As advised by email dated 7th May 2012, the meeting of the Board of Coursework Studies scheduled for 24th May 2012 has been cancelled. Members are asked to consider the Chair’s recommendation relating to Items in part 2. If you do not agree with the recommendations or would prefer that any item be referred to the next meeting for discussion please contact the Executive Officer (kabilan.krishnasamy@uwa.edu.au) no later than Mid-day Wednesday 23rd May 2012. PART 2 – ITEM(S) FOR DECISION TO BE DEALT WITH EN BLOC

1. ITEMS FROM THE BOARD OF STUDIES FOR THE BACHELOR OF ARTS:

1.1 FACULTY OF ARTS: NEW END-ON HONOURS PROPOSALS FOR OFFERING FROM 2013 – Ref: F31404, F31410, F31432, F31406, F31416

By R10/12 and R11/12 the Board of Studies for the Bachelor of Arts resolved to recommend to the Board of Coursework Studies that the recommendations, as set out in Attachment A, for the following END-ON honours specialisations be approved for offering from 2013: Honours in Archaeology (F31404), Honours in Linguistics (F31410), Honours in Medieval and Early Modern Studies (F31432); Honours in Philosophy (F31406) and Honours in Political Science and International Relations (F31416).

Members will note that detailed proposals will be made available on request from the Executive Officer.

If agreed, the Chair suggests that the Board of Coursework Studies recommend to the Academic Council that the recommendations, as set out in Attachment A, for the following END-ON honours specialisations be approved for offering from 2013: Honours in Archaeology, Honours in Linguistics, Honours in Philosophy, Honours in Medieval and Early Modern Studies and Honours in Political Science and International Relations.

2. ITEMS FROM THE BOARD OF STUDIES FOR THE BACHELOR OF COMMERCE:

2.1 FACULTY OF BUSINESS: PROPOSED STRUCTURAL CHANGES TO THE MAJOR IN HUMAN RESOURCE MANAGEMENT FROM 2013 – Ref: F29677, F29686

By way of background, at its meeting held on 28th June 2010, the then Bachelor of Commerce Interim Board of Studies resolved by R19/10 to accept the Human Resource Management major proposal and its associated units, but noted the following:

• “that the major in Human Resource Management shares several units with the major Work and Employment Relations offered in the Bachelor of Arts. 

• It was proposed that the Chairs of the two Interim Boards (Bachelor of Arts and Bachelor of Commerce) discuss the extent of the overlap, and whether there should be restrictions on the recognition of broadening units.”

By R27/10, the Bachelor of Commerce Interim Board of Studies resolved to endorse a paper prepared by the Chairs of the respective Boards, which recommended the following:

• ‘That the unit outlines for the IREL1101 and IREL2201 be rewritten to show the differences in expected outcomes, especially because IREL2201 has either MGMT1135 or MGMT1136 as prerequisites. It is important that the outcomes are consistent with the Level at which the unit is being offered and that the proposal explicitly addresses how the two cohorts of students (attending the same lecture stream) are prepared to be able to achieve these different outcomes.

• That the unit outlines for the IREL2201 and IREL3XXXbe rewritten to show the differences in expected outcomes, to reflect that the latter is to be offered at Level 3. It is important that the outcomes are consistent with the Level at which the unit is being offered and that the proposal explicitly addresses how the two cohorts of students (attending the same lecture stream) are prepared to be able to achieve these different outcomes.

• Students should not be permitted to complete the two majors’.

At its meeting held on 20th September 2010, the Board of Coursework Studies resolved by R20/10 to recommend to Academic Council that the following be approved: ‘that students should not be permitted to complete the two majors, (Human Resource Management major offered in the Bachelor of Commerce and Work and Employment Relations major offered in the Bachelor of Arts)’.

At its meeting held on 9th May 2012, the Board of Studies for the Bachelor of Commerce considered a number of proposed changes to the Human Resource Management major, effective from 2013, with a view to making the Human Resource Management major offered in the Bachelor of Commerce compatible with the Work and Employment Relations major offered in the Bachelor of Arts so that students are able to complete both majors.

Members will note that the Faculty of Business has confirmed that the proposed changes to the Human Resource Management major will not disadvantage any student currently undertaking the major.

By R4/12 the Board of Studies for the Bachelor of Commerce resolved to recommend to the Board of Coursework Studies that the following changes be approved:

• that EMPL2201 Foundations of Employment Relations be deleted for offering in New Courses:

[Exec Officer’s Note: EMPL2201 will continue to be offered in pre-2012 courses until they are taught out]

• that EMPL2202 Australian Employment Relations, which is currently offered in the Work and Employment Relations major, be offered as a Level 2 core within the Human Resource Management major;

• that the prerequisites for EMPL2202 Australian Employment Relations (for New Courses 2012 only) be amended to read as follows: EMPL1101 Introduction to Employment Relations or MGMT1135 Organisational Behaviour or equivalent. The current prerequisite for EMPL2202 is IREL1101 Introduction to Employment Relations. It was noted that students who have completed either EMPL1101 or MGMT1135 Organisational Behaviour would have sufficient knowledge of organisations to prepare themselves for EMPL2202. The change in prerequisites for EMPL2202 would also be made to the Work and Employment Relations major offered in the Bachelor of Arts.

• that EMPL3302 Employment Relations in Australia offered as a Level 3 core within the Human Resource Management major be deleted;

• that EMPL3301 Globalisation and Work be not offered as a Level 3 option within the Human Resource Management major; and

• that EMPL3270 Negotiation: Theory and Practice be offered as a Level 3 core within the Human Resource Management major.

In so doing, the Board of Studies for the Bachelor of Commerce also resolved by R5/12 to recommend to the Board of Coursework Studies that the following be approved: that the Human Resource Management major offered in the Bachelor of Commerce and the Work and Employment Relations major offered in the Bachelor of Arts be made compatible and that students be permitted to complete both majors.

Attachment B comprises the following:

• Memorandum from the Faculty of Business

• Extract from the minutes of a meeting of the Board of Studies for the Bachelor of Commerce held on 9th May 2012.

• Proposed new sequence of the Human Resource and Management major.

• Approved sequence of the Work and Employment Relations major

If agreed, the Chair suggests that the Board of Coursework Studies recommend to the Academic Council that the following be approved:

By R6/12, the Board of Studies for the Bachelor of Commerce resolved to recommend to the Board of Coursework Studies that the following unit be approved for offering as a Level 1 unattached elective and as a ‘Category B’ broadening unit in the Bachelor of Commerce from 2013:

2.3 FACULTY OF LAW: PROPOSED STRUCTURAL CHANGES TO THE BUSINESS LAW MAJOR FROM 2013 – Ref: F29728, F42391, F32255

At its meeting held on 9th May 2012, the Board of Studies for the Bachelor of Commerce considered the following changes, proposed by the Faculty of Law, to the Business Law major, with effect from semester 1, 2013:

1. That the proposed unit Taxation Law, which replaces the existing ACCT2331 Taxation, be offered as a Level 2 core within the Business Law major; and

2. That the prerequisite for Finance Law offered as a Level 3 core within the Business Law major be amended as a consequence of the proposed change as outlined in (1) above. The prerequisite change is as follows:

By R6/12, the Standing Working Party of the Board of Coursework Studies resolved to recommend to the Board of Coursework Studies that the recommendations and the relevant course rules, as set out in Attachment D, for the following postgraduate coursework courses be approved:

• Generic Master’s Course (By Coursework) – Master of Curriculum Studies – with specialisations In History, English And Geography – Ref: F38288, F38289, F42119

• Generic Course – Graduate Diploma of Curriculum Studies - with Specialisations In History, English And Geography – Ref: F38290

• Named Master’s Course (By Coursework) – Master of School Leadership – Ref: F38884

• Named Course – Graduate Diploma of School Leadership – Ref: F38885

3.2. FACULTY OF EDUCATION: MASTER OF TEACHING (BY COURSEWORK) – ALIGNMENT AND PROPOSAL FOR A NEW SPECIALISATION

3.2.1 ALIGNMENT OF THE MASTER OF TEACHING – Ref: F12460, F22931, F22930, F41349

Members will note that the existing Master of Teaching includes the following three programs with separate course codes:

• Master of Teaching (Early Childhood) (Course code: 31590) – F12460

• Master of Teaching (Primary) (Course code: 31540) – F22931

• Master of Teaching (Secondary) (Course code: 31550) – F22930

The Faculty of Education has aligned the above course with the structural and nomenclature requirements of a generic master’s course. The proposed alignment will result in the Master of Teaching having one course code (31520) and offering the following three specialisations: Early Childhood, Primary and Secondary.

In light of this alignment, it is proposed that a new unit EDUC4XXX Aboriginal Education be offered in the following specialisations of the Master of Teaching (by coursework): Secondary, Primary and Early Childhood.

By R7/12 the Standing Working Party of the Board of Coursework Studies resolved to recommend to the Board of Coursework Studies that the proposed alignment, as outlined above, be approved.

Members will note that detailed proposals will be made available on request from the Executive Officer.

If agreed, the Chair suggests that the Board of Coursework Studies recommend to the Academic Council that the:

• proposed alignment of Master of Teaching (by coursework) (31520) with the structural and nomenclature requirements of a generic master’s course be approved;

• proposed new unit EDUC4XXX Aboriginal Education be approved for offering in the following specialisations of the Master of Teaching (by coursework) (31520): Early Childhood, Primary and Secondary; and

• existing Master of Teaching (Early Childhood) (31590); Master of Teaching ((Primary) (31540); and Master of Teaching (Secondary) (31550) be rescinded from semester 2, 2012 subject to students currently undertaking the course leading to that award being able to complete their course and graduate in accordance with the relevant rules and policies.

3.2.2 PROPOSAL FOR A NEW SPECIALISATION IN MUSIC TO BE OFFERED FROM 2014 IN THE ALIGNED MASTER OF TEACHING (BY COURSEWORK) – Ref: F35118

Further to the alignment of the Master of Teaching (by coursework) (31520) (refer to item 3.2.1) with the requirements of a generic master’s course, the Faculty of Education has proposed the introduction of a new specialisation in Music commencing from 2014.

By R8/12, the Standing Working Party of the Board of Coursework Studies resolved to recommend to the Board of Coursework Studies that the recommendations and the relevant course rules, as set out in Attachment E, for the Master of Teaching (by coursework) (31520) with specialisation in Music be approved for offering from 2014.

Members will note that detailed proposals will be made available on request from the Executive Officer.

If agreed, the Chair suggests that the Board of Coursework Studies recommend to the Academic Council that the recommendations and course rules, as set out in Attachment E, for the Master of Teaching (by coursework) (31520) with specialisation in Music be approved for offering from 2014.

3.3. FACULTY OF ENGINEERING, COMPUTING AND MATHEMATICS: MASTER OF PROFESSIONAL ENGINEERING (BY COURSEWORK) (61550) PROPOSAL FOR OFFERING FROM 2013 – Ref: F35161, F42121, F42122, F42123, F42124, F42125, F42126

At its meeting of April 2012, the Standing Working Party resolved by RXX/12 to recommend to the Board of Coursework Studies that the recommendations and the relevant course rules, as set out in Attachment F, for the proposed Master of Professional Engineering (by coursework) be approved.

Members will note that detailed proposals will be made available on request from the Executive Officer.

If agreed, the Chair suggests that the Board of Coursework Studies recommend to the Academic Council that the recommendations and course rules, as set out in Attachment F, for the proposed Master of Professional Engineering (by coursework) be approved.
