To establish and operate a National Center for Campus Public Safety.

Be it enacted by the Senate and House of Representa-

2 tives of the United States of America in Congress assembled,

3 SECTION 1. SHORT TITLE.

4

This Act may be cited as the ``Center to Advance,

5 Monitor, and Preserve University Security Safety Act of

6 2011'' or the ``CAMPUS Safety Act of 2011''.

7 SEC. 2. NATIONAL CENTER FOR CAMPUS PUBLIC SAFETY.

Title I of the Omnibus Crime Control and Safe

9 Streets Act of 1968 (42 U.S.C. 3711 et seq.) is amended

10 by adding at the end the following:

3 ``SEC. 3021. NATIONAL CENTER FOR CAMPUS PUBLIC SAFE-

TY.

``(a) AUTHORITY TO ESTABLISH AND OPERATE CEN-

6 TER.--

7

``(1) IN GENERAL.--The Director of the Office

8

of Community Oriented Policing Services is author-

9

ized to establish and operate a National Center for

10

Campus Public Safety (referred to in this section as

11

the `Center').

12

``(2) GRANT AUTHORITY.--The Director of the

13

Office of Community Oriented Policing Services is

14

authorized to award grants to institutions of higher

15

education and other nonprofit organizations to assist

16

in carrying out the functions of the Center required

17

under subsection (b).

18

``(b) FUNCTIONS OF THE CENTER.--The Center

19 shall--

20

``(1) provide quality education and training for

21

campus public safety agencies of institutions of high-

22

er education and the agencies' collaborative part-

23

ners, including campus mental health agencies;

``(2) foster quality research to strengthen the

25

safety and security of institutions of higher edu-

26

cation;

``(3) serve as a clearinghouse for the identifica-

2

tion and dissemination of information, policies, pro-

3

cedures, and best practices relevant to campus pub-

4

lic safety, including off-campus housing safety, the

5

prevention of violence against persons and property,

6

and emergency response and evacuation procedures;

7

``(4) develop protocols, in conjunction with the

8

Attorney General, the Secretary of Homeland Secu-

9

rity, the Secretary of Education, State, local, and

10

tribal governments and law enforcement agencies,

11

private and nonprofit organizations and associations,

12

and other stakeholders, to prevent, protect against,

13

respond to, and recover from, natural and man-made

14

emergencies or dangerous situations involving an im-

15

mediate threat to the health or safety of the campus

16

community;

17

``(5) promote the development and dissemina-

18

tion of effective behavioral threat assessment and

19

management models to prevent campus violence;

20

``(6) coordinate campus safety information (in-

21

cluding ways to increase off-campus housing safety)

22

and resources available from the Department of Jus-

23

tice, the Department of Homeland Security, the De-

24

partment of Education, State, local, and tribal gov-

ernments and law enforcement agencies, and private

2

and nonprofit organizations and associations;

3

``(7) increase cooperation, collaboration, and

4

consistency in prevention, response, and problem-

5

solving methods among law enforcement, mental

6

health, and other agencies and jurisdictions serving

7

institutions of higher education;

8

``(8) develop standardized formats and models

9

for mutual aid agreements and memoranda of un-

10

derstanding between campus security agencies and

11

other public safety organizations and mental health

12

agencies; and

13

``(9) report annually to Congress and the Attor-

14

ney General on activities performed by the Center

15

during the previous 12 months.

``(c) COORDINATION WITH AVAILABLE RE-

17 SOURCES.--In establishing the Center, the Director of the

18 Office of Community Oriented Policing Services shall--

19

``(1) consult with the Secretary of Homeland

20

Security, the Secretary of Education, and the Attor-

21

ney General of each State; and

22

``(2) coordinate the establishment and operation

23

of the Center with campus public safety resources

24

that may be available within the Department of

cation.

``(d) DEFINITION OF INSTITUTION OF HIGHER EDU-

4 CATION.--In this section, the term `institution of higher

5 education' has the meaning given the term in section 101

6 of the Higher Education Act of 1965 (20 U.S.C. 1001).

``(e) AUTHORIZATION OF APPROPRIATIONS.--There

8 are authorized to be appropriated to carry out this section

9 $2,750,000 for each of the fiscal years 2012 through

10 2016.''.

11 SEC. 3. JUSTICE PROGRAM CONSOLIDATION.

(a) IN GENERAL.--Effective 30 days after the date

13 of enactment of this Act, the Office of Dispute Resolution

14 of the Department of Justice and the jurisdiction and em-

15 ployees of such office shall be--

16

(1) transferred to the Office of Legal Policy of

17

the Department of Justice; and

18

(2) funded through the general administration

19

appropriation of the Office of Legal Policy.

20

(b) ADDITIONAL AMOUNT.--The Attorney General

21 shall implement policies that will result in at least

22 $1,000,000 in savings through consolidating ineffective or

23 duplicative programs over the period of fiscal years 2012

24 through 2016.
