The other is a typoSTATEMENT OF WORKBreaker RefurbishingBackground for the Modification In accordance with VHA Directive 1028, Electrical Power Distribution System, the Pittsburgh Health Care system is required to provide and maintain uninterruptable power of the electrical distribution system. In order to maintain this electrical distribution system the Veterans Administration Pittsburgh is required to test and exercise circuit breakers located in switchgears, switchboard, and distribution panels to ensure operation under overload, and short circuit conditions at least every 36 months. Previously a contractor preformed the Triennial Breaker testing at University Drive to ensure their proper operation. During the testing a number of breakers failed to operate properly and were in need of replacement. These breakers will require repair by refurbishing, rebuild and replacement depending on the availability of parts and their internal components. It is expected that refurbished or replacement breakers will be in kind to the existing breakers except for the frames. ScopeProvide all the materials, labor, equipment, supplies and supervision to remove, repair and replace all breakers identified in the inventory of failed breakers table listed below and Attachment A. The breakers are be refurbished or replaced will all new components except for the frames. There are 810 total breakers, 1 ATS, and the correction of phase terminations in Building 5. That are required rebuilding in Buildings 1,5, 10, and 30. All work to be in accordance with NFPA 70E, ANSI Z535.4 and the National Electrical Code.Specific TasksProvide and install 810 refurbished breakers to include all new components. Perform testing on all 8 10 refurbished breakers to ensure proper operation and consistent operation. Provide at least 1 year warranty according to the NETA standards to include all labor and material. beobtainedfromtheappropriate Office(typicallywithinEngineeringorSafetyservice).The EnergizedElectricalWorkPermitshallincludeElementsofWork PermitidentifiedinNFPA 70E.Anyenergizedelectricalworkplanmusthavetheprior knowledgeandapprovalofthemedicalfacilityDirector.However,theChiefofEngineeringServicemayapprove energizedelectricalworkplanforBranchCircuits(i.e.,thosecircuitsandcomponentsthereof fromthefinalovercurrentprotectingdevicesto theoutlets)thatdo notservethecriticalpatientcareareas,suchasSurgeryRooms,CriticalCare,IntensiveCare,DialysisUnits,IsolationRooms,CatheterizationLaboratories,EmergencyRooms, orSterile ofpowersupplies(PrimaryandRedundantFeeds)comingfromtheUPC,atestiscoordinatedwiththeUPCtomaintainthetie-circuitbreaker,ortransferswitchfor suchsystemevery36-months.Where requiredbyNFPA70,NFPA99, orNFPA101,anEssentialElectricalSystem(EES)isprovidedforeachbuilding;it mustincludethefollowing:EESmustconsistofanalternatesourceofpower,allconnectedelectricalpowerdistributionsystems,andancillaryequipmentThe EESmusthaveaminimum oftwoindependentsourcesofpower:anormalsourcegenerallysupplyingelectricalpowerto theentireElectricalPowerDistributionSystem,andoneormore alternate sourcesforusewhen thenormalsourceofpoweris interrupted.The alternatesourcemust beoneormoreemergencygenerator(s) locatedon thefacilityproperty.NOTE:Whenthealternatesourcerequirementsaresufficientlysmall,astoredenergy(battery)suppliedsource restrictedonlyto theEES.ThistestrequirescoordinationwiththelocalUPC.The mainelectricalswitch,ownedbythelocalUPCthatservesthemedicalfacility,must beopenedtosimulateatotalelectricalpoweroutage.Thisswitchis toremainopenedforaminimum of4hourscontinuously.Duringthistime,thefacility’sstaffmusttest,inspect,andrecordtheoperationoftheEES,includingallrelatedcomponents.Deficienciesfoundin theEESmust berecordedpromptly,andcorrectedinatimelymanner.Thistestmaybeincorporatedinto thefacility-wide disaster drillsrequiredbyTheJointCommission.Moreover,anunscheduledfacilitypower outageofatleast 4hourscontinuousdurationmaybedocumentedandconsideredtheequivalentoftheEEStest,providingthatallrequirementslistedinsubparagraph4b(11)(b)aremet.Testing,maintenance,andexercisingoftheEES,includingallrelatedcomponents, mustbeexecutedtomeettherequirementsofNFPA99andNFPA110, whicheverismore stringent.Transformers,includingallrelatedcomponents, areinspected,tested,andmaintainedevery36 months.Thefollowingis aminimumlistofitemsto beinspected,tested,andmaintained:Transformersof500Kilovolt-Amps(kVA)orlargermust becleanedexteriorly,inspectedfor signsofoverheatingwithinfra-redthermaldetectingequipment,andinspectedforanydamageto thehousing,connectionpoints, orinsulation.Liquidcooledtransformersmusthavethecooling liquidtestedandreplaced,whentestsindicate thattheliquid nolongermeetsmanufacturer’sspecification.Theliquid must bere-filledtomeetthemanufacturer’sspecification.Drytype transformersmust bethoroughlycleanedexteriorly,andinspectedforoverheatingwithinfra-redthermaldetectingequipment.Electricalequipment(including,butnotlimitedtoswitchgears,switchboards,distributionpanels,motorcontrolcenters,andallrelatedcomponents)isinspected,tested,maintained,and/orcalibratedevery36months,andallworkmustbedocumented.NOTE:TheNationalElectricalTestingAssociation(NETA)providesguidancewhichisconsideredbestpracticeforthemaintenanceofelectricalequipment;thesepracticesshouldbefollowedtotheextentpossible.5Use lint-free ragsto cleanconductors,contactpointsbetweenthecircuitbreakersandmainbussbars,bussbarsandinterioroftheelectricalequipment.Useavacuumcleanertoremovelargedebris;compressedairis not to beusedforthispurpose.Visuallyinspectfor
