Project StatusA This project is a US$140,000 Bank-executed on behalf of the Recipient grant from the Trust Fund for Statistical Capacity Building (TFSCB). The Grant Agreement was signed between the World Bank and the Economic Affairs Division of the Government of Pakistan on November 25, 2015. The direct counterpart for the project is the Pakistan Bureau of Statistics. This is the first request to restructure the project. The objective of the grant is to help the Pakistan Bureau of Statistics with: the re-basing of the CPI; improving sampling for the HIES, Population and Agricultural Censuses; the implementation of the HIES/PSLM; and the implementation of CAPI to collect price data. Objective a): To help the Pakistan Bureau of Statistics with the re-basing of the CPIRebasing of the CPI has two main components. The first part involved updating the item budget shares in the CPI using a more comprehensive income and expenditure survey. This survey known as the Household Income and Consumption Survey (HICS) was implemented from July 2015 to June 2016. The data is out of the field and is now being prepared by the PBS to be shared with the Bank. Going forward, the focus will be on incorporating rural price data into the CPI. Field visits by the PBS staff to learn from other countries’ experiences will also be arranged.Objective b): To improve the sampling frame for the HIES/PSLM, Population Census and Agricultural CensusPrior to the field data collection, technical training was provided on sampling and design of the HICS 2015-16 survey. Starting November 2015, PBS shifted its focus and resources on the long overdue population census. The project also provided technical training for the population census. However, due to internal problems and certain disagreements at the provincial level, the census has been indefinitely delayed. As the census was supposed to start in March 2016, most of the time between December 2015 and June 2016 was taken up in planning and possibly fielding the population census. However, as the census is now postponed, the PBS has shifted focus back to the HIES survey and piloting CAPI for the collection of price data used in the CPI. Discussions to improve the HIES consumption module with PBS are underway with particular emphasis on capturing food consumed away from home more adequately. Objective c): the implementation of CAPI to collect price dataAs mentioned in (1) above, the budget shares for the CPI will be obtained using the new HICS 2015-16 data. As for the prices, discussions on the CAPI pilot are underway and will be fielded in the coming months. This will help in collecting price data in both rural and urban regions to get at a more representative CPI for the country. The project will finance the purchase of tables to pilot the CAPI approach..C.
