Progress Report for FY 11: Training
Note: The TMCEC staff is dropping the referencing of programs by the number of hours, because it is incorrect to say that the 12 hour is 12 when it offers 15-16 hours of credit and the 32 hour offers 35 hours. Under the new quantitative approach of the Court and the State Auditor’s Office, we need to take full credit for our programs or we are now accurately depicting what we are offering. The reference to 32 hour and 12 hour is to the number of hours of mandatory judicial education required of new, non-attorney judges (32) and experienced judges or new attorney judges (12).

The One Day Clinic series was completed. The registration fee was $20. TMCEC staff will play the FY 12 clinics in the next few weeks.

The evaluations from the programs offered to date are found in the black Board Notebooks that will be at the board meeting, as well as a list of the courses offered. They are shown so that they can be compared to similar programs offered in FY 05, FY 06, FY 07, FY 08, FY 09, FY 10, and FY 11.
Fiscal Planning for FY 12
With the paper reduction effort to save funds, TMCEC took the following steps to Go Green!
1. Notified constituency of FY 12 reliance on emails for communication in the May, July, and Legislative issues of The Recorder.
2. Mentioned importance of emails in bulk mail out to all courts asking for personnel updates, as well as the Academic Catalog.
3. Posted a notice on all four list servs.
4. Contracted with a company called Informz to manage emails so emails are not perceived as spam by court computer networks.
Change in the policy on single rooms at regional programs, such that judges and clerks will be required to pay $50 a night for a single room:
1. Notice in the May and July Legislative Update Recorders
2. Survey of constituents via website and at regional programs in May & June:
3. Notification on list servs
4. Notification of court administrators at court administrator conference in June
The response was interesting. Approximately, only 15 percent of clerks and 5 percent of judges indicated that they would double up. Either their city would pay or they would pay themselves for the single room. The Omni Hotels have renegotiated FY 11 contracts at a higher rate for additional double rooms anticipated.
Curriculum Planning for FY 12
The faculty Curriculum Development meeting was offered on August 25-26th in Austin. Train-the-Trainer was offered on September 7-9, 2011 in Austin. Clay Abbott again served as the primary facilitator for Train-the-Trainer with presentations by Cathy Riedel and Mark Goodner.
The first planning meeting was offered on August 29-30th in Austin for the recently proposed pilot program for Juvenile Case Managers.
FY 11 TxDOT Traffic Safety Grant Funded Programs:
As part of the TxDOT grants, entitled Municipal Traffic Safety Initiatives (MTSI) and Driving on the Right Side of the Road (DRSR), TMCEC continues to conduct the following activities in FY 11:
• Set up exhibits of traffic safety materials; and provide traffic safety “Program Information & Education” (PI&E) resource materials and support to numerous municipal courts across Texas;
• Traffic safety programs will be integrated into all TMCEC regional programs and TMCEC is reimbursed at a rate of $20 per course per participant;
• Sponsor 2011 Municipal Traffic Safety Initiatives Conference (TSC) in May 2011 in San Antonio.
• Update and add additional links and pages to MTSI and DRSR website and continue the municipal traffic safety initiatives list serv for traffic safety information.
• Both grants are in the last year of a three-year grant: FY 2009-2011.
• Sponsored the 2011 Municipal Traffic Safety Awards program:
o Bastrop, Corinth, Harker Heights, McGregor, Westworth Village, College Station, Conroe, Frisco, La Porte, San Marcos, and Irving
Lisa Robinson continues to work as the Grant Coordinator, although she now lives in Oklahoma. The TMCEC staff (primarily Deadra Stark) is taking responsibility for the fiscal management of the grant, in addition to their regular duties. Hong Escobar is working as a part-time staff attorney for the program.
The primary focus of the FY 11 DRSR program was a conference for teachers on February 3, 2011 in Austin that offers background information on traffic safety, as well as lesson demonstrations. The rest of the grant funds were used to offer summer workshops via the education service centers, local school districts, and webinars. The primary focus of the FY 11 MTSI program are the awards, the traffic safety courses in the regional programs, and the Traffic Safety Conference in May in San Antonio.
This was the last year for both three-year grants. TMCEC applied for a one year grant for both programs: DRSR - $210,020.00 and MTSI - $275,442.00. We expect to learn if funding will be provided any day.
FY 12 if funded:
Publications: MTSI program components: Awards; 100 bailiffs/warrant officers; 600 clerks; 1100 judges; 100 prosecutors; 20 pages in The Recorder; Traffic Safety Conference; 2 Teen Court planning sessions; exhibits at TMCEC programs; city official project. Income to TMCEC: $101,600.
DRSR program components: Lending library of videos/DVDs for courts & schools, disseminate DRSR materials to community/civic groups like Boy Scout Troops; exhibits at teacher trainings and TMCEC; session at LRE Conference; graphic novel on traffic safety; revise materials as needed; train 600 clerks; train 600 judges; 8 pages The Recorder; 2 storybooks in English & Spanish; YouTube PSA contest. Income to TMCEC: $24,000.
The pocket version of the Canons of Judicial Ethics are still on hold as the Supreme Court of Texas continues to review the changes to the canons that were recommended by the Task Force.
Staff members plan to produce four issues of The Recorder in FY 12 and would like ideas from the Board or Education Committee.

Per board action in April, The Recorder will no longer be sent one copy per court. The Recorder is available online and is sent out to the list servs. Subscriptions are available for $35. TMCA has approved sending complimentary copies to members in FY 12. A notice will be added to near the mailing label: This copy of The Recorder was provided by TMCA as a member benefit. The first issue will go out in November.
TMCEC staff attorneys are updating TMCEC publication with legislative changes. To be updated: Forms Book, Bench Book, Certification Guides, and Class C Handbook. The Judges Book will be updated in January.
Hope Lochridge is in the process of making the publications available for download on e-books via . Cost will be nominal - $5 a publication.

Although there is a $33.00 monthly fee plus $0.30 per transaction and a 2.71% monthly discount rate, participants value the convenience. We accept registration fees by credit card, as well as purchases of publications.

Clerks Certification Program:
The Municipal Court Clerks Certification Program is sponsored by TMCEC, TMCA, and the Texas Court Clerks Association. The Education Committee of TCCA serves in an oversight role over the rules of the program and provides test proctors. There are three levels of certification. Additional information can be found on the TMCEC website. The program continues to grow as the chart shown on the next page indicates.

INSTRUCTIONS: Please complete and attach all pages of requested printouts and receipts. Mail to the Texas Municipal Courts Education Center at the above address within 60 days from date of travel.
WHAT IS AND IS NOT REIMBURSABLE AND OTHER INFORMATION
1. AIR TRAVEL: Air travel will be on a coach/economy basis. TMCEC is
unable to reimburse for frequent flyer, rapid rewards, or other free or complimentary flight ticket. Agent fees or service fees on air travel are not reimbursable. Change or cancellation fees are not reimbursable unless due to unavoidable situations and/or emergencies and with the prior approval of the TMCEC Executive Director.
2. AUTOMOBILE: Any auto rental must be approved by the TMCEC Executive Director or TMCA President prior to rental. Mileage is reimbursable only from the claimant’s designated headquarters to duty point.
3. MEALS: a. In order to claim meals, you must be away from your
home base for six hours.
b. Meals will not be reimbursed in excess of $36.00 per day.
c. No reimbursement for meals that are provided by TMCEC.
d. Expenses related to acquiring meals. The TMCEC Board’s policy on
telephone calls and/or taxis to acquire a meal are allowable expenses
as long as the total expense (meals + telephone + taxi) does not
exceed the state limit of $36 a day.
e. Receipts are not required, but actual cost of meal must be shown. For

4. LODGING: Lodging within Texas is at prevailing government rate. Out-of-state lodging is at that state’s or city’s prevailing rate of per diem. Government rates for rooms should always be requested. Reimbursement will be made for actual expenses of a single accommodation up to allowable rate. Supporting documentation is required for lodging.
5. TIPS: Tips are not considered service charges and are not reimbursable.
6. RECREATION: Entertainment expenses are not allowed.
7. TAXI FARES: Taxis are not to be used unless no other less expensive means of travel is
reasonably available. Please check to see if there is a complimentary hotel shuttle. Taxi fares only allowable if no restaurant service in hotel or within walking distance.
8. OTHER: TMCEC business-related phone calls, parking and tolls are examples of allowable miscellaneous items. Tips, bar charges, laundry charges, and personal telephone calls are examples of unallowable items. Please clear these from your hotel bill before check-out if you are on the TMCEC/TMCA master account.
