SNAP MEMO #1 17-18’ TO: NOEP SubcontractorsFROM: Colleen Donovan, SNAP Technical Assistance SpecialistDATE: September 13th, 2017RE: Supplemental Nutrition Assistance Program (SNAP) Standards for October 1, 2017______________________________________________________________________Each October 1st the Supplemental Nutrition Assistance Program (SNAP) adjusts its standards and deductions, which are used during the budgeting process to determine the amount of SNAP benefits a household will receive. These changes are a result of the Federal Cost Of Living Adjustments (COLA). This memo highlights the changes in SNAP standards and deductions for October 1, 2017 provided in the OTDA memo GIS 17 TA/DC032. This includes households that had previously been slightly over income for SNAP or were considered categorically eligible but did not qualify for a monthly SNAP benefit in the past. As of October 1, 2017, the following standards decreased (see attached budget worksheet for standard tables):Minimum SNAP benefit amount for one- to two-person households: $15Maximum SNAP benefit amount by household size:Standard Utility Allowance (SUA) – Level 3 (Phone SUA), now $30NYSNIP Benefit Matrix by Shelter Type: Shelter Type 94, 95 and Shelter Type 96, 97 (Low Shelter/SUA/$21 HEAP) and 98 (No Shelter or SUA Data). See NYSNIP chart below.As of October 1, 2017, the following standards will remain unchanged through September 30, 2018 (see attached budget worksheet for standard tables):Homeless Shelter Deduction: $143Resource limits for households that need to meet the resource test that have no one over 60 or disabled in the household.Prescreening Process Change for the Months of September/October 2017:NOEP Coordinators should use the new 2017 October 1 standards and deductions when prescreening potential SNAP applicants. Please delete all previous versions of the budget tools. October 1 Impact to the New York State Nutrition Improvement Project (NYSNIP):As of October 1, some NYSNIP participants will see a decrease in their SNAP benefits due to the aforementioned changes in SNAP standards. It is important to talk to NYSNIP recipients about the value of participating in the NYSNIP program versus the regular SNAP program. Some NYSNIP participants may receive a higher benefit amount by switching to the regular SNAP program because their actual shelter costs may be higher than the shelter costs being granted under NYSNIP budgeting. Local offices should do a comparison budget to see if there will be a higher benefit amount under NYSNIP versus regular SNAP participation. If the benefit amount is higher under the regular SNAP program, recipients should be given the opportunity to opt out of NYSNIP. If an individual decides to opt out of NYSNIP, they will not be eligible for the 48-month certification period. A new application does not need to be submitted for individuals who transition from NYSNIP to the regular SNAP program.
