I. ROLL CALL OF COMMISSIONERS

Chairman Arnold Randall called the meeting to order at approximately

1:00 p.m. and then undertook a roll call to establish the presence of a quorum.

II. APPROVE MINUTES OF THE JULY 13TH AND AUGUST 10TH CDC MEETINGS

Motioned by White, seconded by Sahli. Voice vote, all yeas.

III. OLD BUSINESS

A. PROPOSED WEST WOODLAWN TIF REDEVELOPMENT PROJECT AREA AMENDMENT NO. 1 (WARD 20)

Recommend approval of the redevelopment plan for the West Woodlawn Tax Increment Financing Redevelopment Project Area Amendment No.1.

B. 53RD STREET TIF REDEVELOPMENT PROJECT AREA (WARD 4)

Request authority to designate Harper Court Partners, LLC as the successful respondent and to reject all other responses to the RFP issued by the fonner Department of Planning and Development in November, 2008 for the purchase and redevelopment of the property located at the northwest corner of 53 rd Street and Lake Park Avenue in the 5yd Street Tax Increment Financing Redevelopment Project Area, to recommend to the City Council the sale of the property to Lake Park Associates (an entity of the University of Chicago) on behalf of Harper Court Partners, LLC; and request authority to negotiate a redevelopment agreement with Harper Court Partners, LLC and Lake Park Associates; and to recommend to the City Council of the City of Chicago the designation of Harper Court Partners, LLC and Lake Park Associates as Developer.

Request authority to reject all responses to the Request For Proposals issued by the former Department of Planning and Development in November, 2004 for the purchase and redevelopment of the property located at the northwest corner of Division Street and Clybourn Avenue in the Near North Tax Increment Financing Redevelopment Project Area.

LAWRENCE/PULASKI TIF REDEVELOPMENT PROJECT AREA (WARD 39) Request authority to designate Thai Town Center, Inc. as the successful respondent to the Request For Proposals issued by the Department of Community Development on July 27, 2009 for the purchase and redevelopment of the property located at 4461 N. Pulaski Road in the Lawrence/Pulaski Tax Increment Financing Redevelopment Project Area, and to recommend to the City Council of the City of Chicago the designation of the successful respondent as Developer.

Request authority to advertise and issue a Request For Proposals for the purchase and redevelopment of the property located at the northwest comer of Division Street and Clybourn Avenue in the Near North Redevelopment Area

ADDISON SOUTH TIF REDEVELOPMENT PROJECT AREA (WARD 1) Request authority for the Department of Community Development to negotiate a redevelopment agreement with Coyote Logistics, LLC for the development of leased premises within the Green Exchange building, located at 2543-45 W. Diversey Avenue in the Addison South Tax Increment Financing Redevelopment Project Area,

and to recommend to the City Council of the City of Chicago the designation of Coyote Logistics, LLC as Developer. The Green Exchange is a designated Chicago Landmark.

Request authority to advertise the Department of Community Development's intention to enter into a negotiated sale with Lorsch Construction and Development, Inc. for the disposition of 18 parcels located in the area bounded by Albany and Homan avenues, Harrison and Arthington streets in the Midwest TIF Redevelopment Area, to request alternative proposals, and to approve the sale of the property to Lorsch Construction and Development, Inc. if no responsive alternative proposals are received.

Kedzie Avenue in the Midwest TIF Redevelopment Area, to request alternative proposals, and to approve the sale of the property to The Gift House, Inc. if no responsive alternative proposals are received.

Request authority to advertise the Department of Community Development's intention to enter into a negotiated sale with The Noble Network of Charter Schools for the disposition of the property located at 725-43 N. Lawndale Avenue in the Chicago/Central Park Tax Increment Financing Redevelopment Project Area, to request alternative proposals, and to approve the sale of the property to The Noble Network of Charter Schools if no responsive alternative proposals are received.

Request authority to enter into a negotiated sale with the Chicago Housing Authority for the disposition of seven parcels located in the area bounded by 14th Street, 12th Place, Washtenaw and California avenues within the Midwest Tax Increment Financing Redevelopment Project Area.

Lotus Avenue in the Madison!Austin Tax Increment Financing Redevelopment Project Area, to request alternative proposals, and to approve the sale of the property to PCC Community Wellness Center i responsive alternative proposals are received.
