MEMORANDUM FOR All Members of the 16th Infantry Regiment Association

SUBJECT: Policy Letter #3, Army Regulation 600-82 Program

1. Purpose. The purpose of this policy letter is to provide all officers and members of the 16th Infantry Regiment Association information on the Association’s position regarding the AR 600-82 program, specifically those portions covering the grants and assignments of the Distinguished Member of the Regiment (DMOR) and Honorary Member of the Regiment (HMOR).

2. General. In accordance with reference a. above, the following key criteria are provided in Chapter 5-3. a. (4) and (5):

a. DMOR are individuals of the same distinguished stature as the Honorary Colonel of the Regiment (HCOR) and Honorary Sergeant Major of the Regiment (HSGMOR), but may include Active Army, USAR, retired officers, warrant officers, enlisted soldiers, and civilians.

b. HMOR are soldiers, their spouses, and individuals who have made a contribution or provided a service to a regiment or corps, but who are not members of the regiment or corps making the presentation. Recognition of Active Army, USAR, or retired soldiers and civilians is appropriate.

c. Posthumous awards of the DMOR are permissible and nomination approvals are at the discretion of the Honorary Colonel and regimental homebase commander.

d. The responsibility of consolidating nominations of individuals for the HCOR, HSMOR, DMOR, and HMOR, rests with the Active Army commander charged with the regimental responsibilities (i.e., the commander of the lowest numbered battalion) who, in the case of the 16th Infantry Regiment, is the 1st Battalion commander. Nominations will be forwarded through the homebase installation commander to the branch chief.

e. The ultimate decision for selection and responsibility for appointment of an individual to serve as an HCOR, HSMOR, DMOR or HMOR rests with the combat arms branch chief.

f. Nominations may be solicited from several sources (regimental associations, Active Army commanders, incumbent Honorary Colonels or Sergeants Major, Distinguished Members of the Regiment, and others.

g. Unlike the singular appointments of the HCOR and HSMOR, there are no limitations on the number of personnel who may be appointed as DMOR or HMOR.

3. Given the criteria and procedures of AR 600-82 as described above, and not in violation of any of the regulation’s provisions or guidelines, the Association has a stated position on the desired methodology to identify and nominate candidates for the DMOR award who are deserving of truly distinguished recognition. The Association will work closely with the HCOR and the currently serving commanders of the active battalions to achieve these aims. It is the Association’s desire to ensure recognition of a variety of current and former members of the regiment who can truly be described as “distinguished” without diminishing the exceptional nature of the award. Moreover, as the regulation does not stipulate how, or if, nominees are to be vetted, it is the Association’s position that there should be a board process to select the most distinguished nominees. That board should also include Association members since it is the one organization in the whole process that represents the entire 16th Infantry Regiment. Given this latitude, the Association will work to ensure:

a. That the number of new DMORs invested be typically limited to 6 per year for living members of the Regiment and one posthumous award. These numbers may be increased under unusual circumstances, but an increase will be resisted by the Association unless there can be shown just cause for such an increase.

b. That at least one posthumous investiture be made per year that recognizes a historically significant member of the regiment who has passed away (i.e., Medal of Honor recipients or recipients of other high awards; any member who was killed in action under particularly heroic circumstances when serving with one of the battalions of the regiment, or general officers who once served with the regiment and went on to make significant contributions to the US Army and the nation, etc.). This award will not count against one of the six awards for living members of the Regiment.

d. That at least one DMOR nomination be reserved for a currently serving Soldier that acted under particularly heroic or unusual circumstances in either the Gulf War (1991), Iraq (2003-2011) or Afghanistan (2002-Present) when serving with one of the battalions of the regiment.

 

e. That at least one investiture be reserved for former a Soldier that acted

under particularly heroic or unusual circumstances in Vietnam.

f. That all recipients of the Distinguished Member of the Regiment Award can be shown to have since consistently conducted themselves with honor and have performed valuable and unique service to the Regiment, their fellow Rangers, their Nation, State, or Community, or to the Association. Nominees do not have to be members of the Association to be nominated, though they should be encouraged to join.

4. Honorary Members of the Regiment (HMOR) Award. The Association has a stated position on the desired methodology to identify and nominate candidates for the HMOR award who are deserving of truly distinguished recognition as outlined in AR 600-82. The Association will work closely with the HCOR and the currently serving commanders of the active battalions to achieve these aims. It is the Association’s desire to ensure proper recognition of Soldiers, spouses, and civilians whose contributions or service to the Regiment can truly be described as “distinguished” without diminishing the exceptional nature of the award. Given that objective, the Association will work to ensure:

a. That the number of new HMORs invested be typically limited to 4 per year. This may be increased under unusual circumstances, but the Association will resist an increase by unless there can be shown just cause for such an increase.

b. That all recipients of the Honorary Member of the Regiment Award can be shown to have since consistently conducted themselves with honor and have performed valuable and unique service to the Regiment, their fellow Soldiers, their Nation, State, or Community, or to the Association. Nominees do not have to be members of the Association to be nominated.

5. Effective Term. This policy letter is in effect until 1 January 2018 unless superseded prior to that date.
