The Constitution and By-Laws of The Florida Association of Student CouncilsDistrict IVArticle I.NameThe name of this organization shall be the Florida association of student councils, District IV.Article II.ObjectThe object of this organization shall be to encourage student leadership and to promote closer cooperation among the individual student councils in District IV.Article III.MembershipSection 1.Membership in this organization shall be open to any dues-paying student council in the public, private, and parochial schools in alignment with the current FASC state constitution.Section 2.A school may send as many delegates as it desires to the district meetings according to the limits set by the host school. Each member school shall be entitled to one vote on any question.Section 3.The annual dues for each school shall be $80.00. Dues are to be paid to the FASC on or before November 1st the annual dues will be $100. Dues paying members will be members of the FASC and their respective FASC District. Twenty-five dollars ($25) of each dues payment of the $80.00 will be returned to the member’s respective district no later than November 15th. Thirty dollars ($30) of each dues payment of $100 will be returned to the member’s respective district following the state Article IV.Officer schoolsSection 1.The officer schools shall be president, vice-president, secretary, treasurer, historian, and parliamentarian.Section 2.The current officer schools shall constitute the Executive Board. Section 3.All officer schools must attend all FASC District IV events.Section 4.Each candidate school shall appoint one individual from its membership to officially represent that school in official district business. Section 5.All officer schools shall be required to be members of the district at the time of their election and during their term of office.Article V.Duties of officer SchoolsSection 1.It shall be the duty of the President school to;Prepare the official agenda for all district business Meetings.preside at all meetingspreserve order at all meetings,represent the district on public occasions,appoint all necessary committees, andServe as an ex-officio member of all anize a district planning meeting for incoming officer schools after the state convention.Host the Winter RallyAttend the FASC Executive Board Meeting.Participate in FASC sponsored events.Submit resolutions to the FASC Executive Director thirty days (30) prior to the FASC ConventionSection 2.It shall be the duty of the Vice-President school to:work with district meeting host schools.Serve in any other capacity requested by the president school with the approval of the districtAdvisor.and be responsible for ice breakers at district meetingsAssist in hosting winter rally.Section 3.it shall be the duty of the secretary school tokeep a permanent record of all minutes and agendas of each district meeting and to submit to FASC Executive Director and member schools within ten (10) days of the meeting.handle all correspondence of the district via email and U.S. Postal Service.Send out a minimum of three district newsletters per term of office.Keep on file all correspondence records andreports of the district. This file shall be turned over to each succeeding secretary school.Check the file periodically and disregard any obsolete material that is not of value.Assist recruiting new schools into the district membershipServe in any other capacity requested by the president school. Section 4.it shall be the duty of the treasurer school:receive all funds for the district including, money carried over from previous yearspay all bills of the district.house and catalog inventoried materials purchased by district IV,serve in any other capacity requested by the president school. present a current and detail budget at each district meeting.Section 5.It shall be the duty of the historian school tokeep documentations of District IV businesskeep a scrapbook containing photographs etc. of district functions.Make an end of term presentation.Section 6.It shall be the duty of the parliamentarian to:have knowledge of parliamentary procedure in order to settle procedure dispute during all meetings,preside over the resolutions meeting, andto perform all other duties requested by the president school. with the approval of the district advisor sponsor.Section 7.It shall be the duty of the Executive Board to:Call special district meetings as needed,Recall an officer school for gross negligence of duty and or if an elected school is unwilling orunable to fulfill its responsibilities, appoint anew officer school to replace the removed officer school, and (one of the following to substitute):c.Appoint the runner-up school in the election to replace the removed officer school, if the school ran unopposed then. Select a new officer school.shall approve all expenditures.Article VI.Officer School ElectionsSection 1.Elections shall be held during a district rally immediately preceding FASC Convention.Section 2.Schools desiring candidacy for a district office must file a written Letter of Intent to Run indicating permission from their principal (30) calendar days prior to the district rally. In the event that there is no candidate, then nominations will be accepted from the floor with school based administration approval. Those candidate schools must then fulfill all campaign requirements.Section 3.Elections of officer schools shall be by a plurality of a secret ballot vote of the member schools present at the district rally.Section 4.In the case of a tie all dues paying member schools will be eligible to vote in the run-off election.Article VII.MeetingsSection 1.The district shall hold two (2) or more meetings annually, and these meetings are not to begin before9:00 am. The dates of which shall be set by the advisors in accordance with FASC constitution.Article mittees. Committees shall be appointed by the president school as needed.Article IX.AmendmentsSection1.This constitution may be amended by a two-thirds vote of the votes cast by the dues paying member schools present at any district meeting.Section2.Proposed amendment(s) together with the part to be amended must be submitted in writing to each member school forty-five (45) calendar days prior to the district meeting so that each member school can present the proposed amendment(s) to its student council for approval.Article X.RatificationThis constitution shall go into effect as soon as ratified by two-thirds vote of the delegation present. By-Laws Article I. This organization shall follow Roberts Rules of parliamentary procedure.Article VI.Amendments to the by-laws.The by-laws may be amended and added to by a majority vote of the member schools, a quorum being present, provided notice has been sent to all member schools at least forty-five (45) calendar days prior to the meetings.Article VII.Officer candidate and campaign rules. A member school address list will be provided by the secretary school upon request.All schools running for office must meet all campaign requirements in order to hold office. A Letter of Intent to Run indicating school approval and signed by the school principal and Student Council president must be received 30 days prior to the election. In order to make it fair to all schools seeking an office:. Campaigning may begin no earlier than the designated Election Rally Registration/check. All campaign materials must be brought to the registration/check in for approval by the current District President or Executive Director (or his designee). Any campaign materials not approved will not be allowed and may cause a candidate school to be disqualified. Posters and banners may be hung with blue painters’ tape in designated areas, campaign items may be distributed after Election Rally Registration/check. All campaign posters/banners should be removed before departing the rally. No posters/banners may be hung/posted in restricted areas. All candidate schools are required to present a one (1) speech and skit (see instructions below)BANNERS/POSTERS? Each candidate school will be allowed a maximum of five (5) posters and one (1) banner.? Banners may be no larger than three (3) feet by seven (7) feet (3’x 7’).? Posters may be no larger than twenty-two (22) inches by twenty-eight (28) inches (22’x 28’).? All banners and posters MUST be hung with BLUE PAINTER’S TAPE.HANDOUTS? Any items that are NOT self-adhesive (i.e. stickers) may be distributed. This includes such items as candy, buttons, balloons, beads, etc. There is no limit to the number of these items. NOISE MAKERS AND DOOR HANGERS WILL NOT BE ALLOWED.SPEECHES? Each candidate school must prepare and present one (1) campaign speech a maximum of three (3) minutes long. This speech will be given at the opening general session. It will be an INTRODUCTION speech consisting of information about the school which qualifies it for the intended office.SKIT? Each candidate school must prepare and present a skit. All presentations are to be “G” rated and must incorporate the rally theme. Maximum of 10 student delegates may participate in skit. All skits will be allowed a maximum of five (5) minutes in length. There will be a maximum of one (1) minute for set up time. Skit content- campaign presentation, signs, and materials are to be in good taste and consist of information about the school which qualifies it for office. Any reference to sex, drugs, alcohol, off-color remarks, or actions will result in the disqualification of the school. There is to be no throwing, distributing, or passing out of items during the campaign skit. Presentations are to deal with the school’s ability to successfully carry out the duties of the office they are seeking. Keep all comments about others candidates positive; there is no need to make negative comments about the competition.Article VIII.
