The regular monthly meeting of the Board was called to order by the Chairman at 9:30 a.m. in the Conference Room of the Board’s offices, Baton Rouge, Louisiana. Members of the Board present:

There being a quorum, the regular order of business began.

Mr. Lee Mallett, Board member, led the members and audience in the Pledge of Allegiance, which was followed by an invocation given by Judge Darrell White, Hearing Officer then Judge White introduced himself and advised those present of his duties.
A MOTION was made by Mr. Lambert and seconded by Mr. Weston to accept the Minutes of the August 19, 2010 regular Board Meeting, as prepared. The Motion passed

Judgment Hearing(s):
Cragmar Construction LLC (CL #43408 & RL #86913)
Administrative Hearing – Consider an alleged violation by Cragmar Construction LLC of the provisions of Louisiana R.S. 37:2150 - 2192, the Contractors’ Licensing Law, and in particular Section 115, Paragraph C, of the Rules and Regulations of the Board and consideration of applicable penalties therein. This hearing is being called for reason that on information and belief you have a default judgment which was rendered by the 6th Ward Justice of the Peace Court, No. 10-214, Parish of Plaquemines, State of Louisiana, on the 11th day of May, 2010, in which Cragmar Construction LLC, holder of commercial contractor’s license number 43408 and residential contractor’s license number 86913, was ordered to pay in the sum of ONE THOUSAND NINE HUNDRED TEN DOLLARS & 63/100, ($1,910.63) in favor of Nairn Concrete Services, Inc.
Ms. Kris Fitch read the allegations against CRAGMAR CONSTRUCTION LLC then asked if a representative of CRAGMAR CONSTRUCTION LLC was present. There was no response. Ms. Fitch stated to Ms. Laborde that there is a final judgment and neither party is present. Ms. Stephanie Laborde stated that Mr. Craig Martin with Cragmar Construction submitted a letter reporting that the company is bankrupt and closed.
A MOTION was made by Mr. Dupuy and seconded by Mr. Weston to revoke Commercial License Number 43408 and Residential License Number 86913 held by CRAGMAR CONSTRUCTION LLC for non-payment of an outstanding judgment. The Motion passed.
Executive Home Builders, LLC (CL #49011)
Administrative Hearing – Consider an alleged violation by Executive Home Builders, LLC of the provisions of Louisiana R.S. 37:2150 - 2192, the Contractors’ Licensing Law, and in particular Section 115, Paragraph C, of the Rules and Regulations of the Board and consideration of applicable penalties therein. This hearing is being called for reason that on information and belief you have a judgment which was rendered by the 19th Judicial District Court, No. 579,486, Section 23, Parish of East Baton Rouge, State of Louisiana, on the 8th day of April, 2010, in which this matter came before the Court on a confirmation of preliminary default, filed by Third Party Plaintiff, Goodrich Equipment Company, Inc. (“Goodrich”), and subsequently assigned to Arrighi Construction, LLC f/k/a Arrighi Simoneaux, LLC (“Arrighi”). Having considered the supporting affidavit(s), evidence, and reasons provided, the Court rules as follows: IT IS HEREBY ORDERED that the judgment is granted in favor of Goodrich, and thereby Arrighi pursuant to the Assignment submitted to the Court Record, and against Executive Home Builders, LLC, holder of commercial contractor’s license number 49011, in the amount of $1,445,299.89, plus accrued and unpaid interests in an amount not less than $53,664.18, plus post judgment interest at the current annual rate, plus reasonable attorney’s fees in the amount of $75,000.00; and for all costs of these proceedings.
Ms. Kris Fitch read the allegations against EXECUTIVE HOME BUILDERS, LLC then asked if a representative of EXECUTIVE HOME BUILDERS, LLC was present. There was no response. Ms. Fitch then stated that Executive Home Builders had surrendered to the Board their Commercial License Number 49011 and she recommended to the Board that they accept the surrendered license.
A MOTION was made by Mr. Weston and seconded by Mr. Lambert to accept the surrendered Commercial License Number 49011 returned by EXECUTIVE HOME BUILDERS, LLC. The Motion passed with Mr. Clouatre recusing himself.
George Jenne Custom Builder, L.L.C. (CL #39376 & RL #83112 – Both Inactive)
Administrative Hearing – Consider an alleged violation by George Jenne Custom Builder, L.L.C. of the provisions of Louisiana R.S. 37:2150 - 2192, The Contractors’ Licensing Law, and in particular Section 2158, Paragraph A (9), and consideration of applicable penalties therein. This hearing is being called based on information and belief that you, Mr. Jenne, have failed to properly engage in the business of contracting as demonstrated by your prior contracting business experience due to an alleged violation by you of the above statutes. This violation is based on the fact that you, Mr. Jenne, have a judgment which was rendered by the 19th Judicial District Court, No. 560436, Section “28”, Parish of East Baton Rouge, State of Louisiana, on the 18th day of March, 2010, in which you, Mr. Jenne, as one of the members and only qualifying party for George Jenne Custom Builder, L.L.C., holder of inactive commercial contractor’s license number 39376 (can still be renewed) and inactive residential contractor’s license number 83112 which you voluntarily deactivated on July 9, 2010 (can still be renewed), were ordered to pay to the plaintiff the sum of FIFTY ONE THOUSAND THREE HUNDRED THIRTY SIX DOLLARS AND 05/100 ($51,336.05) which the court finds is the property of plaintiffs. IT WAS FURTHER ORDERED, ADJUDGED AND DECREED that defendants are to pay all costs of court. Legal interest runs on all sums due from date of demand until paid in favor of Karen and Lyle Soniat. This judgment results in problems relating to the ability of the contractor(s), its qualifying party(ies), or any of its principal owners or principal shareholders to engage in the business of contracting, as demonstrated by their prior contracting business experience.
Ms. Kris Fitch read the allegations against GEORGE JENNE CUSTOM BUILDER, L.L.C. then asked if a representative of GEORGE JENNE CUSTOM BUILDER, L.L.C. was present. There was no response. Ms. Fitch stated that on July 9, 2010 George Jenne Custom Builders deactivated his Residential License Number 83112. Their Commercial License Number has expired, but both licenses are still eligible for renewal. Ms. Stephanie Laborde read a letter dated September 9, 2010 from Mr. Jenne requesting their contractor’s license be revoked because his business had filed Chapter 7 Bankruptcy.
A MOTION was made by Mr. Weston and seconded by Mr. Clouatre to accept the Letter dated September 9, 2010 from GEORGE JENNE CUSTOM BUILDER, L.L.C. requesting their licenses be revoked. The Motion Passed.
KCJ Painting & Drywall, LLC (CL #51305)
Administrative Hearing – Consider an alleged violation by KCJ Painting & Drywall, LLC of the provisions of Louisiana R.S. 37:2150 - 2192, the Contractors’ Licensing Law, and in particular Section 115, Paragraph C, of the Rules and Regulations of the Board and consideration of applicable penalties therein. This hearing is being called for reason that on information and belief you have a judgment which was rendered by the City Court, City of Baton Rouge, No. 2009-3602 “B”, Parish of East Baton Rouge, State of Louisiana, on the 2nd day of June, 2010, in which Jose M. Perez and KCJ Painting & Drywall, LLC, holder of commercial contractor’s license number 51305, jointly, severally, and in solido were ordered to pay in the principal amount of EIGHT THOUSAND SEVEN HUNDRED THIRTY DOLLARS AND 33/100 ($8,730.33) plus attorney’s fees equal to $2,000.00, interest on each unpaid invoice at the per annum rate of 18% commencing from the twentieth day of the month following the month of the invoice until paid, and all costs of court in favor of The Sherwin-Williams Company.
Ms. Kris Fitch read the allegations against KCJ PAINTING & DRYWALL, LLC then asked if a representative of KCJ PAINTING & DRYWALL, LLC was present. Attorney Frank White, representing Sherwin-Williams and Mr. Robert Russell, representing KCJ Painting & Drywall were both present. Attorney White and Mr. Russell both came to the stand, Mr. Russell was sworn in. Attorney White stated that KCJ had made a payment today and that his client –The Sherwin-Williams Company was willing to work with KCJ Painting & Drywall to settle this matter.
A MOTION was made by Mr. Meredith and seconded by Mr. Graham to give KCJ PAINTING & DRYWALL, LLC sixty (60) days to pay the outstanding balance of the judgment. If not paid the end of the sixty (60) days, Commercial License Number 51305 held by KCJ Painting & Drywall, LLC will be revoked. The Motion passed.
Industrial Cleanup, Inc. (CL #25538)
Administrative Hearing – Consider an alleged violation by Industrial Cleanup, Inc. of the provisions of Louisiana R.S. 37:2150 - 2192, the Contractors’ Licensing Law, and in particular Section 115, Paragraph C, of the Rules and Regulations of the Board and consideration of applicable penalties therein. This hearing is being called for reason that on information and belief you have a judgment which was rendered by the 23rd Judicial District Court, No. 96247, Division “A”, Parish of Ascension, State of Louisiana, on the 18th day of June, 2010, in which Industrial Cleanup, Inc., holder of commercial contractor’s license number 25538, was ordered to pay in the full and true sum of THIRTY FOUR THOUSAND SIX HUNDRED FORTY FOUR DOLLARS AND 36/100 ($34,644.36), together with interest accruing at a rate of 10% per annum and legal interest from the date of judicial demand until paid as well as for reasonable attorney fees in the amount of $3,000.00, all costs associated with this suit and for all other equitable relief provided by law in favor of Better Pumps & Solutions, LLC.
Ms. Kris Fitch read the allegations against INDUSTRIAL CLEANUP, INC. then asked if a representative of INDUSTRIAL CLEANUP, INC. was present. Attorney Todd Hebert representing Better Pumps & Solutions was present. There was no representative for Industrial Cleanup, Inc. present. Attorney Hebert came to the stand, and made a statement requested the judgment be paid.
A MOTION was made by Mr. Meredith and seconded by Mr. Jones to give INDUSTRIAL CLEANUP, INC. sixty (60) days to pay the outstanding balance of the judgment. If not paid at the end of the sixty (60) days, Commercial License Number 25538 held by Industrial Cleanup, Inc. will be revoked. The Motion passed.

Bush Decor and Fixture, Inc. (CL #44587)
Administrative Hearing – Consider suspending or revoking Louisiana contractor’s license number 44587 held by Bush Decor and Fixture, Inc. for reason, that on information and belief the qualifying party for your firm has terminated employment with your firm and no other qualifying party has qualified despite sixty (60) days elapsing, all according to Section 2156.1 of the Contractors’ Licensing Law and Section 103 of the Rules and Regulations of the Board.
Ms. Kris Fitch read the allegations against BUSH DÉCOR AND FIXTURE, INC. then asked if a representative of BUSH DÉCOR AND FIXTURE, INC. was present. There was no response. Ms. Fitch stated that the company was without a qualifying party for eight (8) months and two (2) letters have been mailed to the address staff has on file for this company, but staff did not receive confirmation of service on the Notice of Hearing for the Board Meeting.
A MOTION was made by Mr. Weston and seconded by Mr. Gallo and Mr. Graham to revoke Commercial License Number 44587 held by BUSH DÉCOR AND FIXTURE, INC. for not having a current qualifying party in place. The Motion passed.
Watson Refrigeration Sales & Service, Inc. (CL #10040)
Administrative Hearing – Consider suspending or revoking Louisiana contractor’s license number 10040 held by Watson Refrigeration Sales & Service, Inc. for reason, that on information and belief the qualifying party for your firm has terminated employment with your firm and no other qualifying party has qualified despite sixty (60) days elapsing, all according to Section 2156.1 of the Contractors’ Licensing Law and Section 103 of the Rules and Regulations of the Board.
Ms. Kris Fitch read the allegations against WATSON REFRIGERATION SALES & SERVICE, INC. then asked if a representative of WATSON REFRIGERATION SALES & SERVICE, INC. was present. There was no response. Ms. Fitch stated that the company was without a qualifying party for eleven (11) months and four (4) letters have been mailed to the address staff has on file for this company, but staff did not receive confirmation on the Notice of Hearing for the Board Meeting.
A MOTION was made by Mr. Weston and seconded by Mr. Jones to revoke Commercial License Number 10040 held by WATSON REFRIGERATION SALES & SERVICE, INC. for not having a current qualifying party in place. The Motion passed.
◙ Chapter 7 Bankruptcy Hearing(s):
Dobson Homes, Inc. (CL #44675 & RL #83240)
Administrative Hearing – Consider an alleged violation by Dobson Homes, Inc. of the provisions of Louisiana R.S. 37:2150 - 2192, The Contractors’ Licensing Law, in particular Section 2158, Paragraph A (7), (8) and (9), and Section 115 of the Rules and Regulations of the Board and consideration of applicable penalties there- in. This hearing is being called for reason that on information and belief you, Mr. Dobson, have failed to properly engage in the business of contracting as demonstrated by your prior contracting business experience due to an alleged violation by you of the above statutes. This violation is based on the fact that you, as the only officer and qualifying party for your commercial contractor’s license number 44675 and one of the officers and only qualifying party for your residential contractor’s license number 83240, did not notify this Board that you filed a Chapter 7 bankruptcy on March 18, 2010 for Dobson Homes, Inc. The filing of this bankruptcy results in problems relating to the ability of the contractor(s), its qualifying party(ies), or any of its principal owners or principal shareholders to engage in the business of contracting, as demonstrated by their prior contracting business experience.
Ms. Kris Fitch read the allegations against DOBSON HOMES, INC. then asked if a representative of DOBSON HOMES, INC. was present. Mr. Dennis Dobson representing Dobson Homes, Inc. was present. Mr. Dobson came to the stand, was sworn in and stated he returned his Commercial license to back in March, 2010 and the Bankruptcy paperwork should have listed the Louisiana State Licensing Board for Contractor’s on it and Mr. Dobson thought his attorney had sent this document to the Board. He did not realize this until he received the Notice of Hearing letter for the Board Meeting.
A MOTION was made by Mr. Meredith and seconded by Mr. Clouatre to accept the resignation of his Commercial License Number 44675 and his Residential License Number 83240 by DOBSON HOMES, INC. The Motion passed.
◙ Continuances - Compliance Hearing(s):
ENGlobal Construction Resources, Inc. (Unlicensed)
Continuance/Administrative Hearing – Consider an alleged violation by ENGlobal Construction Resources, Inc. of the provisions of Louisiana R. S. 37:2150-2192, the Contractors’ Licensing Law, and in particular Section 2160 (A,1), and consideration of applicable penalties therein. This hearing is being called for reason that on information and belief, ENGlobal Construction Resources, Inc., acted as a contractor to perform work on the South Louisiana Ethanol Plant project in Belle Chasse, Louisiana in the amount of $8,620,336.89 without possessing a Louisiana state contractor’s license.
Ms. Bobbie Hughes read the allegations against ENGLOBAL CONSTRUCTION RESOURCES, INC. then Ms. Hughes presented a Settlement Offer from ENGlobal Construction Resources, Inc., which stated that they were pleading No Contest and offering a Settlement of $2,500.00 plus Administrative Fees.
A MOTION was made by Mr. Weston and seconded by Mr. Meredith to reject the Settlement Offer. The Motion passed.
River City Fire Protection, Inc. (CL #30904)
Continuance/Administrative Hearing – Consider an alleged violation by River City Fire Protection, Inc., of the provisions of Louisiana R. S. 37:2150-2192, the Contractors’ Licensing Law, and in particular Section 2158 (A,4), and consideration of applicable penalties therein. This hearing is being called for reason that on information and belief, River City Fire Protection, Inc., entered into a contract with an unlicensed general contractor to perform work on the Wal-Mart #543 Remodel project in Opelousas, Louisiana.
Ms. Bobbie Hughes read the allegations against RIVER CITY FIRE PROTECTION, INC. then asked if a representative of RIVER CITY FIRE PROTECTION, INC. was present. Ms. Hughes gave a brief synopsis of the allegations against RIVER CITY FIRE PROTECTION, INC and a summary of the previous hearing held in July regarding the project site.
Mr. Delbert Thompson was present. Mr. Thompson came to the stand, was sworn in then pleaded No Contest and made a statement to the Commercial Board regarding the allegations that he performed work on the Wal-Mart #543 Remodel project in Opelousas, Louisiana.
Board Member asked Mr. Thompson if he was paid for the work he performed on this job. Mr. Thompson stated he didn’t receive any money and that he spent about $17,000.00 on the project.
A MOTION was made by Mr. Jones and seconded by Mr. Meredith and Mr. Clouatre to accept the No Contest plea of RIVER CITY FIRE PROTECTION, INC. The Motion passed.
A MOTION was made by Mr. Jones and seconded by Mr. Fenet to assess RIVER CITY FIRE PROTECTION, INC. a fine of Administrative Fees associated with these proceedings only. The Motion passed.
◙ Compliance Hearing(s):
Abarca Painting Co. LLC (Unlicensed)
Administrative Hearing – Consider an alleged violation by Abarca Painting Co. LLC, of the provisions of Louisiana R. S. 37:2150-2192, the Contractors’ Licensing Law, and in particular Section 2160 (A,1), and consideration of applicable penalties therein. This hearing is being called for reason that on information and belief, Abarca Painting Co. LLC, acted as a contractor to perform work on the University Crossroads Condominiums project in Baton Rouge, Louisiana in the amount of $90,571.00 without possessing a Louisiana state contractor’s license.
Ms. Bobbie Hughes read the allegations against ABARCA PAINTING CO. LLC then asked if a representative of ABARCA PAINTING CO.LLC was present. Mr. Augusto Abarca Painting Co. LLC was present. Ms. Hughes gave a brief synopsis of the allegations against ABARCA PAINTING CO. LLC. Mr. Abarca came to the stand, was sworn in then pleaded Not Guilty. Ms. Laborde called Investigator, Bill Campbell to the stand and he was sworn in. Ms. Laborde questioned Mr. Campbell’s regarding his duties as a compliance investigator and his investigatory findings. Ms. Laborde reviewed the exhibit packet with the investigator. Ms. Laborde requested the exhibit packet for Abarca Painting Co. be received into the record. Judge White accepted the exhibit packet into the record.
Mr. Abarca questioned Mr. Campbell if he had ever seen any signed Bids by Mr. Abarca for the amount of $90,000.00. Mr. Campbell responded no. Ms. Laborde questioned Mr. Abarca about Exhibit #2 document entitled Request for Labor & Material Proposal – Building Repairs. Mr. Abarca responded he sent a Fax to Mr. Gary Park stating that he cannot bid work over $50,000.00.
Ms. Laborde questioned Mr. Abarca about the work he performed. Mr. Abarca responded he was asked to perform the work on one (1) building for $19,800.00, if the workmanship passed then he would be awarded the contract for the other buildings. Mr. Abarca presented his documents into the record. Judge White accepted all the documents into the record.
Board Members questioned Mr. Campbell if the project was performed. Mr. Campbell responded no, the University could not afford it the owners complained they had an unlicensed contractor doing the work that would exceed the $50,000.00 limit. The first building was done as a sample of the workmanship if the workmanship passed then Mr. Abarca would be awarded the contract for the other buildings.
A MOTION was made by Mr. Lambert and seconded by Mr. Fenet and Mr. Dupuy to dismiss the matter against ABARCA PAINTING CO.LLC. The Motion passed.
Advantage Insulation L.L.C. (Unlicensed)
Administrative Hearing – Consider an alleged violation by Advantage Insulation L.L.C. of the provisions of Louisiana R. S. 37:2150-2192, the Contractors’ Licensing Law, and in particular Section 2160 (A,1), and consideration of applicable penalties therein. This hearing is being called for reason that on information and belief, Advantage Insulation L.L.C., acted as a contractor to perform work on the New Homes-Presley Housing project in Lake Charles, Louisiana in the amount of $123,787.00 without possessing a Louisiana state contractor’s license.
Ms. Bobbie Hughes read the allegations against ADVANTAGE INSULATION, L.L.C then asked if a representative of ADVANTAGE INSULATION, L.L.C was present. Mr. Chris Turton and Mr. Arvelien Ardoin representing Advantage Insulation were both present. Both Mr. Turton and Mr. Ardoin came to the stand each was sworn in then pleaded No Contest, answered questions and gave testimony to the Commercial Board regarding the allegations.
Board Members questioned Mr. Turton and Mr. Ardoin about the percentage of work completed. Mr. Turton responded when they received the Cease and Desist Order they were about 90% complete. Ms. Hughes commented to the Board that Advantage Insulation, LLC is registered with this Board as a home improvement contractor.
A MOTION was made by Mr. Meredith and seconded by Mr. Clouatre to accept the No Contest plea of ADVANTAGE INSULATION, L.L.C. The Motion passed.
A MOTION was made by Mr. Weston and seconded by Mr. Lambert to assess ADVANTAGE INSULTATION, L.L.C a fine of Administrative Fees associated with these proceedings only. The Motion passed.
Landry Custom Concrete, LLC (Unlicensed)
Administrative Hearing – Consider an alleged violation by Landry Custom Concrete, LLC, of the provisions of Louisiana R. S. 37:2150-2192, the Contractors’ Licensing Law, and in particular Section 2160 (A,1), and consideration of applicable penalties therein. This hearing is being called for reason that on information and belief, Landry Custom Concrete, LLC, acted as a contractor to perform work on the New Homes-Presley Housing project in Lake Charles, Louisiana in the amount of $224,564.00 without possessing a Louisiana state contractor’s license.
Ms. Bobbie Hughes read the allegations against LANDRY CUSTOM CONCRETE, LLC then Judge White asked if a representative of LANDRY CUSTOM CONCRETE, LLC was present. Mr. Donald Landry, representing Landry Custom Concrete, LLC was present. Mr. Landry came to the stand was sworn in then pleaded No Contest, answered questions and gave testimony to the Commercial Board regarding the allegations that Landry Custom Concrete, LLC performed work on the New Homes-Presley Housing project in Lake Charles, Louisiana.
Board Members questioned Mr. Landry what percentage of this project has been completed. Mr. Landry responded when they received the Cease and Desist order they were about 60% complete. Ms. Hughes commented to the Board that LANDRY CUSTOM CONCRETE, LLC is registered with this Board as a home improvement contractor.
A MOTION was made by Mr. Meredith and seconded by Mr. Clouatre to accept the No Contest plea of LANDRY CUSTOM CONCRETE, LLC. The Motion passed.

Attorney Miller and Mr. Allen both came to the stand, Mr. Allen was sworn in then Attorney Miller stated they were pleading No Contest and made a statement to the Commercial Board regarding the allegations against River City Builders, Inc.
Board Members questioned Mr. Landry if any work was done. Attorney Miller stated that work had been performed until the Cease and Desist order was issued on the project. Board Members questioned River City Builders, Inc. as to who would finish the work. Attorney Miller responded that they are in the process of finding other contractors to complete the work.

Mr. Dale Glover representing D and D Electric, LLC was present. Ms. Hughes gave a brief synopsis of the allegations against DALE GLOVER DBA D AND D ELECTRIC, LLC. Mr. Glover came to the stand, was sworn in then pleaded Guilty, to the allegations.
Mr. Glover stated that he did not realize that his license had expired and as soon as he did he stopped all work, notified the permit office and notified the Builder. Mr. Glover also stated that he has closed the business and will not review the expired license.

Ms. Bobbie Hughes read the allegations against JACK COLCLASURE then asked if a representative of JACK COLCLASURE was present. Mr. Jack Colclasure was present. Ms. Hughes gave a brief synopsis of the allegations against JACK COLCLASURE. Mr. Colclasure came to the stand, was sworn in then pleaded No Contest.
Mr. Colclasure was questioned by Board Members and Ms. Laborde questioned Mr. Colclasure about Tab #3 in the Exhibit Packet. Mr. Colclasure made a statement to the Board that he had begun the work, but became sick and could not complete the project but told the owner that he would remain as the responsible party.
Board Member questioned Ms. Hughes if Mr. Colclasure was previously found guilty of loaning his license before the Board. Ms. Hughes responded that the Board dismissed the previous allegation and also stated that the Minutes from the previous Board Meeting are in the exhibit packet.

Request for Reconsideration – by M & R DRYWALLS, INC., Pampano Beach, FL to rescind the civil penalty and revocation of its Louisiana State Commercial License Number 41248 for not having a current qualifying party in place.
Ms. Kris Fitch read a Request for Reconsideration of the civil penalty submitted by M&R DRYWALLS, INC. then asked if a representative of M&R DRYWALLS, INC. was present. There was no response.
Ms. Fitch reported that the qualifying party had been in the hospital, when the office clerk filled out the Application, she accidently removed their qualifying party from the application. The qualifying party has never left the company and M&R Drywall are requesting the Board reconsider the revocation of their license and reinstate their license.
Board Member asked Ms. Fitch if M&R Drywalls had provided staff with proof of payroll that the qualifying party has maintained employment through out all this. Ms. Fitch responded yes.
A MOTION was made by Mr. Clouatre and seconded by Mr. Dupuy to reinstate Commercial License Number 41248 held by M&R DRYWALL, INC. The Motion passed.
Request for Reconsideration of Settlement Counter Offer – by HEATH BASTOE relating to decision to reject the Settlement Offer of 500.00 Administrative Fees associated with these proceedings submitted by HEATH BASTOE and assess HEATH BASTOE a fine of $2,000.00 plus $500.00 Administrative Fees associated with these proceedings for a total of $2,500.00 at the July 29, 2010 Commercial Board Meeting.

Building Committee
Mr. Graham report that this Committee has been working to upgrade the Audio and Sound system in the Board Room.
Classification and Testing Committee
Mr. Weston stated that Mr. Dupuy would give the Classification and Testing Committee Report after the Residential Building Committee Report.
Legislative/Rules and Regulations Committee
Mr. Gallo stated that Doug Traylor and Kris Fitch working to get our Rules up to date.
Mr. McDuff stated that our Rules and Regulations have not been updated since 1996. In about thirty (30) days a draft of those new Rules and Regulations will be prepared.
