The Wyndham Rural District Plan outlines key priorities and what will be done in Little River, Werribee South, and Mt Cottrell over a four year period to work towards making the 2040 vision a reality. The Rural District Advisory Committee (DAC) plays a key role in informing Council about community priorities to ensure Council actions reflect the needs and aspirations of the communities in that district. In September 2017, the Wyndham Rural DAC conducted their annual district community consultation to gauge whether Wyndham Rural District priorities have significantly changed and what are the current community priority actions. The Rural DAC shared their findings with Council at the All DAC Forum in January 2018. Following the forum, information presented by the DAC members along with community consultation reports was distributed across the organisation to inform the development of the Integrated Plan and Budget for 2018/19. This report provides an update on the key Council actions undertaken in 2018 across Wyndham Rural District Plan priorities, with the focus on responding to priority actions identified as part of the 2017 District Community Consultations. PRIORITY AREA UPDATE – Transport Improve road surface on or possible duplication of Duncans Road, Beach Road, Hoppers Lane South, Rothwell Road, Old Melbourne Road and McLean’s RoadWyndham City targeted significant spending on roads in 2017/18 to reduce congestion and improve safety. Major road projects included the $11.5 million extension of Armstrong Road; the $6 million widening of Tarneit Road between Hogans Road and the Good News School; and the $3 million upgrade of Hoppers Lane to add a third lane. Other road projects included a $1.2 million investment in upgrading Cayleys Road, Whites Road, and Mason Lane to widen the roads in Werribee South. Extend and improve shared paths/trails especially along Werribee River to the Foreshore and along Little River The 2017 HYPERLINK "" Western Metropolitan Region Trails Strategic Plan seeks to improve the quality and usage of regional trails (including the Werribee River Trail) in over the next decade. Advocate for reliable transport connections to major activity centres such as Point Cook, Werribee Park Tourist Precinct and Werribee CBD, a bus for seniors and more frequent public transport options during school drop off and pick up The State Government manages all public transport, including the networks, stations, commuter parking and timetabling. Wyndham City is part of the Lead West - Western Transport Alliance that campaigns the State Government to fund major transport improvements across the west. In the HYPERLINK "" \l "public-transport-and-roads" Advocacy Strategy adopted in March 2018, Wyndham City is asking the State Government for improved bus services including higher frequencies, extended operation hours, responsive services, and biennial reviews to support population growth.?Reinvestigate feasibility of ferry line considering private/public optionsCouncil does not intend to reinvestigate the feasibility of the ferry service, as the issues associated with the feasibility of the original trial have not changed.PRIORITY AREA UPDATE – Sustainable Land Use and Development Council to continue engaging the local communities on strategic planning in Wyndham Rural on the Werribee South Green Wedge Management Policy, the Avalon Corridor Strategy and consider a Green Wedge Management Plan for Little River and surrounding areasWyndham City continues to convene the Werribee South Green Wedge Steering Committee to review the Werribee South Green Wedge Management Plan. Representation on the committee includes Iramoo Ward Councillors, Werribee South Township, Intensive Agricultural Area, and Wyndham Harbour. The progress of the Avalon Corridor Strategy has been delayed pending the availability of technical information, but is expected to be released in 2019. Wyndham and Melton City are jointly preparing Management Plans for the Western Plains South Green Wedge (WPSGW). The plans will provide a framework to support sustainable land use, land management, and sustainable development of the WPSGW. The final background report was due in December 2018. Consider investigating ways to reduce impact of population growth on traffic, parking, neighbourhood character, heritage and country livingThe Wyndham Urban Framework Plan (WUFP) is currently under preparation by Wyndham City’s Urban Futures Department. The WUFP reviews Wyndham’s historic patterns of growth and suggests options of how the structure of the city can be improved to respond to each of the above issues. Consultation with the community and other stakeholders is planned to occur in 2019. Partner with surrounding councils to address local land use issues and advocate for farmers and local communityAs mentioned, Wyndham and Melton City are jointly preparing Management Plans for the Western Plains South Green Wedge (WPSGW). The Management Plans will provide a framework to support sustainable land use, land management, and development of the WPSGW.PRIORITY AREA UPDATE – Tourism Development Implement the Wyndham Visitor Strategy and consider Tourism development opportunities for Little RiverWyndham City’s Visitor Economy Strategy articulates four key focus areas including: "Foster the development of assets that will support the effective operation and growth of Wyndham’s visitor economy". At present there are no projects that specifically address the activation of the Little River train station, but Council acknowledges that this warrants further exploration.Promote local tourist attractions, maximise benefits from existing tourism offerings and explore alternative tourism related activities in local parks, reserves and most importantly the foreshore. One of the key focuses of the Visitor Economy Strategy is to develop visitor economy growth initiatives with Avalon Airport. Wyndham City played an active role at the launch of the international terminal and is supporting visitor ambassador and information initiatives at the airport. A major project will be developed that builds on the work that Wyndham City is already undertaking in leveraging the opportunity Avalon provides.Collaboration and partnerships with key stakeholders including surrounding municipalities, tourism associations, businesses and tour operatorsWyndham City continues to work closely with visitor economy stakeholders including Wyndham Business & Tourism Association, Western Melbourne Tourism, Destination Melbourne, Tourism Greater Geelong & Bellarine, Werribee Park Tourism Precinct Partners, and Avalon Airport. PRIORITY AREA UPDATE – Culture and Heritage Acknowledge, preserve and promote Aboriginal and early European settlers history and heritage in both Little River and Werribee SouthWyndham City has taken significant steps forward on the journey to reconciliation, with adoption of a Reconciliation Action Plan and the construction of the $13.2 million Wyndham Aboriginal Community Centre and Integrated Family Centre. PRIORITY AREA UPDATE – Natural Environment Continue implementing the Environment and Sustainability Strategy and develop a Coastal StrategyWyndham City has a number of strategies, plans and policies that outline strategic directions in regards to environmental sustainability. It is currently working on developing a Coastal Management Plan to provide for the long term planning, management and enhancement of the Wyndham coastline.Continue efforts to protect and preserve K Road Cliffs Following community engagement in 2017/18, selected trees will be removed from the K Road Cliffs in February 2019 to prevent cliff collapse. A business case has been proposed to manage the drainage issues currently being experienced and fix the existing fence, furniture and signage. Community engagement on the K Road Cliffs Master Plan is scheduled for February 2019.Support local environmental groups such as beach patrol and deliver the land protection grants Community groups are able to access Wyndham City’s Community Environment Grants program. Wyndham City has recently upgraded the Western Region Environment Centre offices to support the community groups using the building. Continued support is being provided to local clean up groups in the form of equipment, litter collection and promotion. The Land Protection Grant Scheme has been expanded for 2019 with additional funding assistance from the Department of Environment, Land, Water and Planning. Work is underway in developing educational and support tools for sustainable land practices, managing climate change and fire risks. Install educational signage on local wildlife and warnings about illegal dumping along water bodies, parks and reserves Signage on Shanahans Road advising of the native grassland roadside conservation area and accompanying litter signage was unfortunately illegitimately removed. Plans to improve educational signage on local wildlife is in an action within the adopted Wyndham City Forest and Habitat Strategy and work to develop new signage is planned for 2019.Continue enforcing anti-dumping campaign and enforcement‘Keep Wyndham Clean’ anti-litter signage has been installed on Cobbledicks Ford Road, which also promotes council’s free hard waste collection service. Council’s in-house EPA Officer has worked in partnership with V-Line to reduce dumping at the rear of the RDF. As a result, V-line have cleared a large amount of illegally dumped material and are installing gates to prevent future dumping incidents. PRIORITY AREA UPDATE – Social Connection Strengthen partnerships with and support for residents’ associations and local clubs, strengthen advocacy efforts for the community and encourage wider participationThrough engagement with residents, community groups and members of the DAC, Wyndham City was able to revitalise the conversation on a united voice for Little River and as a result, the Little River Progress Association was formed. The Association aims to bring local community groups and associations together to identify their priorities and ensure local community voices are heard by all levels of government and explore community-led actions in their community. Support/establish spaces for residents to connect, learn and participate. Consider a community hub and or men/community shed in the foreshore and support the leasing and activation of the Little River Railway Station building in Little RiverIn 2017-18 Wyndham City engaged the community to draft a business plan to lease the Little River Station Building from VicTrack for community use. VicTrack has placed a hold on all current station restoration applications, so Council is supporting the committee to explore other options to complete the project. There are no current plans to establish a Men’s Shed in Werribee South, however Wyndham City will continue to work with local champions to develop and lead this or similar place-based initiatives that provide opportunities for men in the area to connect. Support local residents, clubs and associations and promote their activities and events Wyndham City provides a free What’s On calendar of activities, events and programs on its website. Any organisation or individual can submit an event to the calendar. Council’s networks and community centres also assist residents, clubs and organisations with the promotion of their events and programs through regular community centre newsletters and mail outs. PRIORITY AREA UPDATE - Parks and Open Space Improvements, maintenance beautification of local parks and reserves including landscaping, tree planting, improved seating, picnic areas in the Werribee South foreshore and weed control and tree planting in local reserves and along the river in Little RiverThe Wyndham Open Space Strategy 2045 recognises the importance of open space and makes city-wide recommendations to improve open space values. Recommendations for Werribee South are focused on improving open space connections along the river and coast. Recommendations for Little River are focused on improving open space connections to and along the Little River waterway and identifying opportunities to improve amenities and picnic areas.Consider working with residents to upgrade public toilets and install showers including at the sports reserve and the Mechanics Institute HallWyndham City is currently reviewing its asset management model, which determines the recommended useful life and maintenance of assets. Once complete, all assets (including toilets) will be assessed against the new model. The Sport Facility User Guide governs the provision of showers at sports reserves. There are showers at Price Reserve Pavilion available to groups who hire the space. More information is needed to understand the need for showers at the Mechanics Institute Hall.Investigate alternative uses of local parks and reserves; consider promotion of yoga, boot camp, beach volleyball, wind surfing, events and beach sand horse polo in the Foreshore and work with residents to support and promote short term quality camping at the community and sports reserve in Little RiverWyndham City is developing a Coastal Strategy and Plan to guide the use of foreshore areas for activities and recreation. Current policy provides guidelines for activities where there is a cost to the community involved (e.g. paying an attendance fee). There is currently no intent to promote camping at the Little River community and sports reserve as it does not have adequate facilities to support this activity and would cause damage to the playing surface of the sporting fields.Improve signage to local parks, reserves and other public amenities and improve access to the River via the back of the Little River Hotel and consider picnic facilitiesWyndham City is reviewing its Open Space Strategy for the status of Bull Reserve, which in the future may include some picnic facilities but would not include toilets. Council has a standard signage suite for all parks. Looking at an aerial image of Little River Hotel, it would seem the signage for access to the river from the hotel would the responsibility of the commercial operator as it is mainly for the benefit of their patrons – other locals or non-patron visitors would access via Flinders Lane. ................
