OVERVIEW The Philadelphia Early Learning Instructional Excellence Initiative (PELEI) is operated by Public Health Management Corporation with funding from the William Penn Foundation. This initiative will provide early childhood education facilities located in Philadelphia with awards to support the purchasing and implementation of high-quality, evidence-based curriculum and assessments. Applicants are invited to apply for a grant amount up to $30,000 to be used for the purchasing and implementation of OCDEL approved curriculum. Awardees will be supported with curriculum implementation through Community of Practice meetings and individualized technical assistance. Participant Eligibility Before applying, please ensure your organization meets the following eligibility criteria:Keystone STAR 3 or 4 ECE providers operating in PhiladelphiaNon-profit or for-profit organizationCurrently serving low-income populations (defined as client population of at least 50% subsidy, Head Start, Pre-K Counts, or PHLpreK) or able to demonstrate a commitment to serving low-income families In good standing with DHS Certification and free of city, state and federal tax liensSTAR 2 providers that meet the following may apply: Current or Prospective PHLpreK, Head Start, or Pre-K Counts provider;Currently receiving Technical Assistance through a quality initiative such as the Early Learning Resource Center or EQUIP with documented goals to move to a STAR 3 in 12 months or lessHas at least 50% of enrolled children that receive a subsidy,Located in a high need area as defined by Childcare Map to have a shortage of high quality and services a high poverty populationFinal award amounts will be determined on individual program needs and size. Funding may be used to support purchasing of curriculum, or upgrading of current curriculum, from the PA OCDEL aligned list. Grant funds may also be used to support training and professional development on curriculum implementation and use of assessments, cost of staff time for training, and cost for additional curriculum supports such as coaches and consultants.
