REGULAR MEETING

CALL TO ORDER

First Selectman Meehan called the meeting to order at 7: p.m. In attendance included First Selectman Meehan, Selectman Sypher, Selectman Englert, Joel Severence, Chairman Harbor Commission.

APPROVAL OF MINUTES

Tom Englert made a motion to approve the minutes from the December 17, 2013 BOS meeting. Larry Sypher seconded the motion. The motion passed unanimously.

AUDIENCE OF CITIZENS - None.

NEW BUSINESS

Appointment of “Sub Registrars” by Town Clerk – issuance of burial permits – pursuant to CT General Statutes Section 7-65

Ed Meehan reported that Sub Registrars are appointed by the Town Clerk to sign a death certificate or issue a burial permit in the Town Clerk’s stead. Deb Calamari, Town Clerks recommends representatives from Robinson and Wright Sam Fleurtini, Jordan Wells along with Phil Appel from Swan Funeral Home be appointed sub Registrars.

Larry Sypher made a motion to appoint Sam Fleurtini, Jordan Wells and Phil Appel sub Registrars. Tom Englert seconded the motion. The motion passed unanimously.

Appointment of Park& Rec Commissioner – term ending 11/1/15

Larry Sypher made a motion to appoint Ivy Genneti – U as a Park & Rec Commissioner with a term to expire 11/1/15. Tom Englert seconded the motion. The motion passed unanimously.

Appointment of Retirement Board Representative – term ending 12/16/16

Larry Sypher made a motion to appoint Lori Ann Clymas as BOF representative to the Retirement Board with a term to expire 12/16/16. Tom Englert seconded the motion. The motion passed unanimously.

Presentation of Chester Harbor Management Plan – revised 9/2013

Joel Severance, Chairman of the Harbor Commission, presented an overview of the Harbor Management Plan. This document is available for review at the Town Hall and is on file with the DEEP.

Various aspects of the report were discussed including:

• Water testing

• Water quality

FY2014-15 Budget Calendar Workshops and Town Meeting Dates

Ed Meehan distributed the proposed budget workshop dates/schedules. The BOS discussed staffing parameters.

Proposed department budgets are due back February 7th.

OLD BUSINESS

State Department of Education – Notification of Minimum Budget Requirement Non-Compliance Chester Elementary School FY2013-2014 Budget

Ed Meehan reported that a meeting with the Superintendent, Business Manager, BOS and BOF has been confirmed for January 16th @ 5:00 p.m.

HVAC System

The Registrar’s Office and the Fire Marshal’s Office have experienced HVAC problems. The contractor was notified and addressed the problem.

Main Street Committee

Plans have been developed and the Committee will meet the week of 1/13/14. Several properties on the North side of Main Street may be affected by the proposed continuous sidewalk from School Lane to North Quarter Park.

KW Hours

Since the quota was reached, the Town is entitled to free solar panels. Location of the panels is still to be determined.

SELECTMEN’S REPORTS

Larry Sypher commented on a Letter to the Editor regarding parking signage. There is no minimum fine listed on the signs. The BOS discussed various parking/safety issues throughout town and the need for increased enforcement/fines.

Larry Sypher made a motion to adjourn the meeting at 7:54 p.m. Tom Englert seconded the motion. The motion passed unanimously.
