Funding request from St. Albans Boosters in the amount of $37,252.86 for restrooms/concession updates (total cost of project is $67,252.86, labor being done free as to electrical; block, labor and material at cost; City of St. Albans is demolishing and removing old restrooms at their cost))

Grant Coordinator, Jennifer Herrald ensured that this meets the Commission’s criteria.

Commissioner Carper moved for approval of the funding request from St. Albans boosters in the amount of $37,252.86. Commissioner Hardy seconded. Motion carried. Councilwoman Helen voted affirmative.

Discussion regarding request for funding in the amount of $8,000.00 from the Rand Caring Education Association, Inc., for new carpet, restrooms, computer, stove and dry-erase board from Coal Severance Funds

Mayor of Chesapeake, Damron Bradshaw stated that all of the mayors agreed that this was a very worthy cause.

Commissioner Hardy moved for funding in the amount of $8,000.00 for the Rand Caring Education Association, Inc. Commissioner Shores seconded. Motion carried.

Presentation concerning Diversity Leadership Academy and Commission participation therein

Jeff Woods informed the Commission on the Diversity Leadership Academy. Mr. Woods defined Diversity as a celebration of our differences. The Academy will train individuals on what diversity means and what it can mean for our community and businesses. The program is one day a month for six months. The goal of the program is to teach individuals how to manage diversity. The program will start in July and end in December. Right now, the tuition is $750 to $1,500. Currently, the Diversity Leadership Academy has raised $50,000 plus in-kind gifts. Mr. Woods requested for the Commission to endorse the program. Commissioner Carper requested information on how much the Academy’s sponsors are donating. Brent Pauley was directed to set up an informational meeting for the Elected Officials in reference to the Diversity Leadership Academy.

Discussion regarding the possibility of implementation of a Four Day Work Week for County Offices

The Assessor’s Office is reviewing the possibility of implementing a four day work week. Commissioner Carper raised the question that he did not see a fiscal note in the Assessor’s Office memo. Phyllis Gatson stated that it would not cost anymore money for her office to implement the program. The Assessor’s Office has a total of 85 full time employees. For this program, the Assessor will not be asking the Commission for any additional employees. Mrs. Gatson stated that her office would implement the program on a temporary basis to see how it works. Commissioner Carper expressed his concern about the other Elected Officials complaining about having the resources to implement the program as well. Also, Commissioner Carper expressed concern about the accessibility to the public. Under the Assessor’s Office proposal, the Office would continue to close at 5 pm on Monday, Tuesday, Wednesday, and Friday. If they were to increase their hours it would result in additional cost.

Commissioner Hardy stated that he is not supporting adding any extra people or cost. Commissioner Carper requested that the Assessor’s Office give the Commission a written commitment that this is not going to cost additional money and they are not going to ask for additional employees.

Update regarding Upper Kanawha Valley Public Service District and Chelyan Public Service District merger

Deputy Planning Director, Andrew Gunnoe stated that there are three possible options. One, take no action. Two, consolidate the Upper Kanawha Valley Public Service District, Chelyan, and Pratt. Three, consolidate the Upper Kanawha Valley Public Service District’s sewer with Chelyan and their water with Pratt. Joyce McPhail stated that she opposed consolidating all three. Lanny Toney stated that the Upper Kanawha Valley PSD is okay with their water going to Pratt. Mayor Neese stated that the citizens of Pratt are totally against a merger of wastewater because they have a facility and an investment in it.

Commissioner Hardy is willing to support a plan where the rates are frozen and where the employees get a chance to work for a new public service district. The law requires a vote on this.

Mayor Neese stated that Pratt would be happy to acquire the water. However, the Town would still need $75,000.00 to replace the intake valve.

Steve Hopkins requested that the Commission consider another option, letting Pratt handle everything. Under this option Pratt would take over the Upper Kanawha Valley Public Service District’s sewer and water. Lanny Toney stated that he did not want to give Pratt the sewer.

Commissioner Hardy stated regardless if a merger takes place, Pratt’s intake valve will need to be replaced.

Grant Coordinator, Jennifer Herrald will add Pratt’s fencing request for water tanks to the Homeland Security Grant request.

Commissioner Hardy stated that he supports the Upper Kanawha Valley Public Service District’s water going to Pratt and its Sewer going to Chelyan.

PUBLIC HEARING

Objection of demolition of two structures located at 341 Rockwood Avenue, Diamond, West Virginia, owned by Wayne Turner (total cost of demolition is $23,846.10, with a lien placed on property at time of demolition)

Karen Hastings, Wayne Turner’s sister spoke on his behalf. Ms. Hastings stated that Mr. Turner objected to the demolition of the two structures. Ms. Hastings requested an extension of six months, because Mr. Turner, at the current time, is not financially able to demolish the two structures himself.

John Luoni has been in charge of Mr. Turner’s demolition case and he has used his independent judgment. Mr. Luoni stated that the first complaint about these two structures was received in October 2006. Mr. Turner was notified in August of 2007 that the County intended to demolition the two structures.

County Attorney, Marc Slotnick stated that the County has followed due process. Staff has informed the Commission that this is a clear and present danger and it needs immediate action.

AGENDA ITEMS

Discussion regarding Comprehensive Wastewater Management Plan

Deputy Planning Director, Andrew Gunnoe reported that the Planning Department has developed a RFP for a Comprehensive Wastewater Study.

Update regarding the need to upgrade the existing back-up generator or add an additional back-up generator at the Judicial Building

Some of the wiring can be reconfigured on the current generator. There will be a proposal for the reconfiguration of the current generator and a proposal for a new back-up generator. The proposals will be ready by the May 22, 2008 meeting.

Discussion including, but not limited to, the projected carryover of $1,000,000 from 2007-08 to the next Fiscal Year, replenishment of the Stabilization Fund and allocation for Courthouse Complex improvements

Deputy County Manager/Comptroller reported that currently, the stabilization fund is $700,000 short. The stabilization fund is supposed to be $3,000,000. The remaining $300,000 will be used for capital improvements.

Commissioner Carper moved for $700,000 to go into the Stabilization Fund and $300,000 to be used for capital improvements. Commissioner Hardy seconded. Motion carried.

Discussion including, but not limited to, anticipated funding requirements in the approximate amount of $75,000 $125,000 for the May, 2008 Primary election

The anticipated total cost of this year’s elections was $800,000. There was a shortfall of $125,000. The paper cost $0.52 per sheet.

The Jail bill is current and it is less than what was budgeted. The Jail bill is down $30,000 to $40,000 per month.
