|SUBJECT: |Academic Progress of State Board of Education-Authorized Charter Schools |

Summary of Key Issues

This Information Memorandum provides a summary of the academic progress of State Board of Education (SBE)-authorized charter schools for the 2015–16 school year. As the charter authorizer, the SBE must provide oversight monitoring of the charter schools it authorizes. The SBE has delegated this responsibility to the California Department of Education (CDE), and under the terms of the Memorandum of Understanding between the SBE and each SBE-authorized charter school, the CDE reviews California Assessment of Student Performance and Progress (CAASPP) English language arts (ELA)/literacy and mathematics academic test results. Additionally, the CDE reviews California Accountability Model and School Dashboard data which can be found on the CDE California Accountability Model & School Dashboard Web page at . In the course of oversight monitoring, if the CDE finds that a charter school failed to meet satisfactory academic progress, the CDE must provide recommendations to the SBE to take appropriate action, as deemed necessary, including issuing a notice of violation or revocation.

Senate Bill 1290 (Chapter 576, Statutes of 2012) and California Education Code Section 47607 require the charter authority that grants a charter shall consider increases in pupil academic achievement for all groups of pupils served by the charter school as the most important factor in determining charter renewal or revocation.

All SBE-authorized charter schools in operation and serving pupils in grade three through grade eight and/or grade eleven, must administer the CAASPP in the spring of each year. In 2015–16, the following SBE-authorized charter schools were in operation and administered the CAASPP:

• Academia Avance Charter

• Anahuacalmecac International University Preparatory of North America

• Barack Obama Charter

• Baypoint Preparatory Academy

• High Tech Elementary Chula Vista

• High Tech Elementary North County

• High Tech High Chula Vista

• High Tech High North County

• High Tech Middle Chula Vista

• High Tech Middle North County

• Lifeline Education Charter (effective July 1, 2017, authorized by Compton Unified School District)

• Magnolia Science Academy Santa Ana

• New West Charter

• Olive Grove Charter

• Paramount Collegiate Academy

• Ridgecrest Charter

• The School of Arts and Enterprise

• Thrive Public

The following SBE-authorized charter schools were in operation in 2015–16, but did not serve pupils in grade three through grade eight and/or grade eleven and therefore, did not administer the CAASPP:

• OnePurpose

• The New School of San Francisco

The following SBE-authorized charter schools were not in operation in 2015–16 and did not administer the CAASPP:

• International Studies Language Academy

• Prepa Tec Los Angeles High School

• Ross Valley Charter

• Wei Yu International Charter School

Academic Progress of State Board of Education-Authorized Charter Schools

The CDE reviewed 2016 California Accountability Model and School Dashboard data and the 2016 CAASPP test results for ELA/literacy and mathematics for the SBE-authorized charter schools. By comparing SBE-authorized charter scores with State scores within the Standard Not Met achievement level, it was determined that any SBE-authorized charter school had not made satisfactory academic pupil progress if the percentage of this school’s score in this achievement level exceeded the state’s score by more than 15 percentage points. The specific data that the CDE considered in making this determination were the English language arts/literacy and math academic indicators for all pupils in grade three through grade eight and grade eleven with valid test results. Additionally the CDE analyzed 2016 California Accountability Model and School Dashboard data and determined that those SBE-authorized charter schools that on the whole had indicators within the orange and red academic indicator bands did not make adequate academic growth.

Additionally, the CDE reviewed and analyzed the 2016 California Accountability Model and School Dashboard data based on inadequate change in Average Distance from Level 3 in either ELA and/or mathematics. Schools predominantly within the orange and red academic indicator bands are not making adequate academic progress.

The CDE notes that schools that predominantly fall within the blue, green, and yellow academic indicator bands are deemed to be making adequate academic progress.

For 2015–16, the CDE notes that there are nine SBE-authorized charter schools that were determined to have Met Progress and eight SBE-authorized charter schools that were determined to have Not Met Progress. The CDE’s review for each SBE-authorized charter school in operation in 2015–16, is summarized in Attachments 1–19. As noted, Lifeline Education Charter is no longer authorized by the SBE, therefore, the CDE did not include an attachment for this charter school. The CDE reviewed publicly available data on the CDE Web pages which served as the basis for the level of monitoring and subsequent action taken by the CDE.

State Board of Education-Authorized Charter Schools Determined to Have Met Adequate Academic Progress

The following SBE-authorized charter schools are determined to have met adequate academic progress:

• Baypoint Preparatory Academy

• High Tech High Chula Vista

• High Tech High North County

• Magnolia Science Academy Santa Ana

• New West Charter

• Paramount Collegiate Academy

• Ridgecrest Charter

• The School of Arts and Enterprise

• Thrive Public

State Board of Education-Authorized Charter Schools Determined to Have Not Met Adequate Academic Progress

The following SBE-authorized charter schools are determined to have not met adequate academic progress:

• Academia Avance Charter

• Anahuacalmecac International University Preparatory of North America

• Barack Obama Charter

• High Tech Elementary Chula Vista

• High Tech Elementary North County

• High Tech Middle Chula Vista

• High Tech Middle North County

• Olive Grove Charter

The CDE issued the SBE-authorized charter schools determined to have not met adequate academic progress a Letter of Concern Regarding Pupil Academic Achievement in August 2017, in which the CDE requested a written narrative describing the charter schools’ Boards’ proposed actions for each of the following:

• The charter schools’ Boards’ review of the Local Control Accountability Plan goals and examination of the 2015–16 pupil achievement data

• The actions the charter schools’ Boards took in 2016–17 to improve pupil achievement in the area(s) the Boards identified as needing improvement including, but not limited to, the 2015–16 CAASPP and the California Dashboard data, changes to curriculum, curriculum materials, instruction, the daily schedule, formative and/or benchmark assessments, and professional and/or staff development

Additionally, the CDE will issue a follow-up letter to these charter school Boards in October 2017 and request that the charter school Boards provide the CDE with their analysis of the 2017 CAASPP and California School Dashboard data and the subsequent goals and actions that the charter school Boards will undertake during the 2017–18 school year to increase pupil achievement in order to meet adequate academic progress.

The CDE will review the 2016–17 CAASPP and 2017 California School Dashboard data in order to continue to monitor the pupil achievement of each SBE-authorized charter school and provide support and technical assistance as appropriate. The CDE may take further action if the charter school fails to make adequate academic achievement during 2017–18. Further actions may include a letter of violation or recommendation of nonrenewal of the school’s charter.
