Annex B- Terms of Reference Delivery of Media ServicesBackgroundThe Somalia Stabilization Initiative (SSI/Dalbile) contributes to stabilization efforts by countering the influence and presence of extremist organizations, reducing their ability to take root and recruit, and creating opportunities for government and local communities to reestablish control over their country. Dalbile, translated as “Nation Rising”, is the local Somali name for the program. As of June 2019, the program has implemented more than 200 activities across Jubaland (JSS) and South West State (SWS), as well as in Mogadishu.The SSI/Dalbile program focuses on three objectives:To extend the presence of effective state authority in newly recovered areas;To strengthen reconciliation initiatives;To productively engage at-risk youth.SSI/Dalbile will regularly air radio and TV spots, messages, announcements and talk shows on various local, regional and national stations, as well as social media. The programming will be tied to specific activities and complementary strategic communication and media plans. SSI/Dalbile seeks to engage a media production company, in a Long Term Agreement (LTA), to facilitate the recording and broadcasting of radio and TV spots, messages, announcements, talk shows, programs, social media and other activities to amplify activities in JSS, SWS and Mogadishu. The media production company will be required to make timely recordings and airings, as well as monitoring and reporting of TV spots, messages, announcements and talk shows in the Somali language to target audiences. Furthermore, SSI/Dalbile will also require services through the use of billboards and in-person community engagement.PurposeThe main purpose of this Long Term Agreement (LTA) is to carry out the on-going media service needs of the SSI program for a duration of four months. However, it is anticipated that SSI will issue multiple contracts to different suppliers and service providers, and thus SSI reserves the right to make multiple arrangements for any service(s) where, in the opinion of SSI, project requirements cannot be met or it is deemed to be in the best interest of SSI. Monitoring and feedback loop should be thorough but not limited to focus group discussions with listeners to ascertain listenership, reports on call-ins per program with frequently asked questions, social media reports, SMS surveys, etc.;Weekly reports on activities implemented;Tracking of media trends to help ascertain the best station to partner with and which TV station(s) the target audience listens to.Production of activity (TV talk shows, short documentary, spots, etc.) whenever necessary, using service provider’s own staff and resources on behalf of the media stations. Such cases will be applicable when TV station(s) have issues related to accessibility, availability of staff, and or quality;All other daily, office costs associated with the activity.What prices shall NOT include:SSI seeks to engage a company with operational presence on all or most of South West State, Jubaland and Mogadishu. However in cases where the awarded company or TV station’s staff are required to travel, the costs shall be reimbursed based on a prior approval from SSI and based on a comprehensive plan submitted ahead.
