LEBANON VALLEY COLLEGE is pleased to comply with state (The College and University Security Information Act [PA Act 73, 1988]) and federal (The Student

Right-to-Know and Campus Security Act of 1990 [Public Law 101-542]) laws requiring that colleges make security information and campus crime statistics available to all prospective and current students, and employees. This document summarizes crime prevention policies and refers the reader to the sources of the complete policies. Campus crime statistics for the three most current calendar

years are included. This booklet is updated and published annually by the Office of Public Safety with assistance from the Office of Student Affairs.

Description of the College

Lebanon Valley College is a private, coeducational college in Annville, Pa. The College offers more than 40 undergraduate majors plus self-designed majors and a range of minors, concentrations, and pre-professional options, as well as graduate degree programs in athletic training, business administration, music education, physical therapy, science in STEM education, speech-language pathology, and a fully online MBA.

Overview of the Office of Public Safety

The Lebanon Valley College Office of Public Safety, located at 148 North College Avenue, Annville, Pa., 17003, is staffed 24 hours a day, 365 days per year. The office includes a director, seven full-time officers and several part-time officers. None of the officers has arrest authority; however, several members have experience from law enforcement careers.

Officers have the authority to ask persons for identification and to determine whether individuals have lawful business at Lebanon Valley College. LVC officers have the authority to issue parking tickets, which are billed to financial accounts of students, faculty, and staff.

Officers do not carry firearms but have radios capable of inter-connecting with the telephone system and with Lebanon County Emergency Dispatch, the Annville-Cleona Fire Division (ACFD), and the Annville Township Police Department (ATPD).

College policy prohibits any member of the campus community, including public safety personnel, from using or carrying firearms, explosives (including firecrackers), or other dangerous articles or substances on campus property.

Though there is no memorandum of understanding, the Office of Public Safety cooperates with federal, state, county, and local police authorities. Staff meets on a routine basis with the ATPD and other emergency management agencies to discuss campus and community incidents and share information. If assistance is needed with a major campus incident, the ATPD and/or other law enforcement agencies are asked to assist. All crime statistics are reported as required by law.

Public safety refers alleged violations of the Student Code of Conduct to the vice president of student affairs and dean of students or their designee for adjudication by the College.

Reporting Procedures

General Procedures for Reporting a Crime or Emergency

Community members, students, faculty, staff, and guests are encouraged to report all alleged crimes and public safety related incidents to the Lebanon Valley College Office of Public Safety in a timely manner.

Call public safety at 717-867-6111 (ext. 6111) to report an alleged crime or an emergency on the LVC campus. The same numbers are used to report a non-emergency security or public safety related matter. Officers are available at these respective telephone numbers 24 hours a day, 365 days per year.

Center, within the Center for Student Engagement (CSE). The CSE office is next to the elevator.

**Confidential reporting is available.

LVC public safety officers will investigate reports. All incident reports and investigatory findings are forwarded to the vice president of student affairs and dean of students or their designee for review and potential on campus judicial action.

If assistance is required from the Annville Township Police Department or the Annville-Cleona Fire District, LVC's Office of Public Safety will contact the appropriate agency. If a sexual assault or rape should occur, College staff on the scene, including public safety, will offer the victim a wide variety of services. LVC has a sexual misconduct policy.

Incidents should be reported to the LVC Office of Public Safety to aid in providing timely warning notices to the community, when appropriate, and to ensure inclusion in the annual crime statistics.

If you are a victim of a crime and do not want to pursue action within the College or the criminal justice system, you are still encouraged to make a confidential report with one of the College's confidential reporting resources noted above.

The purpose of a confidential report is to comply with your wish to keep the matter confidential, while taking steps to ensure the future safety of yourself and others. With such information, the College can keep an accurate record of the number of incidents; determine where there is a pattern of crime with regard to a particular location, method, or assailant; and alert the campus community to potential danger. Reports filed in this manner are counted and disclosed in the annual crimes statistics for the institution.

The College also provides access to the Campus Conduct Hotline (1-866-943-5787 or ), a confidential and anonymous way to alert College officials regarding unsafe or unethical behavior. Please note that this is not a first responder system. Therefore, in the case of an immediate emergency, please call 911. Links to and information regarding the Campus Conduct Hotline can also be found on the offices of public safety, counseling services, and human resources home pages.

Campus health care staff, pastoral counselors, and campus professional counselors, when acting as such, are not considered to be a campus security authority and are not required to report crimes for inclusion in the annual disclosure of crime statistics. As a matter of policy, they encourage clients of the procedures to report crimes on a voluntary basis for inclusion in the annual crime statistics.

Counselors are defined as:

Pastoral Counselor An employee of an institution who is associated with a religious order or denomination as someone who provides confidential counseling and who is functioning within the scope of that recognition as a pastoral counselor.

Professional Counselor An employee of an institution whose official responsibilities include providing psychological counseling to members of the institution's community, and who is functioning within the scope of their license or certification.
