Our school is named in honor of Mr. Roque Guerra, Jr. who worked with many educators throughout our community. The faculty and staff have great respect and admiration for such an outstanding leader and fellow educator. Mr. Roque Guerra, Jr. was born December 11, 1912, in Roma, Texas. At the age of 4, he moved with his parents to Hidalgo, Texas. He attended school in Hidalgo until his high school graduation in 1928. After graduation, he attended Edinburg Junior College and graduated in 1932 from Pan American University with a B.A. Degree in PublicSchool Music and Instrumental Music-High School. He then moved to Rio Grande City in 1932, where he accepted his first teaching position. He was hired as a music teacher for Rio Grande City High School. It was there that he started the first music program. In 1932, he organized a high school orchestra which lasted four years. In 1936, when the first football team was formed, Mr. Guerra began the first high school band program. He led the high school band through numerous honors andaccomplishments until his retirement in 1973. One of his greatest challenges was during World War II when there was a shortage of teachers. At that time, he worked as Band Director, Glee Club Director and Coach for the basketball and soccer teams. Nonetheless, he was able to bring exemplary accomplishments to the band and sports teams. He was selected “Texas Band Master of the Year” in 1967. He was the first Hispanic to receive this award. He was honored at a State Band Directors Convention in San Antonio, Texas. In 1951, Rio Grande City High School was moved to Fort Ringgold. Mr. Guerra moved his band to the present day Ringgold Middle School band hall. The former high school became West Grammar Elementary. After his retirement, he taught Public School Music for five more years at all the district’s elementary schools. In 1973, Mr. Guerra was elected County Commissioner, and, therefore, retired from teaching. He served as Commissioner for Precinct 1 from 1973 to 1977. In 1977, he was appointed Starr County Superintendent. He served as superintendent from 1977 to 1979. The school was originally built in 1930; unfortunately,it was destroyed by fire on March 3, 1992. The school was rebuilt and completed in 1993.Rio Grande City is located approximately forty miles west of McAllen, Texas along the Rio Grande River. There is an abundance of history in this community and in the surrounding areas. Many inhabitants are descendants of the original Spanish colonizer Don Jose de Escandon who settled in this area in 1748.The government chose Rio Grande City to establish Fort Ringgold, a military port in 1848. The fort was occupied until 1944. The school district bought the fort in 1949 for $250,000.00; and now, the fort’s remodeled buildings are being used as schools and administrative offices. The community sustains itself through farming, ranching, oil field employment and local businesses. Seasonal fruits and vegetables such as peaches, watermelons, green peppers, cucumbers, and onions are abundant crops that are sold throughout the United States.The closest university in the area is University of Texas-Pan American (UTPA) which is fifty-two miles east of this city andhas recently changed its name to The University of Texas Rio Grande Valley. Many local professionals have obtained their degrees from UTPA or UTRGV, although others have attended and graduated from Texas A & M Kingsville, and other universities. Our local South Texas College campus provides members of our community the opportunity to further their post-secondary education. Executive SummaryOverview of the School Program The Roque Guerra, Jr. Elementary Title I Improvement Plan is based on our motto “Believe, Achieve, Succeed”. We are an educational organization that exemplifies achievement, credibility, and commitment in preparing all students tomeet the academic, creative, and social challenges and responsibilities of our society. Developed through the efforts of campus teachers, instructional aides, support personnel, administrators, parents, and students, we all believe that our students will achieve and succeed. We will implement a rigorous, integrated, technological, and comprehensive curriculum from Pre-Kinder through 5th grade and will provide facilities that are conducive to ensure a safe and orderly environment. The administration and members of the site based decision-making committee were instrumental in conducting a thorough needs assessment that involved all stakeholders in the development of the Campus Improvement Plan. The dataused was as follows; criterion and norm-referenced tests, C-PM, ISIP, ISIP espanol, IPT, STAAR, and TELPAS data, district and campus reports, surveys, and formative and summative evaluations. The committee used the information to develop goals, objectives, and activities for the improvement of our campus. We believe that the goals, objectives, initiatives, and activities proposed in this plan will be the best actions necessary for our students to demonstrate significant gains in academic achievement on the C-PM, IPT, STAAR, ISIP, ISIP espanol, and TELPAS tests for the 2019-2020 school year. Roque Guerra, Jr. Elementary will annually form an Advisory Committee to review the Family Engagement Policy and to revise it as necessary. Special attention will be given to recruiting parent volunteers of children served in the Title I-A programs, with a goal of having at least two parents on the committee. The Family Engagement Policy will also be distributed to parents. Parents will be given the opportunity to offer their suggestions for any revisions to the policy. This committee will collect information in a variety of ways, including campus visits and class observations. Parents will also be asked for their input on the content and effectiveness of the Title I-A Family Engagement programs through an annual evaluation of the program.
