A secondary focus is to advise and participate in State policy and program development and implementation to provide expertise in local planning processes and issues in State programs and initiatives. Policy issue areas include local and regional planning, land use and development, general plans, climate action planning, equitable and sustainable development, and others.This work supports the advancement of broad State goals and priorities, including climate change mitigation and greenhouse gas reduction, climate adaptation and resilience, housing production and affordability, economic development and shared prosperity, social and racial equity, and others. The Senior Planner serves as a senior member of a diverse, inter-disciplinary team of dedicated colleagues and provides leadership across California on critical and visible issues of statewide importance. As such, the Senior Planner exercises a high degree of independent judgement, cultural and political awareness, and accountability.Typical duties include:Local Government Outreach and Engagement. Have your finger on the pulse of local-level planning throughout California’s diverse communities. Conduct and participate in ad hoc and formal convenings of local planners and other stakeholders – in-person and remotely – to understand their priorities and challenges in advancing equitable, sustainable communities. Identify shared interests and potential areas for collaboration across State and local government and other stakeholder interests.Develop and Promote Planning Guidance and Resources. In coordination with OPR staff and other partners, develop and promote innovative and evidence-based guidance, tools, and resources to support local planners and stakeholders in advancing shared State priorities such as sustainable development, housing production and affordability, climate adaptation, greenhouse gas reduction, social and racial equity, and others. Regularly update and promote the State’s General Plan Guidelines and incorporate statutory changes as needed. Develop and promote guidelines, analytical tools, and technical resources that support local governments, community stakeholders, and others in implementing equitable, sustainable growth. Ensure that OPR’s local planning resources reflect current research and innovation in the field of planning. Inform State Policy and Programs. According to the direction of ORP leadership, advise and participate in development and implementation of State policies and programs that affect equitable, sustainable growth outcomes across California, with a focus on informing solutions that are effective and implementable for local government partners. Topic areas may include land use, transportation, housing, community development, economic development, equity, health, natural resource conservation, climate adaptation, environmental protection, and others. Contribute to “rapid response” and longer-term requests for input and research related to legislative, program, and policy development in these and related policy areas. Evaluate Outcomes and Processes. Develop and apply results-based metrics and accountability frameworks to ensure effective programmatic activities. Regularly evaluate and assess progress and outcomes. Recommend and implement changes as necessary. Minimum Requirements: Qualified candidates must meet ALL of the following: Bachelor’s degree in urban planning or a closely-related field. Graduate degree preferred.A cumulative total of seven years’ full-time equivalent professional work experience in planning, community development, or a closely-related field. A minimum of TWO YEARS of this experience must include experience working for local government (preferred) or working closely with local government practitioners (e.g. in a consulting role) on local planning, community development, or closely-related areas. Ability to supervise the work of others. Analysis: Ability to research and analyze quantitative and qualitative information and prepare and present complex and comprehensive reports and recommendations orally and in writing. Independent Judgement: Ability to understand and effectively respond to cultural and political context. Ability to implement sound professional judgement and critical thinking. Travel: Ability to travel occasionally as needed.
