NEW IN 2018-19 -- MENTAL HEALTH AIDS CLAIM FORM DUE MARCH 29: 2017 Wisconsin Act 59 created Wis. Stat. § 115.364 to provide aid for school mental health programs. Online claim forms must be submitted by all eligible entities to the Department by March 29, 2019, to receive reimbursement for eligible expenditures made in the 2017-18 school year. The claim form asks for eligible entity directory information, dollar amounts of eligible expenditures in 2016-17 and 2017-18, a check box to indicate verification of licenses or certificates in social work for all social workers included in this program, and the district or school administrator electronic signature.

Eligible school districts, private schools, and independent charter schools may receive partial reimbursement for salary and fringe benefits paid to employ, hire, or retain social workers or the costs to contract for the services of a social worker when the eligible entity increased in its expenditures in the 2017-2018 school year over the 2016-2017 school year.

 

“Eligible Expenditures” means the salary and fringe benefits an entity pays to employ, hire, or retain a licensed or certified social worker or the costs to contract for the services of a licensed or certified social worker. “Social worker” means an individual licensed or certified as a school social worker by the Department of Public Instruction under s. PI 34.062 or an individual licensed or certified as a social worker by the Marriage and Family Therapy, Professional Counseling, and Social Work Examining Board under s. 457.08 (2) to (4), Stats.

 

Submitting this form to the Department of Public Instruction satisfies the reporting requirement per Wis. Admin. Code sec. PI 31.04 related to Aid for School Mental Health Programs.

2019-20 CALENDAR AND DUE DATES UPDATED: The School Financial Services (SFS) Team provides calendar resources for organizing your work. The “Fiscal Year at a Glance” table provides information on the opening and due dates for the SFS Team’s data collection reports or applications beginning in Summer 2019 and ending next Spring 2020.

Challenge Academy (CA) Reporting: The PI-1563CA, Challenge Academy Report, is to be completed by each district that had students attending in either the Fall 2018 or current Spring 2019 semesters. The report is currently open and the due date is March 15, 2019. The CA is a program for at-risk youth operated by the Department of Military Affairs at Fort McCoy. Districts with residents enrolled should have received a letter from Fort McCoy identifying the residents that have been enrolled.

Resident districts are able to count for membership and revenue limit purposes the students that attend this program, as the district is financially responsible for the cost of this program for these students. The final equalization aid payment in June, 2019, is adjusted for the per-pupil cost.

To access the PI-1563 YCA report, log into your district’s SAFR portal at and go to either the “Status and Due Dates” or the “Non-Financial Data Home.” For each semester and for each resident listed, please answer the questions for the student names presented. Sometimes, these students will be in your seats on the count dates AND also attend the Challenge Academy. To ensure the students are not double-counted, we ask for additional information regarding each student’s enrollment dates in your school.

SPECIAL EDUCATION AID ELIGIBILITY INFORMATION: Amounts for the March 18, 2019 eligibility payment of Special Education and School-Age Parents categorical aid, the fifth payment of the year, have been determined. This year’s November through March interim payments will use a proration rate of 24.50 percent. A slightly lower rate is used for these payments to avoid overpayment; the final payment in June 2019 will reflect each LEA’s full aid eligibility at the year’s final proration rate.
