Hickling Seconder: Cllr. K DennisMatters arising from Minutes of the 9th January 2019 meetingCllr. Colson volunteered to be the next person to post agendas and minutes on the notice boards.Phone boxes. No further progress. Cllr. Hickling said that this work would be done at the appropriate time when the weather is more favourable.Mobile Post Office. The chairman reported that the Post Office now expects to start this service at West Newton either late March or early April. An offer to include a ‘flyer’ in the next issue of Village Voice to advertise it has been made.Provision of a seat at Church Road / Rectory Lane corner, Wolferton, it has been agreed and the chairman has to speak to donor regarding size and design.Knights Hill planning application: chairman advised that he believes main cause of objection amongst people he has spoken to concerns the combined impact of multiple developments in the A149 and South Wootton corridors, rather than this one in particular. He advised that a special meeting of the Planning Committee has been convened 13th March to consider this application. Report from Borough CouncillorAs Cllr Tillbrook had tendered apologies a report was given by Dersingham Borough Councillor T Bubb. He advised that the periodic review of the Local Plan has opened for consultation and encouraged the Parish Council to read it and get involved as it sets out housing and other development from 2021 to 2036. The chairman confirmed he has received a copy and intends to read it and recommend to Councillors our response. Report from County Councillor S Dark1 Cllr Dark reported that the County had completed its Budget for the next financial year from April and that it had managed to maintain services at broadly current levels unless an unforeseeable change of circumstances arises.2 Bus stops at the Medical Centre and Village Centre in Dersingham agreed and should be installed within two months. 3 A149 Average Speed Cameras – these will be installed in line with new lower speed limits through Wolferton Woods (believed to be Babingley Cross to Dersingham Roundabout) and Snettisham By Pass. The County will have to consult on the lower speed limits before implementing them. Parish Councillors were unanimous that when the consultation is received that we should be strongly supportive. Cllr Dark also advised that work is progressing on junction redesign along the length of the route, and that Parishes would be consulted on this as soon as possible. Parish Councillors agreed that when the Chairman receives details, he will consider them, and if they are significant in this parish he will convene a special meeting of the council.Report from Norfolk ConstabularyPC Bolderstone updated Councillors on recent crime reports in the parish and progress in dealing with them. He asked members of the public to be vigilant and report anything suspicious and mentioned in particular rural crimes including theft and hare coursing of which there has been a number reported in West Norfolk. Planning Applications received for consideration by the Parish CouncilNoneMatters dealt with by the Council since January 2019 meetingGeneral Data Protection Register: no further action taken, but to be kept under review in case of further developments.County Councillor’s fund: Nothing further to report.Consideration of Precept for 2019-20: See item 12. Parish Assembly: A list of over 20 organisations and businesses in the parish had been drawn up to contact to invite to attend. It was agreed to restrict only to key organisations being the School, Church, Social Clubs etc and to restrict them to a report on their past year and forthcoming events. The chairman to write to them accordingly.Transparency Code requirement for website: the chairman confirmed that the parish council website will be incorporated in the new website being developed by the Estate under its ‘community’ section. That is expected to be launched in April or May. The parish’s own website will be maintained until then and for a further three months as a link to the new Estate site, and then finally closed. There will be a small hosting charge to cover this.Norfolk Greenways plan for the King’s Lynn to Hunstanton former railway line: Cllr Cove and the chairman attended a consultation event and reported on it. It was agreed that the parish council would respond in accordance with a draft drawn up and circulated by the chairman.Lynx bus service: despite Lynx having assured the County Council that it would reinstate a 5pm departure from King’s Lynn to Hunstanton via West Newton and Sandringham Visitor Centre from the start of Summer 2019, it has sent its intended timetable to the Regulator without it. The chairman has been in discussion with County Council officials about this and is hopeful but not confident of a positive outcome. County Councillor Dark asked to receive details so that he too can take up this matter with officials.To confirm funding arrangements from April 2019The chairman confirmed that reasonable unavoidable expenses incurred by the parish council would be paid by the Estate and that any invoice received by the parish should be routed through him for confirmation and onward transmission to the Estate for payment.Parish matters that require attention by CouncillorsHighways Rangers – the chairman advised that we should all continue to report small matters that require attention.CorrespondenceNorfolk Superhero Challenge will be cycling through the area on Saturday 22nd June, causing minor disruption.Carers Matter Norfolk has written to parishes seeking help and support.Any other businessCouncillor Cove advised that he is in the process of moving home to Dersingham. His new home is within the 4.8kms distance from the parish and he works in the parish so advised that he intends to remain as a Parish Councillor.The National Cycling Championship will be holding a time trial starting and finishing at the Norwich Gates on Thursday 27th June. It is believed that this will involve road closures for the whole day but no more information yet available.Date of next meetingThe next meeting will be held at the Sandringham Club, West Newton, at 6.30pm on Wednesday 8th May 2019. It will be preceded by the Parish Assembly and then the Annual General Meeting of the Parish Council. ................
