PRIMARY DATA INTEGRATION

Georeferencing the existing data:

The reference measurements with the precise GPS were performed in Pancevo and Loznica, in Quater 1.

The verification of the results has been finished for these two towns. The offset of local and geographic data is about 300m. We are still optimizing the transformation parameters.

Due to the leak of basic data, reported under 5.2.3 Q1 2011, we tried to procure further Geodata to go on with referencing the data in the other PUCs.

GeoData: Why do we need them?

The main question in all PUCs always is: WHERE! Where is the pipe, the consumer, the hydrant, the valve, the water meter etc. A GIS is the state of the arte information tool to offer answers to this questions. But only to know the coordinates of an object is too less information, it is necessary to have also data of the surrounding to have an idea, if for example the hydrant is in the somewhere in the field, or just at the next crossroad. Everybody will find it with this additional data; none will find it just with coordinates in daily work!!!

Due to the problems we had to get better data in the last years, I decided to concentrate on the most actual and most useful dataset for further GIS usage: This are orthophotos!

Existing Situation

Data in the PUCs

The Geodata used in the PUCs are too old, too less precise and not geo- referenced!!!

With this tool we were able to check which data at which quality are available.

Solutions

• WMS ()

NSDI can provide the PUC online via the Internet with WMS technology.

This is a good solution for the future but according to the very poor network connections in the PUC I cannot recommend this solution

• GIS- Workstation with local data storage

According to the missing network infrastructure in the PUCs, this is the only way to implement a working GIS in the PUC actual circumstances. Therefore the geodata have to be stored on the local machine!

This is the reason why we have to get the data in a format that we can use it on desktop GIS.

But this leads to a further problem

Procurement of Geodata

• Attempt to buy orthophotos on official way

To have an idea about the price we ordered an official offer for the orthophotos in Vranje (Programme 2).

We got the answer on 17th.June.2011.

A) Ortofoto za rezoluciju 10cm oko ortophoto for resolution 10cm about 9.556.390,49 RSD

B) Ortofoto za rezoluciju 40cm oko ortophoto for resolution 40cm about 2.722.429,28 RSD

With this high price it was obvious that we have to get the data via another way.

• Attempt to get orthophotos via the Municipalities

Our local expert Mrs. Danijela Stojkovac found in the "law on planning and construction" that

"RGA data can be purchased free of charge by municipalities if used for preparation of planning documents."

We are checking this option now! Therefore our staff is actually making sitevisits to prepare the geodata procurement via the municipalities.

DATA MODEL

The data model for the water network is nearly setup only a view questions will be cleared until middle of September.

It was not possible to clear all questions during the seminar; therefore the process of decentralized discussion is still ongoing via a forum on the internet. The forum now online under the address

One problematic topic is the interface between the technical documentation GIS and the consumer data base. In this case both departments use the same terms for different objects relating the house connections. So the process of homogenize technical terms will also affect the billing department. A solution is still under preparation.

The existing data of the PUC are already sorted according to the data structure preconcerted on the seminar. This works took 3 days per PUC.

WORKFLOW DEFINITION

The GPS cameras for the GPS supported collection of data have been procured.

With this devices the training for modern Photo-documentation can start in the PUCs

PRIMARY DATA INTEGRATION

The process of integrating the existing data into a predefined structure is still going on.

The procurement of orthophotos is going on and Mrs. Danijela Stojkovac will contact each municipality too support the procurement.

DATA MODEL

The final version of the water data base structure will be published according to the results of discussion in the forum.

PROCUREMENT OF HARD- AND SOFTWARE

Due to the fact that the offer of hardware and software is changing very rapidly, the procurement for these components will be suspended till the preparations are in a final state (foreseen in May 2011).

A server in the Setec office in Belgrade will be necessary to save and provide all geodata for the PUCs.

WORKFLOW DEFINITION

With the handover of the GPS cameras also the training for the Photo-documentation will start. So the staff in the PUCs will get used to this basic method. Further details of the final workflow will be defined also together with NRW and M&O.
