The country consists of 29 atolls and five isolated islands (24 of which are inhabited) and has a total land mass of just 181 km? set in an area of over 1.9 million km2 in the Pacific Ocean. The population of the RMI was estimated at 53,0661 in 2016. The foundations of human capital formation are at risk in the RMI due to poor health and nutrition during pregnancy and early life, lack of early stimulation and learning, and exposure to poverty and severe stress during the early years of life. Maternal mortality rate (MMR) and infant mortality rates (IMR) are much higher than for other Pacific Island comparator countries and relative to the RMI’s income level. Child stunting, or low height-for-age and an indicator of chronic malnutrition, affects over one-third (35 percent) of children under age 5. Of most recently born children age 0-59 months, 12 percent were estimated to have low birth weight (<2,500 g) at birth. The Government with support from the World Bank, will undertake a new initiative to eradicate stunting, scale up health, nutrition, social and emotional stimulation and early learning for the 0-5y in the RMI to brighten the future of the new generation and enhance potential of the RMI. The Multisectoral Early Childhood Development Program will encompass activities aimed at specific improvements in RMI’s multisectoral services to pregnant women, your children, health, education and wellbeing. The program development objective is to improve coverage of multisectoral early childhood development services. The program seeks to promote universal coverage of multisectoral ECD services by: (i) supporting the government to expand public sector delivery of essential ECD services; (ii) providing targeted support to increase coverage and intervention intensity of these services for vulnerable early years families; and (iii) strengthening the public sector systems necessary to institutionalize and sustain a multisectoral ECD program.The ECD Program will be implemented primarily in Majuro and Ebeye while some OIs activities will be endeavored too. This position will undertake a significant role with the responsibility of all ECD Program planning, implementation and monitoring in Ebeye.ECD Coordinator, EbeyeOVERALL PURPOSE:The ECD Coordinator based in Ebeye will undertake a leading role in the ECD Program on the atoll and will be based in Ebeye to plan, coordinate and report on project activities in close collaborating with the multisector project team. The ECD Coordinator based in Ebeye will provide an oversight of the ECD Program and work intelligently across the involved sectors to speed up progress and resolve any impediment.Working on day to day basis with the ECD Program Manager, National and International consultants to plan, coordinate and ensure implementation of all ECD Program activities in Ebeye in an integrated and well-coordinated approach. Focus on the key role in improving Maternal, Newborn and Early Childhood Health, Nutrition and early stimulation and learning (RMNCH&N) with emphasis on early years cognitive, stimulation and social development. Liaise closely with the ECD Program Team in Majuro on the planning, resource mobilization, implementation and monitoring/reporting across all sectors involved.PROGRAM COORDINATIONWork closely with the ECD Program Manager, Program Technical Leads, Government in Ebeye and key stakeholders to enhance their interest and engagement on issues around early childhood health, nutrition, early stimulation and learning through an integrated and multisectoral approach; Undertake a leading role in all ECD Program activities in Ebeye through proactive engagement and collaboration with local government, the ECD working groups and key stakeholders on the Island;Facilitate and support information sharing on all ECD activities, organize technical or programmatic workshops and media SBCC activities in Ebeye to ensure effective program performance and in full coordination of program work on the Island;Facilitate exchange of ideas through open consultation within the programSUPPORT FIELD IMPLEMENTATIONProvide technical and programmatic support, guidance and supervision of all workplan in Ebeye;Work on day to day basis with MoHHS, PSS and MoCIA technical staff in Ebeye and ensure full coordination, commitment and adherence to plans, standards and timeframe;Contribute to the development of the overall program discussion, plans, budgeting and implementation in Ebeye through a process of consultation both within the Island, local partner agencies and communities as well as ECD Program Manager and National Adviser;Assume responsibility for the effective use of ECD Program resources in Ebeye.MONITORING AND REPORTINGEstablish, streamline and provide timely and quality reports as per the Program Operation Manual (POM);Build capacity of all ECD Program related staff in Ebeye on data collection, analysis and reporting to PM and National Adviser in Majuro;Undertake field visits to monitor implementation, identify and resolve field based problems;Compile and analyze monthly reports and share timely with Program Manager and National Adviser;CAPACITY BUILDINGSupport to capacity development of program related staff on Ebeye;Participate in programmatic reviews and facilitate problem solving and document lessons learned.SUPPLY CHAINLiaise with the Logistic and Supply Chain staff?in Majuro and Ebeye to ensure receipt of supplies by the right department for the right purpose and at the right time.Selection CriteriaEssentialIdeally a university degree or at least 4 years of relevant experience;Strong reporting and presentational skills (oral and written);Excellent communication skills, negotiation and problem solving capacity;A high level of diplomatic skills and superior interpersonal skills;Ability to manage a team of professional and support staff across the country.DesirableExcellent command of Marshallese and English languages both written and oral are necessary;Ability to effectively represent the program in various fora.S/he must also be familiar with software such as Microsoft Word and Excel. ................
