BACKGROUND:Section 1940 of the Social Security act stipulates that all states implement an electronic Asset Verification System before January 1st, 2021 in order to avoid FMAP penalties. DDA/HCS has been participating in an AVS pilot with Public Consulting Group (PCG) since 12/2018. WHAT’S NEW, CHANGED, OR CLARIFIED:A permanent contract with PCG was implemented this year and AVS will be expanding across all administrations who process Aged/Blind/Disabled (ABD) medical cases and integrated into ACES effective 12/19/2020.ACTION:PBS across all administrations (HCS/DDA/CSD) who process Aged/Blind/Disabled Medicaid will be utilizing an electronic asset verification which will be integrated into ACES effective 12/19/2020. Electronic asset verification is required at application and renewal for ABD Medicaid where a resource determination is required. AVS can be utilized for TSOA cases, but it is not required for TSOA. AVS authorization is required for ABD in order to submit an electronic asset search for clients, spouses (if applicable), or financially responsible persons. If a client or spouse (if applicable) refuses to authorize AVS, the case may be denied/terminated. Exceptions may be allowed on a case-by-case basis. PBS staff will collect AVS authorization from the individual and enter into ACES.At application, AVS will run via a batch file process after authorization is collected on all applicable people, there is a valid SSN and there is a pending AU. At renewal, as long as all applicable AVS authorization(s) are coded in ACES, the AVS batch file will run on the 4th of the month prior to renewal. Results will be reviewed by PBS staff. Medicaid cannot be denied or terminated based on AVS results alone. If results return and are within the resource standard, they will be coded in ACES. If results returned and indicate ineligibility, PBS staff are required to request additional verification.
