Director/Information TechnologyGeneral Statement of DutiesPerforms difficult professional and technical work in the management and operations of the County’s technology and computer systems. Responsible for managing the County’s information technology systems for network and personal computers, and including hardware, software and peripherals. Work involves planning, organizing, user support, and overall operation for the systems. The employee also recommends systems for purchase, performs and/or coordinates installations, performs repairs, and software and user support. Work is performed under minimal supervision and is evaluated through conferences, records and reports for user satisfaction and successful implementation of automated environments and programs.Duties and ResponsibilitiesEssential Duties and TasksProvides advice and consultation to managers, supervisors and employees on all aspects of the County’s management information systems.Manages microcomputer network systems, including analyzing needs, recommending upgrades, assigning peripherals and providing set-up; makes programming changes to software to update and modify programs for more efficient and effective use.Plans and developed strategic long range goals for County information technology needs; researches and recommends hardware and software needs for diverse County departments and operations; provides vendors, specifications, analysis of proposals, installation and conversion coordination and support.Performs or coordinates personal computer and network installations; serves as network administrator; provides procedures, security and performs back-ups.Performs troubleshooting, upgrades and repairs of systems; coordinates major repairs and system upgrades.Trains personnel in use and operation of systems; provides user support for hardware, software and peripherals.Oversees and manages all telephone systems for the County, including researching and recommending system upgrades or improvements; troubleshoots problems if and when they occur.Oversees and administers all security systems for the various County facilities, including evaluating video footage and making recommendations regarding security improvements across the County.Provides assistance with installation, use and maintenance of the GIS system.Provides administrative support in the access, maintenance and access to the County’s AS/400 system, including troubleshooting problems if and when they occur.Performs other duties as assigned.Recruitment and Selection GuidelinesKnowledge, Skills and AbilitiesConsiderable knowledge of current information technology hardware, software, peripherals, troubleshooting problems in a variety of applications in use on personal computers and network systems. Considerable knowledge of integration of computer technology into the public sector environment for a variety of applications and purposes including internal email and internet website maintenance and access.Considerable knowledge of systems analysis and computer operational policies, procedures and practices.Must be a process thinker with the ability to merge systems and operations seamlessly.Working knowledge of the County’s budgeting and purchasing procedures; ability to train and coordinate the user departments and personnel.Ability to analyze, diagnose and solve computer hardware and software problems; ability to install and maintain hardware and software programs.Ability to develop and maintain effective working relationships with users of the system in the County.Ability to keep knowledge base current and actively seek new information and technology, and to build consensus and support, providing leadership in organizational technological change.Ability to communicate effectively, in both verbal and written forms.In depth understanding of current trends surrounding security of County technology, geared towards protecting the integrity of the systems.Desirable Education and ExperienceGraduation from a two-year college with a major in computer technology, data processing or related field, plus considerable experience as a computer systems analyst, programmer or systems administrator, including considerable network experience; or equivalent combination of education and relative experience. Professional certifications relative to information technology are strongly preferred. Physical Activities and RequirementsThe physical requirements for this position include visual acuity to perform extensive reading, operate a computer terminal, perform mechanical tasks in the computer environment, and perform visual inspections of computer parts and automated data.The physical activities for this position are: Stooping, kneeling, crouching, reaching, lifting, standing, walking, grasping, talking, writing, hearing. Must be able to perform medium work exerting up to 20 pounds of force frequently, and/or a negligible amount of force constantly to move objects. ................
