CNFA is looking to recruit a consultant to fill the role as Team Leader to lead implementation of the Value Chain Analysis activities (part 1 of the methodology) described in the methodology below. Interested candidates should provide/share the following;

The role will require travel to Zimbabwe as well as remote work for final report compilation and writing. The assignment is expected to start June 15, 2019. The role is estimated to be 20 days of Level of Effort.

Minimum Qualifications

Bachelor’s degree required and Master’s degree preferred, in relevant field

A minimum of 5 years relevant experience in delivering similar assignments

Senior expert with deep knowledge of and experience on value chain analyses from an economic, social issues, and environmental point of view.

Specific experience on agricultural value chains, especially poultry, in developing countries will be an asset.

Knowledge of and experience in Zimbabwe agricultural development context preferred

Relevant knowledge of the national institutions (technical, economic and political ones) and of stakeholders involved in the poultry value chain is preferred.

Demonstrate an excellent understanding of value chain methodology

Strong analytical skills

Experience compiling results and findings in a final report

Good interpersonal and communication skills with good command of English language

Experience managing junior and senior value chain analysis team members preferred

Value Chain Analysis, Poultry Value Chain Improvement Plan, and Performance Management Plan

Title of the action: Inclusive Poultry Value Chain (IPVC) Development Project

1. INTRODUCTION

The Inclusive Poultry Value Chain project was recently awarded by the EU to a consortium of implementing partners including COSPE, LMAC, CNFA, SAT, and WHH and started on February 1, 2019.

The long-term objective of the intervention is to promote an “efficient poultry value chain that contributes to inclusive green economic growth in Zimbabwe”. This will be achieved through improved performance on three levels: Improved economic, social, and environmental performance, underpinned by an improved enabling environment.

The action will use an initial value chain analysis to facilitate multi-stakeholder industry processes to define a poultry value chain improvement plan and performance management plan. This document presents the scope of work and the methodology to develop a poultry value chain analysis, poultry value chain improvement plan, and performance improvement plan.

2. Methodology

The primary entry point for the Inclusive Poultry Value Chain project is a value chain analysis, poultry value chain improvement plan, and performance management plan. These activities/deliverables will be carried out by CNFA and LMAC, with specific contributions as follows.

CNFA and/or LMAC will contract and/or provide a team of expert consultants from local institutions and international experts to carry out the value chain analysis, poultry value chain improvement plan, and performance management plan. Based on the value chain analysis, and through engagement with local poultry value chain stakeholders, the poultry value chain improvement plan and performance management plan will define an industry code of conduct as well as minimum standards and adherence monitoring framework for Decent Rural Employment and Quality Management Systems. The poultry value chain improvement plan and performance management plan will clearly lay out a measurement framework for the social, environmental, and economic performance of the poultry value chain.

The stakeholders engaged will include representatives of public institutions (in particular XX and XX), non-governmental organizations (in particular the Zimbabwe Poultry Association, the Zimbabwe Youth Council, the Zimbabwe Women in Trade and Development, the XX, and XX) as well as self-selected positive leaders among poultry MSMEs, agro-industries and financial service providers.

The following is a detailed description of the two-step process for the IPVC value chain analysis and poultry value chain improvement plan/performance management plan. There will be a value chain analysis led by CNFA, followed by a multi-stakeholder engagement process led by LMAC, which will comprise of and contribute to the development and finalization of a poultry value chain improvement plan/performance management plan.

1. Value chain analysis:

The methodology for the value chain analysis provide quantitative data and evidence-based indicators to inform decision-makers. The team of experts will conduct a detailed assessment of the value chain and its economic, social and environmental impact.

The value chain analysis will start with a “functional analysis” meant to respond to four key framing questions:

(1) What is the contribution of the VC to sustainable economic growth?

(2) Is this economic growth inclusive?

(3) Is the VC socially sustainable?

(4) Is the VC environmentally sustainable?

The analysis will share evidence-based analytical content rather than a definite performance appraisal, so as to inform decision-makers and allow them to make their own judgement. This analysis will give an overall understanding of how the VC is organized (actors, governance...) and how it operates. It will encompass three main areas:

a. Overall description and mapping of the value chain (actors, geographic distribution of activities, flows, etc.);

b. Main features of technical diagnosis (production entities, and service providers, benchmarking, key physical and technological constraints and risks)

c. Understanding the governance: (e.g. concentration of activities in oligopolies or oligopsonies, general organization and forms of coordination, information flows, power relations, participation of stakeholders in the value chain etc.).

The analysis will assess value chain performance in terms of social and environmental factors in order to better understand the core drivers of performances and the root causes of under-performance as a baseline reference for further intervention.

The value chain analysis should take into consideration the mapping report of SMP poultry value chain actors. A questionnaire will be developed by another IPVC consortium partner and shared with the value chain analysis team; this should be used by the value chain analysis team to inform the value chain analysis.

2. Poultry Value Chain Improvement Plan and Performance Management Plan.

LMAC will facilitate the process of engaging stakeholders ie. poultry value chain actors through a series of workshops to translate the value chain analysis findings into actionable value chain improvement activities and a framework for concrete monitoring and measurement of activity impact.

The poultry value chain improvement plan will have three pillars:

1) Decent rural employment (DRE) standards: The LMAC, with support from COSPE, will implement a participatory multi-stakeholder process to define DRE standards for the industry. This process will harness the guidance established by FAO for DRE in the context of agriculture and livestock value chains.The improvement plan should also consider International Labor Organization standards to improve social performance and measure impact. This will ultimately be an industry-focused process that identifies realistic and appropriate minimum standards that can be endorsed by the industry. COSPE and the LMAC will support ZPA to develop simple information tools for minimum standards, including guidance for VC actors on how to implement processes for adopting these standards, including integration of DRE standards into out-grower technical assistance curricula/documentation for project private sector partners and ZPA poultry hubs.

2) Quality Management System: here as well, the LMAC, with support from COSPE, will implement a participatory multi-stakeholder process to define Quality Management Systems (QMS) standards for the industry. As with the DRE standards above, this will be an industry-led process to assess minimum quality management requirements at each stage of the VC, from breeding farms to food retailers. This process will focus on the shared benefit for the industry of assuring high quality products for the end-consumer in the VC, with a specific focus on hygiene and sanitation standards for assured food safety and animal welfare at all stages. The QMS will develop standards for the following:

a. Biosecurity: Minimum standards and processes for biosecurity at all stages of the VC will be mapped and integrated into the QMS. As part of this process the sub-sector industry disease surveillance system will be integrated into the ZPA Poultry Information Management System to facilitate real-time reporting and immediate remedial action linked to the Department of Veterinary Services.

b. Natural Resource Management: Informed by the value chain analysis process, environmental impact and sustainable natural resource management will be assessed for each stage of the VC and recommendations for improved NRM and reduced environmental impact will be integrated into the QMS standards.

3) Green technologies: CNFA will lead research/scoping study to identify high-potential innovations, such as biogas waste-to-energy solutions and solar powered climate control systems for poultry houses. Business models will be developed for each green technology pilot site that demonstrates high potential for viable return on investment linked to financial institutions supporting the poultry sector.

The methodology is based on the IPVC full application and log-frame, which will be shared with successful candidates for this set of activities

4. ILLUSTRATIVE Team of Experts

To undertake this research, CNFA and LMAC proposes the following illustrative team structure (subject to change at the discretion of the Team Leader, with approval from COSPE/CNFA and input from LMAC) to carry out the value chain analysis and poultry value chain improvement plan/performance management plan.

The Team Leader will provide overall direction and technical or analytical guidance and will be the primary point of contact for COSPE and CNFA/LMAC. They will be responsible for compiling results and findings in a final report.

The Consultant will assist the team leader day-to-day by carrying out market research, data analysis, stakeholder interviews, in-country field research, under the supervision of the project director. 


The Senior Advisors will provide technical input and guidance based on knowledge gained through relevant experience, in addition to linkages to key private sector players in the Zimbabwe marketplace.

*The aforementioned positions will include a combination of expertise in agro-economics, Zimbabwean social dynamics, environmental impact, and will all be sufficiently familiar with the local country context.*
