Regular Meeting of the Scioto Township Trustees; Thursday January 7th @ 7:00 P.M. at the Scioto Township Service Center.Trustees Present; Chair Jahn, Wolfe Maynard.Jahn led the Pledge of Allegiance. Jahn moved to approve the minutes from the December 28th end of year meeting. Wolfe seconded the motion. Vote; All Yes. Motion Carries.OPEN SESSION; Sharon Pollack spoke to the Trustees concerning the drainage on her Coontz Rd. property. Jahn told her that he will have Zoesel check the situation Monday when he returns to work. That the only drainage that the township could concern itself with legally was the drainage in the township right-of-way. He told Pollack that she should contact the Pickaway Co. SWCD.Todd Hurley director of I.T services for Grove City spoke to the Trustees about the Township contracting with Grove City for their I.T. services. Hurley told the Trustees that the Firehouse currently has the fiberoptic cable necessary for the service, but the service center currently does not. Maynard asked about the fees of the service. The Trustees will reach out to Hurley next week for more specifics.Resolution 21-001; Jahn moved to go into executive session for conferences with an attorney, and invite Zoning Inspector Dennis Allen. Wolfe seconded the motion. Vote; Jahn-yes, Wolfe-yes, Maynard-yes. Motion Carries.Jahn moved to return to Regular Session at 8:04 P.M. Maynard seconded the motion. Vote; All Yes. Motion Carries.DEPARTMENT UPDATES; Fire- Chief Cline told the board that John Beard will be resigning from the department due to a disability from full-time employment from another dept. Cline told the board about a mutual aide fire run to 8567 Hagerty Rd., and a working extrication on Jan.1st at the intersection of Welch and Snyder Rds. Cline reported that a second warehouse will be starting soon. He has 1 employee off for Covid, but he will be returning to work tomorrow. The department has had 9 full-time and 4 part-time employees take the vaccine, with no side effects. Cline and Jahn attended a Jackson Twp./Pickaway Co. Trustee mtg. to discuss a fire contract with Jackson Twp. After discussion it was decided that Scioto Township will not submit a bid to Jackson Township at this time.2020 Final Statistics as submitted by Chief Cline- 1301 total runs, 269 Fire Incidents, 15 Working Fires, 11 Working Extrications, 1032 EMS Runs, 368 Runs to the Prison, and 250+ Covid Runs with no work-related exposures. Zoning- Zoning Inspector Allen reported no new zoning applications since the last meeting. He has also received a new complaint about the James Yoder property, after further discussion the trustees have no issue with Yoder at this point. Allen said that he is planning on sending out at least 4 new nuisance letters. He is working on a Township Wide Clean-Up Day, the tentative date is May 22nd, 2021.Roads- Maynard reported that Zoesel and Pack have been hauling salt. Jahn reported that the steering has been repaired on the 2004 International Dump Truck. He also said that the Pickaway Co. Engineers Office has been cutting back the sod on the berms of the roads, they asked if the township have any roads that need done, Jahn will check and tell them if any need done.The Trustees discussed the options for the new township excavator. The Trustees decided on purchasing the Caterpillar Excavator from Ohio CAT. Resolution 21-002; Jahn moved to purchase the Cat model 308 Mini Excavator for $108,645.51, with the 30 and 60 inch buckets, as well as the 42 inch bucket for the cemetery. Wolfe seconded the motion. Vote; Jahn-yes, Wolfe-yes, Maynard-yes. Motion Carries.Cemetery- Wolfe reported 1 funeral.Park- Closed until further notice, also Wolfe reported that he will not be applying for the park grant this year. Administrative Assistant- A.A. Martin reported that the old excavator has been sold on Govdeals for $14,000.00. She has been working on township inventory, and compiling information on phone systems. Martin has been working with Allen on zoning text amendments and subdivisions. The Trustees decided that Martin will be working from home until at least April 1st .NEW BUSINESS; Fiscal Officer Brill presented the Trustees a new Depository Agreement that raises the limit of insurance of township deposits from $1.5 to 2.5M. Resolution 21-003; Jahn moved to accept the depository agreement from Vinton Co. Bank. Wolfe seconded the motion. Vote; Jahn-yes, Wolfe-yes, Maynard-yes. Motion Carries.The Trustees will invite newly elected Pickaway Co. Sheriff Hafey to the Jan. 21st Regular Meeting to discuss I.T. concerns in the township.NEW BUSINESS; Resolution 21-004; Jahn moved to go into Executive Session to discuss Employee Compensation.
