2017-2018 CALENDAR – MULTI-YEAR CONTRACT REAPPOINTMENT

FOR AFT PROFESSIONAL STAFF

Notify Date (by the President) – June 30th

(Dates are internal calendaring, except where noted as CURRENT AGREEMENT date; See Procedures for Professional Staff Contract Consideration: )

July 2017

AFT professional staff employees who will be serving in their final year of a multi-year contract as of September 2018 shall complete, with their supervisors, the Annual Performance Assessment System (APAS) Form for the appraisal period July 1, 2016 – June 30, 2017. Division Goals and/or Unit Goal(s), Employee Outcomes, Achievement Targets and Measures for the July 1, 2017 – June 30, 2018 appraisal period should be discussed and the APAS form should be prepared at this time. Note: the APAS for the next appraisal period should be prepared as close to July 1st as possible to ensure that job expectations for the year are clear for both employee and supervisor.

Note: The complete and evaluated 2016-2017 APAS and the prepared 2017-2018 APAS shall be submitted to Employee Relations on or before March 5, 2018 in accordance with this calendar.

2018

Monday, January 8 (on or before)

AFT professional staff employees shall submit a written request for a multi-year contract reappointment to the appropriate supervisor. Requests shall include the following: a complete and evaluated APAS (for the appraisal period July 1, 2016 - June 30, 2017); a one page written self-evaluation (that includes a summary of the past year(s) accomplishments and achievement of goals, an analysis of professional contributions and potential for continued development and a statement of professional goals and objectives); a current dated resume; and a current, dated job description. In addition, a prepared, unevaluated APAS for the appraisal period July 1, 2017 – June 30, 2018 shall be submitted with the request.

Friday, January 12 (on or before)

Optional: Professional staff employees shall meet with their supervisors to identify at least three (3) employees who are serving with the candidate in a regular and continuing functional working relationship from whom supervisors will request written evaluations. The list must satisfy the supervisor's need for relevant feedback.

Friday, January 19 (on or before)

Written peer evaluations (if requested) shall be submitted to the appropriate supervisor.

Monday, January 22 (on or before)

Supervisors completing the APAS shall consult with their Managers regarding the assessment of the professional staff members they supervise.

Friday, January 26 (on or before)

Supervisors shall hold formal assessment meetings with each professional staff employee they supervise regarding the APAS for the period July 1, 2016 – June 30, 2017 (hereinafter 2016-2017 APAS Form). The request for reappointment is reviewed and discussed at this time. Results and/or Analysis, Action Plan, and Supervisor Comments should be assessed on the APAS. In addition, Division Goals and/or Unit Goals, Employee Outcomes, Achievement Targets, and Measures shall be prepared for the next appraisal period of July 1, 2017 – June 30, 2018, if this has not already been done. Job descriptions should be dated and revised if necessary.

Monday, January 29 (on or before)

Supervisors shall provide each professional staff member they supervise with a copy of the 2016-2017 APAS Form, which includes his/her written reappointment recommendation and evaluation.

Monday, February 5 (on or before)

Supervisors shall forward all documentation for reappointment to the Administrative Officer next in line, including a copy of the APAS form for the next appraisal period July 1, 2017 – June 30, 2018.

Tuesday February 20 (on or before)

The Administrative Officers next in line shall note his/her recommendation in writing on the 2016-2017 APAS form and forward all reappointment documents to the Division Head.

Monday, March 5 (on or before)

The Division Head shall note his/her recommendation in writing on the 2016-2017 APAS form and forward all reappointment documents to the Office of Employee Relations.

Wednesday, March 21 (on or before)

The President forwards all documentation for reappointment to the Board of Trustees (BOT) through the appropriate BOT Committee for review and recommendation.

Tuesday April 10 (*Tentative*)

The appropriate BOT Committee shall meet to discuss the recommendations for multi-year contract reappointment.

Monday, April 23 (*Tentative*)

The Board of Trustees shall discuss and act on all nominations.

Friday, June 29 (on or before)

The President shall notify all applicants for reappointment of the action taken by the President (for non-reappointment) and the Board of Trustees (for reappointment).

At every level of review, candidates must be notified in writing if there is a negative recommendation and he/she may request a meeting with the supervisor making the recommendation. The meeting shall be held before the final recommendation is submitted to the administrator next in line. It is the option of the candidate to request the presence of a union representative at the meeting as an observer/advisor only. The candidate will be given at least 48 hours prior notice of the scheduled meeting unless waived by him/her. Candidates may also respond in writing and such information will be attached to the APAS packet and included in his/her personnel file.
