENT

Council approved, and authorized the City Manager to sign, the Novato Senior Citizens Club Sponsorship Agreement Exhibit F.

3. PURCHASE OF NEW BUSINESS LICENSE SOFTWARE AND SUPPORT SERVICES

Council adopted Resolution No. 18-15 authorizing the City Manager to enter into a software license and support agreement with Progressive Solutions Inc. for the purchase of new business license software.

4. SECOND READING OF AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF NOVATO REPEALING AND REENACTING CHAPTER 2-13 OF THE NOVATO MUNICIPAL CODE, RELATING TO EMERGENCY OPERATIONS

Council approved the second reading and adoption of Ordinance No. 1598, repealing and reenacting Chapter 2-13 of the Novato Municipal Code, relating to emergency operations.

Mayor MacLeamy moved, Seconded by Councilmember Lucan, to approve the Consent Calendar. The motion was approved unanimously.

I. GENERAL BUSINESS

5. PRIORITY CONSERVATION AREA APPLICATIONS

Consider approving submittal of applications for Priority Conservation Area designations and adopting a resolution of support.

Senior Analyst Hafer gave the staff presentation and, along with City Manager Frank, responded to Councilmember questions. PUBLIC COMMENTS 3. Fred Reece Mayor Pro Tem Eklund moved, Seconded by Councilmember Athas, to approve Resolution No. 17-15, supporting the nomination of Priority Conservation Areas in Novato, as amended to include the Carmel Open Space Area with a designation of Regional Recreation, and with the addition of Natural Landscapes to each of the four pieces of property that are listed and also including "Agricultural Lands" as a designation for the Hill Recreation Area/Arroyo Vichi Creek Area. The motion was approved unanimously.

J. COMMISSIONS, COMMITTEES AND BOARDS (CCB's) APPOINTMENTS

No appointments were made to fill vacancy/vacancies on Council Commissions, Committees or Boards.

K. COUNCILMEMBER/CITY MANAGER REPORTS City Manager Frank announced that the bus facility agenda item had been moved to the Council meeting of June 23, 2015. Mayor Pro Tem Eklund reported on her attendance of the ABAG Spring General Assembly and Business meeting, entitled "Green Streets and Infrastructure Strategies", which focused on drought protection, water management and creating complete communities. She said some of the topics discussed were storm water capture and desalinization.

M. ADJOURNMENT At 7:41 p.m., the meeting was adjourned in memory of Eric Carlson, Jered Overfield, Bill Wright, Jimmy Feraria, and in honor of the American men and women who served in Vietnam and the Vietnamese who fled their country 40 years ago.
