New Table Game Submission Checklist

§ 601a.3. Request to offer a new table game or new feature for an existing table game.

a) A table game device manufacturer, gaming related gaming service provider or a certificate holder that desires to offer a new table game that is not in this subpart or offer a new wager, paytable or feature as part of a table game included in the subpart shall file a written request with the Board’s Executive Director (by way of Gaming Lab Director). The request must contain, at a minimum:

1) A detailed description of the table game feature including the rules of play and wagering that would be used for the new table game or feature. In addition, the table game device manufacturer, gaming related gaming service provider or certificate holder shall:

i) Indicate whether the game is a variation of an authorized game, a composite of authorized games or a new game.

ii) Provide the true odds, the payout odds and the house advantage for each wager.

iii) Provide a sketch or picture of the game layout, if any.

iv) Provide Sketches or pictures of the equipment used to play the game.

2) The reason why the new table game or feature is being proposed and, if the request is not filed by a certificate holder, the name of the certificate holder that is currently interested in offering the new table game or feature.

3) A list of other gaming jurisdictions where the new table game or feature is currently being offered.

4) Whether the game, its name or any of the equipment used to play the games is covered by any copyrights, trademarks or patents, either issued or pending.

A table game submission shall include the following information:

1. Is the Manufacturer/Gaming Related Gaming Service Provider currently licensed in the Commonwealth? YES NO

2. BRAND-NEW table game being submitted

A change to a previously SUBMITTED table game

A change to a previously APPROVED table game

A variation of an AUTHORIZED game

If this is a change to a previously SUBMITTED/APPROVED table game, list PGCB regulation citation       and previous PGCB Gaming Lab approval submission number      .

3. A detailed description of the table game feature including the rules of play and wagering that would be used for the new table game or feature.

4. A sample Rack Card.

5. A full numerical analysis including true odds, the payout odds and the house advantage for each wager. Provide copies of all analysis reports, testing and verification documentation.

6. Sketches, pictures or images of the game layout. If this is an electronic table game, provide images of all help screens.

7. Sketches, pictures or images of the equipment used to play the game.

8. The reason why the new table game or feature is being proposed and, if the request is not filed by a certificate holder, provide the name of any certificate holder(s) that are currently interested in offering the new table game or feature.

9. A list of all other gaming jurisdictions in which the new table game or feature is currently being offered, along with the date it was approved for play in each of the listed jurisdictions.

10. Identify whether the game, its name or any of the equipment used to play the games is covered by any copyright, trademark or patent, either issued or pending; and if so, provide a copy of documentation of the event.

11. Is this submission an electronic gaming table? YES NO

If so, provide the following forms as needed.

Printer Firmware Submission Form

Bill Validator Software Submission Form

All current technical documentation for the submitted product

All schematics, printed circuit boards, hardware descriptions, etc.

Documentation on microprocessor or microcontroller for device

All software source code listings

Binary images of all compiled code

All “program storage media,” such as EPROMS, etc., including graphics sound and character generators

Compiler, or access to, for the purpose of building applicable code modules.

A detailed written description of all aspects of the device operation to include, but not limited to, the random number generator (RNG), pay evaluation routines, bonus features, etc.

All “source” for any programmable devices to include, but not limited to, PALs and GALs

Any specialized hardware or testing equipment needed to complete the evaluation, which may include an emulator for a specified microprocessor, PCs, extender cable for CPU board, target reel strips and door defeats.

This certification must be completed by the chief engineer of the manufacturer or the engineer in charge of the division of the manufacturer responsible for producing the product(s) submitted for approval.

I, ______Print Name__________, am _____Title_____ of _____company name_____, an entity authorized by the Pennsylvania Gaming Control Board to manufacture slot machines or other gaming equipment for distribution to and use by a Pennsylvania licensed facility. I am the chief engineer of the manufacturer or the engineer in charge of the division of the manufacturer responsible for producing the product(s) submitted for approval. The manufacturer is submitting a new game personality or theme or any other equipment referenced herein to the Pennsylvania Gaming Control Board for testing for conformity with the regulations of the Board. This product will be used in conjunction with a prototype model which was previously approved or which has been submitted for approval under separate cover. It is my job responsibility to oversee the personnel who have conducted the testing, the results of which are reflected in the attached submissions.

I hereby certify that the attached forms which I am submitting properly report the results of the tests conducted by the manufacturer, that the test methodology applied to achieve those results was suitable for testing the product(s) submitted herewith, and that any required emulation was performed utilizing the procedural standards specified by the Board on the attached checklist. I further certify that I am personally familiar with the equipment used by the manufacturer to perform the tests on all product(s) submitted, that the equipment was suitable for the purpose of conducting the tests, that, to the best of my knowledge, information and belief, the equipment was in proper working order at the time the tests were performed, and that the employees conducting the tests had the requisite experience, education and skills to conduct the tests.

It is my understanding that I personally may be subject to a civil penalty to be imposed by the Pennsylvania Gaming Control Board if any of my certifications submitted herewith relating to test methodology and, if applicable, emulation methodology, the testing equipment and testing personnel are incorrect. I further understand that if the documents or test data submitted herewith are inaccurate, for any reason, the manufacturer may be subject to a civil penalty to be imposed by the Pennsylvania Gaming Control Board. It is my further understanding that if any of the statements contained in this Certification are willfully false, both the manufacturer and I are subject to punishment which may include the suspension, revocation or denial of my personal qualification status, the imposition of a civil penalty against me personally, the suspension or revocation of the manufacturer’s license, and/or the imposition of a civil penalty against the manufacturer.
