MEMORANDUM TO:



A summary of key changes to the Outreach Training Program includes the following:

▪ Code of conduct extended to cover trainer interactions with OTI Education Center staff and instructors, trainers may not cancel classes without reimbursing fees, and trainers may not schedule multiple classes to be delivered concurrently;

▪ Clarification that contact hours do not include time spent on administrative matters;

▪ Clarification of student daily contact hour limit and 8-hour break requirements to be within one calendar day and not a 24-hour period;

▪ Reduction of minimum class segments from 60 minutes to 30 minutes;

▪ Prohibition on combined industry courses;

▪ Requirement for trainers to provide students with trainer contact information and instructions on how to obtain a replacement card;

▪ Clarification of record retention requirements to prohibit trainers from relying on employer, staff, or clients to maintain their training records and to require certain components on sign-in sheets and topic outlines;

▪ Clarification of explicit requirement to utilize current OMB-approved Outreach Training Program Report to document each class;

▪ Change to allow exceptions to Alternative Training Methods Section to be available on a standing basis for a term up to 12 months;

▪ Change to allow establishment of Industry Sector-Specific Emphasis Outreach Training Programs with OSHA review and approval;

▪ Requirement for trainers to maintain possession of their Outreach Training Program trainer card, display their trainer card at the beginning of each Outreach class they conduct, and upon student request;

▪ Changes in card requirements to allow for use of new style course completion cards and extending availability of replacement cards from three years to five years;

▪ Changes to the statement of compliance;

▪ Changes to Outreach Training Program Monitoring to prevent trainers who do not provide advance notice of training or respond to a records audit request from being issued student course completion cards and subject them to corrective action by OSHA;

▪ Change to prohibit Primary Outreach Training Program trainers from using any trainer whose name appears on the Watch List as an Assistant Outreach Training Program trainer;

▪ Addition of Foundations of Safety Leadership as an elective topic in 30-hour Construction Outreach courses;

▪ Change to require any education used as a substitute for experience for prerequisite purposes to be part of an education program that represents a bachelor’s degree or higher in the fields of Occupational Safety and Health or Industrial Hygiene;
