II. NES Labor Category Descriptions

1. Program Manager - Coordinates and monitors the scheduling, pricing, and technical performance of company programs. Responsibilities also include aiding in the negotiation of contracts and contractual changes and coordinating preparations of proposals, plans, specifications, and financial conditions of contracts. Develops new business and expands product line. Ensures adherence to plans and schedules develops solutions to program problems, and directs work of incumbents assigned to program from various departments. Ensures projects are completed on time and within budget. Acts as advisor to program team regarding projects, tasks, and operations.

2. Project Manager - provides project oversight and management, and assists with the execution of the project scope of work. Interacts with the project team on field work planning and coordination, and prepares and/or reviews reports associated with the project. Interacts with the clients, contractors, subcontractors, often communicating results, budgets, and schedules. Frequently interacts with regulatory agencies regarding project scope of work, results, and compliance.

3. Computer Programmer - May perform writing, testing, debugging/troubleshooting, and maintaining the source code of computer programs. May design, develop and/or implement databases with respect to access methods, access time, and device allocation.

4. Ecologists/Biologist- Perform the study of living organisms and their relationship to each other and the environment. May perform research to gain a better understanding of fundamental life processes or apply that understanding to developing new products or Processes.

5. Ecologist - Investigate the relationships among organisms and between organisms and their environments, examining the effects of population size, pollutants, rainfall, temperature, and altitude. Using knowledge of various scientific disciplines, ecologists may collect, study, and report data on the quality of air, food, soil, and water.

6. Environmental Engineer - Plans, schedules, conducts, or coordinates detailed phases of the engineering or scientific work in a project or performs work that involves conventional engineering or scientific practice.

7. EMS Specialist - Develops and implements EMS programs that are compliant with ISO Standard 14001. Performs EMS Audits.

8. Engineering Technician- Working knowledge and/or training on data collection, archaeological sites, curation, field studies, environmental/planning studies, data entry, hazardous material and solid waste management, damage surveys, and/or similar projects.

9. Environmental Auditor- Obtains or acquires all necessary permits/certifications required by Federal, State, and local regulatory agencies to perform the required work. Types of work may include, but not be limited to, multimedia environmental/health and/or safety compliance assessment surveys and reports; survey, sample collection and analysis (lead-based paint, asbestos, PCBs, specific or general water sampling, air sampling, etc.); development of required and/or supporting regulatory documents (permit applications, storm water pollution prevention plans, air emission inventories, hazardous waste inventories and recovery plans, conformity analyses, etc.); and development of pollution prevention plans/studies (pollution prevention opportunity assessments, etc).

10. Environmental Scientist- May perform environmental investigations and data collection, along with analysis of environmental information, problem definition/resolution. May assist in environmental risk/vulnerability analysis, resource management planning/mapping, or threat identification/mitigation.

11. Geologist - Provides technical expertise in the area of geology including: preparation of background documents, ability to collect, identify, and analyze rocks, minerals, and fossils, preparation of geological maps, development of plans for management of paleontological and geological natural resources, working with archaeologists whose focus will be on the effects of geology on human occupations over the past 20,000 years.

12. Hazardous Waste Specialist - Performs activities that include the handling and management of hazardous waste. Performs assessment of hazardous waste collection and storage programs, hazardous waste disposal, and hazardous waste identification protocol. Also, includes the implementation of hazardous waste tracking programs.

13. Hydrogeologist - Studies the ways that groundwater moves through the soil and rock of the earth Activities may include, but are not limited to, investigating ways to test water to be sure it is safe to drink, check licenses of those who construct wells and supply water to others, inspect and/or help locate wells for safe water supplies, inspect the design and function of wells, study groundwater flow.

14. Natural Resources Specialist - Has demonstrated specialized experience in environmental resource planning, data collection and analysis, training, studies, liaison support, communications, analyses, administration, operations, databases, and report preparation.

15. Regulatory Compliance Specialist - Experience may include multi-media permitting, NEP A, estimating emissions, database management, air quality dispersion modeling, auditing, EMS development, regulatory analysis and reporting.

16. Training Specialist- Experienced in the development of training programs and practices supporting environmental programs and applications. May revise existing courses and develop appropriate training materials. Trains personnel by conducting formal classroom courses, workshops, seminars, or computer/web-based training.

17. Toxicologist/Chemist - Analyzes and assesses data, whether chemical or biological, to determine contaminant levels. Reviews existing data to ensure compliance with quality control requirements. Provides input on environmental clean-up from a toxicological and chemical perspective.

18. Clerical/Project Administrator - Performs all administrative duties including but not limited to report generation, project manager assistance, program manager assistance, responsible for special projects. Requires minimum supervision.

19. Graphics Illustrator- Produces illustrations and figures for technical documents. Works with project managers and technical editor during document production.

20. Technical Writer/Editor- Responsible for document QA review. Works with project managers, graphics illustrator, and word processors

21. Word Processor- Works with project managers in creating text, tables, and spreadsheets for documents.

III. NES Labor Qualifications

Program Manager - The Program Manager must be thoroughly familiar with standard concepts, practices, and procedures within a particular field. Relies on extensive experience and judgment to plan and accomplish goals. Performs a variety of complex tasks. A certain degree of creativity and latitude is required. The Program Manager should have the following qualifications:

Bachelor's degree from an accredited school in a technically related field such as engineering, science, or architecture;

A minimum of three (12) years Project Management experience, with a minimum of two (10) years experience managing environmental projects at the field operational level;

Deep knowledge of applicable federal, state, and local laws and regulations.

Project Manager (PM) - For each Task Order issued, the Contractor shall designate a PM. The PM shall serve as the single point of contact for the Task Order, and shall be responsible for the management of work, approved plans, and all federal, state, and local laws and regulations. The PM shall also maintain close communication and coordination with the client for the duration of the Project. The PM should have the following qualifications:

Bachelor's degree from an accredited school in a technically related field such as engineering, science, or architecture;

A minimum of three (3) years Project Management experience, with a minimum of two (2) years experience managing environmental projects at the field operational level;

Working knowledge of applicable federal, state, and local laws and regulations.

Professional Labor - Includes ~, Ecologist/Biologist, Environmental Engineer, EMS Specialist, Environmental Auditor, Environmental Scientist, Geologist, Hydrogeologist, Natural Resource Specialist, Regulatory Compliance Specialist, Training Specialist, and Toxicologist/Chemist. Depending on the nature of the task order, the Contractor will need a variety of professional labor personnel specialized in technical activities as specified in the basic contract Statement of Work (SOW). The project manager shall be responsible for assigning qualified personnel to individual task orders. The professional labor engineering/scientist disciplines are generally divided into three (3) categories: senior, mid-level, and junior.

The minimum qualifications for each category and the types of professional labor that may be required for the performance of this contract are provided below:

(1) Senior Level: must possess a Bachelor's degree from an accredited school in a technically related field consistent with the required duties of the position and a minimum of ten (10) years of directly applicable experience since receiving a

degree is required. In addition, professional registration consistent with the duties of the position is required. Senior level professionals are responsible for performing complex and non-routine technical tasks or for supervision and oversight of a small group working on technical issues or specific elements of a project.

(2) Mid-Level: must possess a Bachelor's degree from an accredited school in a technically related field consistent with the required duties of the position and a minimum of five (5) to ten (10) years of directly applicable experience since receiving degree is required. Mid-level personnel perfonn technical tasks such as calculations, layouts, evaluation of data, and preparation of portions of a report under the direction of a senior professional.

(3) Junior Level: must possess a Bachelor's degree from an accredited school in a technically related field consistent with the required duties of the position and a minimum of one (1) to four (4) years of directly applicable experience since receiving degree is required. Junior level personnel perform routine tasks such as preparing graphical or tabular presentations of data, simple data interpretation, preparation of supporting material, etc.

Ecologist - Note that the Ecologist labor category has no associated levels. The qualifications of an Ecologist are equivalent to that of a mid-level professional: that is, they must possess a Bachelor's degree from an accredited school in a technically related field consistent with the required duties of the position and a minimum of five (5) to ten (10) years of directly applicable experience since receiving a degree is required. Ecologists perform technical tasks such as calculations, layouts, evaluation of data, and preparation of portions of a report under the direction of a senior professional.

Technical Labor- Includes Computer Programmer, Engineering Technician, and Hazardous Waste Specialist. Depending on the nature of the Task Order (TO), the Contractor may need a variety of technical labor personnel specialized in environmental technical activities as specified in the basic contract SOW. Technical personnel perform in a support role in routine activities. The Project Manager shall be responsible for assigning qualified personnel to individual TO's. The technical labor disciplines are divided into three (3) categories: Senior, Mid, and Junior. The minimum qualifications for each category are provided below:

(1) Senior Technician: Bachelor's degree or equivalent and one (1) to three (3) years directly related field experience.

(2) Mid Technician: High school degree and three (3) to six (6) years directly related experience.

(3) Junior Technician: High school degree and one (1) to three (3) years directly related experience.

Clerical Labor - Clerical labor includes Clerical/Project Administrator, Graphics Illustrator, Technical Writer/Editor, and Word Processor. Clerical personnel are responsible for graphics, filing, word processing, general secretarial activities. The general clerical labor disciplines are divided into three (3) categories: Senior, Mid, and Junior. The minimum qualification for each category is provided below:

(1) Senior Clerical: High school degree and six (6) years or greater of experience performing routine as well as non-routine secretarial duties and supervise/instruct less experienced staff.

(2) Mid Clerical: High school degree and three (3) to six (6) years of experience performing routine as well as non-routine secretarial duties and supervise/instruct less experienced staff.

(3) Junior Clerical: High school degree and one (1) to three (3) years of experience performing routine secretarial duties under direct supervision.

Graphics Illustrator: Note that the Graphics Illustrator labor category has no associated levels. The qualifications of a Graphics Illustrator are equivalent to that of a mid-level clerical: that is, they must have a high school degree and three (3) to six (6) years of experience performing routine as well as non-routine secretarial duties and supervise/instruct less experienced staff.

Technical Editor: Note that the Technical Editor labor category has no associated levels. The qualifications of a Technical Editor are equivalent to that of a senior-level clerical; that is, they must have a high school degree and six (6) years or greater of experience performing routine as well as non-routine secretarial duties and supervise/instruct less experienced staff.

Word Processor: Note that the Word Processor labor category has no associated levels. The qualifications of a Word Processor are equivalent to that of a junior-level clerical; that is, they must have a high school degree and one (1) to three (3) years of experience performing routine secretarial duties under direct supervision.
