Total Assets were $3,495,093 which is up $233,933 compared to 2015 mainly due to having more Cash & Investments. On the Liability side, accounts payable were up $37,209 compared to last year; accrued vacation expenses were up $3,709; and the long-term mortgage liability was down $33,040 (which is the amount of principal to be paid on the mortgage in 2016). Overall, Total Liabilities were $1,390,856, up $177,881 compared to 2015.For the month ending October 31, 2016, GMAR had Net Income of $240,961, up $58,544 from last year. Overall, Total Net Assets were $2,104,237; $56,053 higher than the same point in 2015.Statement of Activities – Membership: Through October 31, 2016, $876,680 was collected in dues. Last year through the end of October, we had collected $846,460 in dues, $38,085 ahead of last year at the same time. New member budget for 2016: 464 REALTORS?, 50 DRs and 20 Affiliates. Through October, actual new members: 544 REALTORS?, 39 DRs and 15 Affiliates.Promotions: Home and Garden Show income was $888,263 and expenses of $606,052 for a net income of $282,211. The budgeted net income for the Home and Garden Show was $279,775. Expenses related to Public Policy and Professional Standards were basically all personnel costs, incurring expenditures primarily in Labor and Overhead. Products (Wisconsin Real Estate Supply): Product sales were $5,642 lower than the sales at this time in 2015. Total product sales through October 31st were $59,271. Total budgeted product sales for 2016 is $76,400.The Leadership section includes expenditures for meetings, committees, officer expenses, strategic planning, NAR Home Buyer and Seller survey and NAR meetings. The main expenses recorded through July were memberships and travel expenses for the president, officer expenses and stipends, and Milwaukee Bucks season tickets.The Administrative section includes investment and rental income and expenses for professional fees, salaries, fringe benefits, building, insurance, occupancy, property taxes, general office expenses and depreciation.The bottom line shows Excess Receipts Over Expenditures of $240,961. Last year our net revenue was $182,417 for the same time period.M/S/C to approve the unaudited Statement of Financial Position (Balance Sheet) and Statement of Activities as of October 31, 2016, and recommend placing on file for audit.Mr. Ruzicka presented the 2016 GMAR Budget.Mr. Ruzicka stated the discussion by stating that the 2017 budget was virtually the same as the 2016 document, because the coming year appears to be very similar with respect to the GMAR’s 2 main sources of revenue; member dues and the Home & Garden Show (which account for 80% of GMAR revenue).Membership – With the dues increase, the GMAR is budgeting an extra $31,648 in dues revenue. $3,000 was added to the public relations line item to increase media exposure for the Association.Promotions – Sandi Anderson had requested creating a reserve account to absorb large one-time expenses the HGS makes on occasion. The budgeted calls for a $10, 000 expenditure in a HGS reserve account. The budget shows $3,000 less for the WRA Education Partnership, due to an increase in online continuing education, which the GMAR does not share.Public Policy – $2,000 was added for Marne Stück to attend NAR’s GAD InstituteProducts (WRES) – Mr. Ruzicka provided the Directors with a 10-year history of the REALTOR? Store, showing the steady decline of net revenue. He also stated that the likelihood of the store returning to a more profitable time if very unlikely due to most members purchasing real estate products online. For the 2017 budget he decreased sales by $7,000, but said he would evaluate whether to liquidate the store altogether in the 1st or 2nd quarter of 2017.Leadership – Travel costs were increased by $2,000.Administration – The GMAR has contracted with a new internet provider, which costs approximately 30% more. The $6,400 increase for internet provider reflects that new provider.The bottom line shows an ending balance of $0 for FY 2017, however, as was the case in 2016 both dues and HGS revenue exceeded the original estimation; which Mr. Ruzicka said looks like it will happen again in 2017.M/S/C to approve of the 2017 GMAR Budget.President’s ReportMike Ruzicka reported the following in addition to his written memorandum to the Board of Directors: 2016/2017 Strategic Planning – Mr. Ruzicka reported that he and the GMAR staff spent an afternoon evaluating the GMAR’s strategic plan, and, “put some meat on the bones.” Discussing incremental changes they plan to make in the upcoming year.He added that he and GAD, Marne Stück, were developing a Milwaukee Real Estate legislative strategy, with its focal point being to increase homeownership. He said the GMAR will meet with elected officials and city and county staff to evaluate existing programs that the Association would like to see expanded, or eliminated.Electronic Lock Boxes – The Directors discussed a recent television news report focusing on the fact that the Milwaukee market does not have electronic lock boxes. The BOD determined that without a large contingent of members in favor of bringing the lock boxes into the market, it was not beneficial to bring the boxes into the market at this time. However, Mr. Ruzicka said the GMAR would continue to survey members to gauge their interest.Mr. Ruzicka reported the results of the 2016 BOD election that was held October 16 – 22, 2016. Of the candidates on the ballot, the 4 winners were:Kel SvobodaTom SykoraRoger RushmanCourtney StefaniakM/S/C to certify the results of the 2016 GMAR Board of Directors election.NAR Directors Meeting – There were 2 measures at the recently concluded NAR Board of Directors meeting, held in conjunction with the NAR Convention in Orlando, FL, that the GMAR was concerned about.The first would have reduce local associations’ representation on the NAR BOD, and the second would have required adjoining associations consent to conduct any activity that crossed into that association’s territory (i.e. spending NAR funds in support of a political candidate).The GMAR opposed both measures and they were defeated by the NAR Directors and Delegate Body.DepartmentsGovernment AffairsMarne Stuck reported:Mrs. Stuck presented a summary, prepared by Joe Murray, Director of Political and Governmental Affairs at WRA, of the 2016 election showing results from the Nov. 8 election. The HGS has been doing extremely well, perhaps too well, because many of our previous exhibitors have signed up to take advantage of our “early bird” discount, which has impacted our bottom line. I will have an update on membership renewals at the Directors meeting and its impact on the 2017 budget.Bylaws Change - Automatic Honorary Member of GMAR for WRA Chairman Several issues were brought before NAR’s Delegate Body at the national meetings in Orlando earlier this month. Often times, various attendees cannot attend the Delegate Meeting, which is the very last meeting and can drag on into the afternoon, jeopardizing travel arrangements.While NAR rules allow local associations to authorize their state association President (in our case Chairman) to vote on their behalf, the state President has to be a member in good standing of that association. The GMAR had asked WRA Chairman Erik Sjowall to vote on our behalf in Orlando, however he was unable to do so because he was not a member of our association. To insure our association has the option to authorize the WRA Chairman to vote on your behalf at future NAR Delegate Body meetings, we should amend the GMAR’s bylaws to allow for this option. Following is language from NAR General Counsel Katie Johnson that will accomplish this: Optional provision added to Article IV, Section 1(a)(6) Chief Elected Officer of the State Association.? The current chief elected officer of the State Association of REALTORS? shall be a member in good standing without further payment of dues. At the direction of the association, the current chief elected officer of the State Association of REALTORS? may be the delegate who casts the vote for the association at the Annual Meeting of the NATIONAL ASSOCIATION of REALTORS?. It’s not all that common that important issues come before the NAR Delegate Body, but with this provision in our bylaws, the Association will always have this option available.Small Broker Discussion GroupLate last fall, Suzanne Powers called to inquire if we hold any discussions with small brokers. I stated that we often do host focus groups consisting of various demographic slices of the Association’s members, and that hosting a similar discussion with small brokers would right in line with what we’ve done before.On January 10th we hosted a meeting with 6 small brokers who could attend, of 15 who were invited, and discussed various issues. I asked about their opinion of RPR (REALTORS? Property Resource), they love it. Regarding and Zillow/Trulia, they thought they were pretty much the same – that’s where buyers go to look at properties. I reminded them of the Public Awareness Campaign GMAR/MLS did last year and they all recalled it and thought it was great.They asked when GMAR was going to get electronic lockboxes. They felt, beyond the safety aspect, they offer an opportunity to market their brokerage, knowing that not all brokers would subscribe to them.They also talked about teams from other brokerages, independent contractor status and broker liability. Scott Bush mentioned that if any practice appears to violate the Code of Ethics, among any REALTOR?, they should call the GMAR and file a complaint. The group would like to meet again in March and asked if Chris Carrillo could attend.Electronic Lock BoxesAs I mentioned above, and we have all experienced with the recent story on Ch. 12 regarding the use of combination vs. electronic lock boxes in our market. I would like to put some kind of plan together for dealing with the electronic lock box question.Based on our recent surveys and polls of members, it appears that the support for e-boxes is growing, including among our leadership. So, what do we do when the surveys and polls come in at 51% in favor? Do we automatically sign up? What’s our tipping point?A few years ago, we did extensive due diligence on which lock box we would go with if the Board decided to pursue a program. At that time, we selected NAR’s Sentri-Lock product.I’d like to discuss with the Directors the need to educate members about what would be involved in brining electronic boxes into our market, the costs involved and the options available. I’ve been following alternative options that are available, and there seem to be a growing number, but they are mostly directed at property management.NAR Core StandardsNAR’s Core Standards program will not have to be submitted until December 31st this year and one of the requirements is that the Association’s Board of Directors conduct an annual review of the executive officer. Choice & Charter SchoolsContinue supporting the existence of the Milwaukee Parental Choice Program (MPCP) and charter schools.Eliminate barriers to the creation of additional high-quality education options in Milwaukee (i.e. implicit or explicit enrollment caps on Choice and Charter schools).Eliminate MPS limits on the percentage of system schools that can be Charter schoolsAllow use of surplus MPS buildings for non-MPS educational options including high-performing Choice and independent Charter schoolsExpand the number of entities authorized to establish Charter schoolsIncrease funding for both Choice and Charter schools and reverse cuts on Choice schools that put them at risk. Work toward funding equity for all children in Milwaukee by increasing Choice and Charter per pupil funding levels to 80% of the MPS funding level. [The choice parents make as to which school to send their child to have a dramatic impact on state financial support for a child – with funding ranging from over $13,000 per child for a student in MPS to $7,700 per child in a charter school and only $6,400 in a Choice school.]Milwaukee Public SchoolsExplore a change in MPS governance, including the possibility of moving authority to the Milwaukee Mayor’s office.Reform MPS labor agreements to reduce legacy costs and increase the district’s long-term fiscal stability.Advocate that MPS achieve a graduation rate equal to the national average for similar sized districts.Clearly define what a “high-performing school“ is.Measure performance for all schools in the city. Hold schools accountable for their results, expanding high performers and reforming low performers.Create alternative certification routes for teachers and administrators to attract more high quality leaders and staff.Liquidate surplus MPS property and facilities to generate district revenue.OtherAdd REALTOR? or business leader to the MATC board (an important link to workforce training).Implement changes that were made to the State Workforce Training System at the local level, increasing dollars directed at training and creating stronger linkages between K-12 education, technical colleges and employers.Taxation (Approved by GMAR BOD 03/20/2013)The GMAR believes lowering property taxes in the Metropolitan Milwaukee market area is a significant public policy objective.The Association understands our state’s long history of relying on funding most municipal services through the property tax. However, over time, the property tax (essentially local governments’ sole means of raising revenue) has become a burden on homeowners’ ability to pay the tax and prospective home buyers’ ability to purchase a home in Southeastern Wisconsin.Furthermore, the GMAR believes property taxes place enough of a burden on prospective home buyers that it is a significant disincentive to purchase property.Lowering property taxes is not a simple or easy task, but the GMAR believes it can be achieved by maintaining a close watch over how and where government spends its resources, as well as funding municipal services via other revenue sources that are not dependent on property ownership are important dual objectives. The Association will support lawmakers and policymakers who seek more efficiency in government operations and back the exhaustive debate of reductions in government services, while also supporting the creation of different sources of revenue that do not place current or prospective homeowners in danger of losing housing choices.Residency (Approved by GMAR BOD 03/20/2013)The PPTF also discussed Governor Walker’s proposal of eliminate residency for all public employees. The TF separated the issue into two parts, a) the policy requiring employees to live within a political jurisdiction, and b) the impact eliminating residency would have on the market.Given the wide array of opinions among the GMAR’s membership on the merits of residency, the PPTF decided not to take a position in favor or against residency. However, regarding the market impact of the pending policy change, the TF felt it would not dramatically impact the marketplace at this time.Furthermore, given the improving real estate market and low levels of inventory, the market could absorb an increase in supply of homes.The TF was concerned about a “grass is greener” effect some public employees might feel after gaining their new rights. The TF’s would caution public employees to contact their REALTOR? and take a very close look at whether listing their home is the smart move financially, for each family and for their quality of life. The TF also wanted the Association to send a note out to the membership outlining the GMAR’s position, to prepare them to talk about it to clients or the media.The GMAR has requested assistance from NAR’s My REALTOR? Party effort to poll public employees in Milwaukee to determine their likelihood of exercising their new right, should it pass.Appendix B: 2016 GMAR “Concerned REALTORS?
