GENERAL INFORMATION PERTAINING TO WORKING IN THE

CITY OF AMORY FOR BUILDING, CONTRACTORS AND/OR SUBCONTRACTORS

Contractors

They are not required to be licensed with the City of Amory as General Contractors but they must adhere to the Mississippi State Board of Contractors:

1. If they are constructing a building or structure for sale or used by another as a residence, and will cost more than $50,000, then they must have a State of Mississippi State Board of Contractors License for residential building.

2. They are required to have a remodeling license for residential building/ improvements if the construction cost of the job is over $10,000 but less than $50,000. (A residential contractor license covers either new construction or remodeling.)

3. If contract or undertaking they any commercial building project for public or private in excess of $50,0000.00 they are required to have a Certificate of Responsibilty from the Mississippi State Board of Contractors License .

4. If the job is non-residential and is over $10,000 in construction cost, a Materials Purchase Certificate from the MS Tax Commission must be provided. We will hold the application for this for 2 weeks if the certificate has not been issued or received from the State but after that the permit will be held with no further activity of inspections until a copy of the Materials Purchase Certificate is received by our office.

What requirements will I have to meet?

The Planning & Zoning Department can verify what zoning classification your property is in and what uses are allowed to be developed.

Construction Standards

Construction standards are regulated by the adoption of codes by the City of Amory. These codes include the following:

* Service Disconnect location: The services disconnect means shall be installed at a readily accessible location outside of a building when the main disconnect (panel) is located more than 10 feet from the meter base.

* Service entrance conductors are to be the same size for both the hot and neutral.

* Minimum 100 Amp service. 2” Rigid Conduit for all service entrances underground.

* Minimum 100 Amp service. 2” Rigid Metal Conduit for all service entrances overhead.

* Minimum 12 feet from ground to top of weather head for residential, subject to pedestrians.

* Minimum 15.5 feet from ground to top of weather head over driveways.

Complete building or construction plans including site plan, whether for new construction, renovations, remodel, alterations, or additions, should be submitted for review by the Planning & Zoning Department and Building Inspector before any building permit can be issued. (2) Copies 11 X 17 required.

RESIDENTIAL: They must show what work you intend to do, and the details of how to do it.  While these plans don't always need to be professionally prepared, they should be "drawn to scale, on substantial paper…and shall be of sufficient clarity to indicate the location, nature and extent of the work proposed and show in detail that it will conform to the provisions of the code and all relevant laws, ordinances, rules and regulations,.  That means they should be clear enough that you could give them to a responsible builder and he could build what you desired without further information from you. Most people find it advantageous to use an architect or professional designer to prepare their plans.

COMMERCIAL: When designing plans for submittal and site review by the City of Amory, The construction documents, (Foundation, Building, Plumbing Electrical & HVAC shall be prepared by a licensed registered design professional in the State of Mississippi along with a code summary sheet stating such and stamped. For commercial buildings, the type of construction, type of occupancy and the square footage of the building must also be included on the code summary sheet. All plans are reviewed for conformance with City codes and standards.

Site plan. The construction documents submitted with the application for permit shall be accompanied by a site plan showing the size and location of new construction and existing structures on the site and distances from lot lines. In the case of demolition, the site plan shall show construction to be demolished and the location and size of existing structures and construction that are to remain on the site or plot.

CHANGE OF OCCUPANCY: Are required to be reviewed by the Zoning Administrator and Building Inspector.

The AHPC meets the first and third Tuesday of each month at 5:00 p.m. at the Amory Regional Museum. These meetings are open to the public.

CITY OF AMORY

INSPECTION REOUIREMENTS

NOTES: Permit holder OR representative of permit holder is responsible for:

One complete set of plans and permit card are required to be kept on-site for all inspection visits. All components must be ready for each inspection, or a $25.00 re-inspection fee may apply for any additional visits. Failure by the permit holder to make sure that all required inspections are complete may result in the withholding of the Certificate of Occupancy for the project.

Provide 24 Hour notice of request for inspection. Contact the Building Inspection office at 256-3060 or 256-3517 to schedule inspection.

1. Footing: Inspections are required for setbacks, footing depth and widths, and steel rebar. Compaction report required for fill over 12”.

2. Under slab. This inspection is completed when all under slab plumbing / electrical lines are installed, trenches left open.

3. Slab. This inspection is made after fill material and vapor barrier is installed, but before pouring of concrete. Slab reinforcing: welded wire reinforcing or #3 bars at 24"centers both ways. Check for spacing of anchor bolts.

4. Rough In. This inspection is done when all framing is completed, and windows, doors, and roof are completely installed. All plumbing lines and plumbing fixtures (tubs and showers only), gas lines, electrical lines and boxes are installed. Gas (5 PSI) & water (100 PSI) pressure line test gauges in place. Fire blocking, fire caulking and draft stops must also be complete at this time. All HVAC lines must be installed, including flues for fuel burning appliances and all bath exhaust ducts to the exterior. The panel cover must be removed from the panel box for inspection and all breakers installed and panel cover circuits labeled. Panel cover must be replaced after the inspection passes.

Electrical service will not be connected until after all breakers are installed and the panel cover is installed with circuit label in place and 911 address is permanently attached to structure.

5. Final Inspection: To be made when all electrical and plumbing fixtures are set and, appliances installed and ready for a Certificate of Occupancy, before being occupied.

CHECK LIST FOR ISSUING BUILDING PERMITS

THERE WILL BE A MINIMUM OF 2 DAY REVIEW TIME (RESIDENTIAL, 1 WEEK REVIEW TIME (COMMERCIAL)) FOR BUILDING PERMITS FOR ANY NEW CONSTRUCTION, ADDITIONS OR RENOVATION.

Building permit fees for new construction, additions or renovations:

Building value up to $1,000 to 49,999: $15 for first $1,000, Plus $5 for each additional $1,000 or fraction thereof.

Building value up to $50,000 to 99,999: $260 for first $50,000, Plus $4 for each additional $1,000 or fraction thereof.

Building value up to $100,000 to 499,999: $460 for first $100,000, Plus $3 for each additional $1,000 or fraction thereof.

Building value $500,000 & up: $1660 for first $500,000, Plus $2 for each additional $1,000 or fraction thereof.

Swimming Pool permit fees, same rate as building permit fee as listed above.

Electrical permit fees for residential panel/meter change or rewiring of existing residents.

225 amps or less: $25.00. 226 amps or more: $35.00

Electrical permit fees for commercial panel/meter change or rewiring of existing building.

100 amps to 400 amps: $35.00. 401 amps or more: $60.00

Plumbing permit fee for plumbing change or new sewer line of existing building: $25.00.

Gas permit fee for inspection of testing by a licensed/bonded plumber/gas fitter: $25.00.

Demolition permit fee: $25.00.

The demolition of any structure must be completed within thirty (30) days from the date of issue of permit. Final inspection shall be made upon completion of all required demolition work. Debris and materials resulting from demolition shall be removed from the premises legally disposed of and said demolition shall be done in such a manner as not to create a nuisance and unsafe conditions to the surrounding area.

Move building permit fee: $25.00.

Change of Type Occupancy permit fee: $25.00.

An additional fee of $25.00 shall be applied as a re-inspection fee, for each failed inspection or if inspection is not ready per scheduled requested inspection.

A replacement fee of $15.00 will be applied for any lost or misplaced permit hard card.

PENALTIES

Where work for which a permit is required by this code is started or proceeded prior to obtaining said permit, the fees herein specified shall be doubled, but the payment of such double fee shall not relieve any persons from fully complying with the requirements of this code in the execution of the work nor from any other penalty prescribed herein.
