SUBJECT: Container Management and accountability of GWOT purchased equipment.

References: FORSCOM Annex F TO FY07 Reset FRAGO, dated 28 September 07; 1st Army Guidance for Accountability of Equipment Purchased with Contingency/Global War on Terrorism Funds, Message 0-060, dated 7 July 06.

Fort Sill has been designated as an official MOB/DMOB station to accommodate the management and processing of containers used for GWOT. The Unit Movement Office (UMO) located in building 2276, Fort Sill OK 73503, Tel # 580-442-2601, is the primary proponent for the execution of this mission. All units participating in this process will be required to coordinate directly with the UMO representative prior to reporting to Fort Sill, to eliminate all distractions or misconceptions. Please do not travel to Fort Sill without prior coordination. The UMO is not involved in the reset procedures for unit equipment returning from OIF/OEF.

Upon notification, the unit will be required to provide the appropriate number of personnel to unload the container(s) for inspection by the supply accountability team (SAT). Units are responsible for making their own travel arrangements to and from Fort Sill. The UMO representative, will provide directions to the container storage site as needed, when the unit representatives arrive in the Lawton/Fort Sill area. The hours of operation are 0800-1530.

Containers arriving on Fort Sill will not be forwarded. All containers will be unloaded and the contents transferred into line haul trailers for shipment to the unit’s location. The unit will be required to have personnel on hand to unload the trailers as soon as they arrive at the location. If the trailer cannot be unloaded and the trucking company returns the load to Ft Sill, the unit will be responsible for all financial obligations incurred in the shipment back to Ft Sill, and the cost of reshipping the load back to their home station. If the trucking company decides to leave the trailers on site, the unit will be responsible for paying all incurred expenses. Ft Sill will only be responsible for the initial transportation costs from the installation to the unit’s home station.

The unit is responsible for providing documentation, (i.e. property book records, hand receipts, purchase receipts etc.), to prove that any item that falls in the questionable category is their authorized property. Items that cannot be accurately accounted for will be confiscated. The SAT will determine the disposition of the item(s) and provide the unit with the appropriate instructions needed to finalize the transaction. Unit personnel will be required to adhere to the container yard rules furnished by the Yard Master. It is essential for units to arrive fully prepared to execute the mission.

After completion of the repackaging, the unit will be required to complete the shipping/freight documents (DD Form 1149, Hazardous Cargo documentation etc.), in accordance with the instructions provided by the freight officer, to facilitate the onward movement of their equipment to their home station. It is imperative that unit representatives have the correct DODAAC for the unit’s home station and the correct DODAAC for the shipping location, if it is different from the unit’s primary location. If the DODAAC(s) is not correct, the shipment will not occur until the correct information is furnished. The unit will also be required to furnish two points of contact, their telephone numbers and e-mail addresses.

Please understand that we do not control the trucks once the load has been released to the trucking company. We strive to get your property to you on the date you requested, but sometimes for reasons beyond our control, it may not get there on time. Periodically, we have trouble finding transportation to certain parts of the country. Although rare, when it does occur, situations like these will have a big impact on your delivery date and time. Consequently, when you decide on a delivery date, please allow for emergencies. Our team will do everything within our capabilities to accommodate your request. Cooperation between all parties involved is paramount.
