PUBLIC HEALTH EDUCATION & OUTREACH OFFICERDefinitionUnder direction from the District Manager, develops, executes, and manages all aspects of the District’s public health education and outreach program. Works closely with the Laboratory Director, Finance Director, and Assistant Manager to assist the District Manager with planning, directing, and evaluating the District’s overall outreach needs. Additionally, provides direct support to District Laboratory in certain capacities.DutiesThe following are examples of duties that may be performed. Omitting specific duties does not exclude them from the position if the work is similar, related, or a logical assignment.Data analysis and presentationConduct and analyze baseline community needs assessment to determine vector control knowledge, beliefs, and practices.Supervise the writing and design of the District’s annual report; coordinate printing anddistribution.Coordinate the preparation and delivery of the Resident Survey, and analyze results as needed.Develop and integrate visualizations of vector control data to enhance the clear communication of scientific and technical information to the public.Conduct process, output, and outcome evaluations. Summarize and distribute results to highlight program reach, effectiveness, and impact.Outreach activities/eventsDevelop, deliver, manage, and evaluate community vector management education and outreach programs to meet diverse community needs identified through baseline needs assessment. Activities may include, but are not limited to, social media management, presentation design and delivery, educational material design and delivery, print and web advertising, educational event planning, citizen science projects, etc.Develop and maintain presentations for use at District functions.Plan and coordinate the District’s annual open house event.Prepare clear and concise written correspondence, reports, and recommendations about education and outreach activities for general distribution.Develop, manage, and write relevant publications and reports. Work in partnership with laboratory staff to produce accurate and relevant messaging.Plan and coordinate District outreach events and District participation in external events.Social media and websiteCoordinate the maintenance of the District’s website. Write content to consistentlyupdate the website.Coordinate the writing and distribution of the District’s monthly email newsletter andother email blasts.Manage the District’s social media presence and ensure the District’s social media policy is followed.External relationsBuild relationships with local media outlets. Serve as District lead for all media-facing activities, including television, radio, and print. Prepares District staff for media appearances. Prepare news releases, feature articles, public service announcements, reports, and newsletters to disseminate information about vector control and District services. Answer questions from the media and public about District services and activities.Establish and maintain a working relationship with governmental agencies, city staff, and other community stakeholders to promote and represent the District’s interests.Attend training sessions and relevant meetings; keep informed of District and state-wide policies and procedures; read professional literature on vector control, education, and outreach, and keep informed of latest developments in vector control.District staff training and collaborationIn coordination with the District Manager, prepare annual budget for the outreach program; procure supplies and services within limits of the budget.Recruit, orient, train, and supervise volunteers and interns supporting the public health education and outreach programs.3. Work with District operations, laboratory, and administrative staff to coordinate messaging around vector control and collaboration on outreach efforts.4. Develop, implement, and evaluate strategic communication and crisis communication plans.5. Support the usage of District branding standards, including logos, graphics, colors, and templates.Cultivate and maintain strong relationships with other District departments through working alongside scientific and operational staff on projects or on as-needed basis.Other duties as assigned.District laboratorySeasonally assist with selected ongoing disease surveillance programs, such as rodent surveys or tick assessments in schools, parks, and other public recreation areas.Assist laboratory staff with interpretation and presentation of scientific data to optimize effective communication to the board, other agencies, and the public.Perform insect identifications and answer scientific questions for the public when laboratory staff are at conferences, in the field, or are otherwise unavailable.In consultation with Laboratory Director, participate in design and execution of in-house research projects as appropriate. Assist with preparation of manuscripts and giving presentations at regional meetings or conferences.Minimum QualificationsKnowledge of principles and techniques of individual and community-level communication, education, and outreach.Understanding of public health, vector control, public health education, and health communication.Strong project management and program development experience to plan, administer, and evaluate vector control education and outreach.Excellent written and oral communication skills.Ability to communicate effectively with a wide variety of audiences and to tailor messages to those audiences.Experience with presentation development and public speaking.Experience working with the media, preparing newspaper articles, pitching storylines.Knowledge of social media.Collaborative working style, with experience developing community, corporate, and governmental partnerships.Proficient with computer programs in the areas of word processing, graphic design, spreadsheets, and data analytics.Ability to understand and interpret scientific data.Strong research skills, including experience with database searches such as MEDLINE, PubMed, Google Scholar, and other applicable research databases.Strongly preferred qualificationsExperience with email marketing services.Knowledge of photography, graphic design, layout, basic printing, and composition. Understanding of vector-borne diseases and their effect on public health and the environment. Experience with program monitoring and evaluation.Education and ExperienceMinimum of a Bachelor’s degree in public health, public relations, marketing, journalism, health communication, education or related field from an accredited college or university and at least two years of relevant experience. Preference for experience with community outreach, educational program development, and relationship building and management. Bilingual a plus. A strong background in public health, education, communication, and/or graphic arts is highly desirable.Special Notes, Licenses, or RequirementsValid California Driver’s License and satisfactory driving record insurable under the guidelines ofthe Vector Control Joint Powers Agency.Individuals appointed to the position must obtain certificates of competency issued by the State of California Department of Health Services entitled “Certificate Technician – Mosquito Control”, “Terrestrial Invertebrate Vector Control”, “Vertebrate Vector Control” (Licenses A, B, C, D) as a condition of continued employment within one year of their original date of hire.Certification must be maintained throughout employment.Basic work hours8:00 AM to 4:30 PM, Monday through Friday.
