Grants and Contracts

My total grants, including those written for school districts (in-kind personal contribution to the field, no charge), total over $55,000,000. These funds have aided in better serving girls and boys in our public school systems and also improving the quality of our research agendas by publishing our manuscripts in top refereed journals and via presentations at state, regional, national and international levels. The grants have also assisted doctoral students at TAMU and SHSU in developing their research agendas and completing their dissertations. The grants provide an opportunity to mentor doctoral and undergraduate students in direct research activities. At the International level, I have assisted the Ministry of Education in a grant funded to Costa Rica. Though some of the grants I have submitted have been (unfunded), we learn from those submissions and resubmit them or revise them for other grant competitions.

Program Development

Philosophy of Graduate Program Development

I believe in collaboration. I do not think that anything can be accomplished to the best it can be in singularity. To that end, I have worked to develop collaborations in programs as follows in my three years at TAMU:

1. The Rural Teacher Leadership Program Master’s Degree (a collaborative program with TLAC, CEHD, TAMU) – 2015-present

2. The Bilingual Principal Master’s Degree (a collaborative program with EPSY, CEHD, TAMU)—2016-present

3. The Joint/Collaborative Program from Master’s Degree in the Bush School to the Ph.D. in the PK-12 Educational Administration Degree—approved 2017.

4. Would like to begin discussion stages with special education, a Doctoral Degree that would be a Special Education Leadership Degree

5. Discussion stages for PK-12 Educational Administration certificate program for Educational Leadership that students could take with a Curriculum and Instruction degree

6. Worked in 2017 with the Dean and Special Education faculty to develop the HEB, Charles Butts Scholarship program for undergraduate special education teacher candidates

In an effort to improve and differentiate the Ed.D and the Ph.D. as indicated in our APR 2014, I was able to apply for our College and get accepted and join the Carnegie Project on the Education Doctorate. (This also has allowed all Ed.D. programs in the College to join, including TLAC.). This has been a four-year process in working with the graduate faculty to ensure that the Records of Study are problems of practice and impact schools. I developed a Handbook for the Ph.D. that differentiates that work from the Ed.D. – 2016-2017

Another area of influence has been in our Department of EAHR. That influence was via a difficult dialogue about the lack of graduate student publications. From that, we are all implementing a procedure of competencies which includes a specific number of student manuscripts per year submitted.

Additionally, I was able to obtain as a gift to the Education Leadership Research Center, TAMU, the Advancing Women in Leadership Journal which is being currently move to the Texas Digital Libraries, so that it can continue as an open access journal. That was most important for this journal to be open access to women (and men) around the world. $65,000 gift.

Collaboratively worked with Dr. Bruce Herbert, Sterling Evans Library, to roll three journals to open access journals in the Texas Digital Library.2017.

Worked with the Women and Gender Studies Program, Women’s Faculty Network, ODDI- CEHD and the Education Leadership Research Center to develop the Women’s Research on Women Symposium, TAMU 2014-present.

I developed a Women in Educational Leadership Course while at SHSU which was conducted into the 21st Century.

I have engaged 10 graduate students as assistant editors of four journals that I edit.

Major Contributions in research include:

• Worked with Fran Kochan, Linda Searby, Jennifer Boswell, Ruben Garza to develop the International Handbook on Mentoring for Wiley Blackwell.

• Have developed interventions/innovations in curriculum for English learners

• Developed a 21st Century leadership theory that is purposefully inclusive (in the development and validation) of female leaders (the Synergistic Leadership Theory)

• Initiated the first online open access journal for women’s leadership issues—Advancing Women in Leadership (1996 to present)

• Developed curriculum for bilingual students (discovered via a Randomized Control Study that when appropriate interventions are provided that boys perform equally as well as girls in the area of language acquisition).

• Developed a virtual mentoring and coaching model that is in real-time (discovered via research that this method improves instruction)

• Developed a Family Involvement in Science for family engagement (continuing research on this method and will be investigating in the $12,000,000 grant the impact on boys and girls and the family dyadic grouping)

• Developed the only screening instrument for identifying Hispanic gifted students, Hispanic Bilingual Gifted Screening Instrument

• Published over 100 articles and book chapters (a large majority are related to gender and social justice issues)

• Published over 20 major books with companies such as Corwin Press, Allyn & Bacon, Cengage, IGA Global, Information Age Publishing (a large majority are related to gender and social justice issues)

• Authored a major early childhood textbook/teaching set, DLM Early Childhood Express, with SRA McGraw-Hill

• Co-Principal Investigator of five professional development grants that have provided scholarships for over 150 graduate students to earn a masters degree in educational administration, instructional leadership, or counseling (95% of these students were minority candidates or were serving minority/special needs students in schools) These grants have totaled to almost $4,000,000 (USDOE Grants; SHSU)

• Principal Investigator of Bilingual Fellowship Grant which funded seven doctoral students as Bilingual Doctoral Fellows (USDOE Grant; SHSU)

• Co-Principal Investigator of one of only three major research grants funded in the U.S. under a randomized trial longitudinal study for improving English among English language learners ($7,000,000) (Institute for Education Sciences- the top funding research agency solely for education—USDOE; SHSU)

• Principal Investigator of the only National Science Foundation grant funded in the history of the College of Education at SHSU. Discovery Research K-12 Research Grant. (SHSU budget almost a half million; TAMU is a collaborator on the project which also subcontracts to the school district in which the research is conducted and the total ranges over $2.5 million for the entire project).

• Co-Principal Investigator of two i3 USDOE grants of over $27,000,000 (social justice in the area of academic language development of Hispanic/Latino youth)

Mentoring of Junior Faculty and Graduate Students in Research

• Received a CEHD Catapult Grant for Project STAR (Service, Teaching, and Research) for supporting new faculty (mentoring seven new faculty and their mentors, 2017)

• Mentor Ph.D. students in publishing by speaking at Brown Bags for them (2015-present)

• Assist Ph.D. students in learning how to develop a journal-ready dissertation

• Mentor Ph.D. students in writing scholarly publciations

• Encourage junior faculty by supporting them in assisting in getting published. Part of this mentoring is individually, and another part is through the Rising Stars and Power Luncheon programs that I initiated at SHSU.

I have supported this initiative since 2009 at SHSU with funds through my Associate Dean office, grants, and prior via the Department when I was Department Head and previously as Director of the Doctoral Program

• Invited presentation (one among 12) to present Applicability of the synergistic leadership theory to leaders in East Asian cultures, at 2008 Global Leadership Conference, Shanghai, China, 2008.

• Selected by the President of the University to serve on the University Research Council for two terms of three years each, 2005-2008; 1999-2002.

• Selected by the President of the University to serve on the Standing Tenure and Promotion Committee, 2005-2008; 1999-2002 (Committee revised the University Tenure and Promotion Policy).

• UCEA Plenary Representative, 2005-2010; 2012. Appointed by the Dean of the College of Education. Only one representative per university is appointed and participates in this governance body of UCEA.
