A BILL

TO AMEND THE CODE OF LAWS OF SOUTH CAROLINA, 1976, BY ADDING SECTION 59-101-365 SO AS TO REQUIRE FULL-TIME UNDERGRADUATE FACULTY OF STATE-SUPPORTED INSTITUTIONS OF HIGHER LEARNING, BEGINNING WITH THE 2003 FALL SEMESTER, TO TEACH A REQUIRED NUMBER OF CREDIT HOURS EACH SEMESTER, AND TO PROVIDE EXCEPTIONS.

Be it enacted by the General Assembly of the State of South Carolina:

SECTION 1. The 1976 Code is amended by adding:

“Section 59-101-365. Beginning with the 2003 fall semester, full-time undergraduate faculty of state-supported institutions of higher learning are required to teach twelve credit hours each semester. However, full-time undergraduate faculty who perform contracted research shall have this twelve-hour requirement reduced in increments of three credit hours based on the percentage of their time spent on research as determined by the appropriate dean and certified to the president of the institution as follows:

(1) no contracted research as a percent

of total time 12 credit hours

required to be taught;

(2) contracted research twenty-five

percent or less of total time 9 credit hours

required to be taught

(3) contracted research between twenty-five

and fifty percent of total time 6 credit hours

required to be taught;

(4) contracted research between fifty

and seventy-five percent of total time 3 credit hours

required to be taught;

(5) contracted research seventy-five

percent or more of total time no credit hours

required to be taught.”

SECTION 2. This act takes effect upon approval by the Governor.
