COMMISSIONER’S PROCEEDINGS
REGULAR SESSION
June 10, 2016
The Lyman County Commissioners met in regular session in the Conference Room in the Courthouse at Kennebec, South Dakota, June 10, 2016, at 8:30 a.m. with the following members present: Chairman Ryan Huffman, Steve Perry, Adam Ehlers, Kim Halverson, Leroy Choal and Auditor Pam Michalek. Also present were: Debra Halverson, Brad Karlen, Mike Arnoldy, Dick Stanley, Dennis Stanley, Jim & Karen Gilman, Steve Taylor, Commissioner Nominee Gary Diem and Lyman County Herald Editor Lucy Halverson.
CALL TO ORDER:
Chairman Huffman called the meeting to order with the pledge to the flag.
CITIZEN INPUT:
Deputy Auditor Debra Halverson addressed health insurance from a county employee’s standpoint. Dennis Stanley provided 3 graphs: 1) live cattle futures from March of 2015 through May of 2016; 2) Kansas City wheat futures from August of 2014 through May of 2016; 3) County property tax increase from 2015 with projected taxes for 2017 on a quarter of land, assuming the 1.20 RB mill levy remains and a 2.9% budget increase. Along with his graphs he requested the county not build reserves but levy enough to get by for the present time. Mike Arnoldy wanted the Commission to know this issue on health insurance is not a personal attack, but with taxes at the current level he didn’t think the farmers were going to see a profit. Dick Stanley suggested the Commission might change their meetings to night time so the working people could attend. Commissioner Ehlers presented a chart referencing counties by population, road miles & Commissioners salary which he felt represented counties that provide health insurance for commissioners and counties that do not. He explained his dissatisfaction with our health insurance renewal process.
Chairman Huffman thanked the citizens in attendance for their input.
Commissioner Ehlers made a motion that Commissioner’s not receive health insurance at the next renewal in April 2017.
Chairman Huffman asked if there was a second to the motion. There being no second the motion failed.
Commissioner Ehlers made a motion that if the Commissioner’s wanted to retain health insurance coverage the salary needed to be reduced by $500.00 monthly beginning January 1, 2017.

Discussion followed comparing the cost of the grandfathered plan and ACA plan which was accepted by the Commission in March 2015. Dick Stanley thanked Commissioner Adam Ehlers for his motions and reiterated that being a Commissioner is a civic duty.
All citizens in attendance left the meeting except Commissioner Nominee Gary Diehm and Lucy Halverson.

Motion by Choal, seconded by Perry to accept R&J Gravel’s bid of $5.50 per ton for crushed & screened gravel at the Reuer Pit.
All voting aye.
APPROVE MINUTES:
Motion by Halverson, seconded by Choal to approve the minutes of May 17, 2016. All voting aye.

Motion by Perry, seconded by Ehlers to approve the following building permits: Larry Moore, PO Box 65, Vivian – 18’ X 26’ metal frame building – Lots 5 & 6, Block 9, MLC; Karlen Ranch, PO Box 1343, Reliance – 2 Grain Bins – 1 in Reliance Twp. (Unorg) 32-105-73 & 1 in Lafayette Twp. (Unorg) in 14-106-73. All voting aye.
4-H YOUTH ADVISOR:
Misty Welter informed the Commission she has been awarded the Regional’s Best News Column by the SD Association of Extension/4-H Professionals and the regional winners are in contention for the National Award. Misty also asked for Commission approval to attend the National 4-H Convention in New Orleans during October. Board consensus is to address the request at their next regular meeting when current budget figures are available and Brule County has made a decision. Misty also spoke about upcoming Achievement Days and the Horse Show.
DISTRICT III DIRECTOR:
Greg Henderson supplied the Commission with the 2015 Performance Report. Discussion followed about the rural site analysis being completed for Lyman County. There are companies wanting to locate in rural South Dakota and with Lyman County being divided by I 90 there are multiple opportunities to develop ag related businesses. Greg also provided pamphlets on the Governor’s House Program, which will be placed at the entrance to the Treasurer’s Office. Commissioner Ehlers asked Greg to have District III draw up applications for future bridges. Motion by Perry, seconded by Choal to approve the Statement of Extension to the Joint Cooperative Agreement with District III for 2017. All voting aye.
2016 OFFICIAL PRIMARY ELECTION CANVASS:
At 10:30 a.m. the Commission canvassed the votes of the June 7, 2016 Primary Election. Motion by Choal, seconded by Halverson to approve the following results. All voting aye.

HIGHWAY/WEED DEPT:
Supt. Long presented numerous pictures on the damage north of Reliance due to 6” of rain Memorial Day. One culvert located by Kent Hamiel’s is estimated at $18,000.00 to $20,000.00 and two culverts on the Straka Bottom are estimated at $60,000.00 with possible dirt work of $40,000.00. Motion by Halverson, seconded by Choal to approve an Application for Occupancy on the Right of Way at 333rd Ave. submitted by Golden West Telecommunications. All voting aye. Motion by Halverson, seconded by Perry to approve a Right of Way Certificate and Utilities Certificate for BRO 8043(08) (Medicine Creek Bridge). All voting aye.
Motion by Perry, seconded by Ehlers to approve Bid Letting Authorization for BRO 8043(08). All voting aye. Supt. Long also reported he may lease another tractor for mowing. Commissioner Choal requested the Hwy. Dept. gravel 100’ of Lynn Leichtnam’s road and fix a section line road between Lafferty’s and Straka’s. Supt. Long reported 7 miles of CORD 2 have been graveled along with other small sections elsewhere. Other planned projects include CORD 8, CORD13 and CORD 12 and 1 mile of CORD 28. Two quotes were received for the purchase of a 950M Loader. After discussion, motion by Ehlers, seconded by Perry to authorize up to $8,000.00 per month for rental of a loader. All voting aye.
11:25 a.m. EXECUTIVE SESSION:
Motion by Halverson, seconded by Ehlers to enter into executive session per SDCL 1-25-2 (1).
11:30 a.m. Chairman Huffman declared the board out of executive session.
ADJOURNMENT:
Motion by Ehlers, seconded by Perry to adjourn until June 21, 2016 at 8:30 a.m. All voting aye.
