NOTICE OF SERIES& NOTICE OF RACE’SNorthern Tasmanian Offshore Series Port Dalrymple Yacht Club& Tamar Yacht Club2020/21The Northern Tasmanian Offshore Series will be a 3 race series conducted jointly by the Port Dalrymple Yacht Club and the Tamar Yacht Club.Each Club will be the Organizing Authority for the Races it conducts.Race 1 - Barrenjoey Island Race, 24th October 2020, PDYCRace 2 - Ponrabble Shield, 6th February 2021, TYCRace 3 – Coastal Race, 20th March 2021, PDYCORGANISING AUTHORITYEach Club will be the Organizing Authority for the Races it conducts.NOTICE OF RACEEach Club will be responsible for issuing race documents including but not limited to Notice of Race and Sailing Instructions for their respective races.SCORINGThe Series will be conducted using PHS and IRC The Low Point scoring system, Rule A2, will apply, all races to count. 1 race will constitute a seriesPRIZESRace and Series prizes will be awarded at the discretion of the Organisers. NOTICE OF RACERace 1 - Barrenjoey Island Race, 24th October 2020Race 3 – Coastal Race, 20th March 2021Venue and Organizing Authority: Port Dalrymple Yacht Club Inc (“the OA”)The Barrenjoey Island Race (race 1) and the Coastal Race (race 2) will be conducted by the Port Dalrymple Yacht Club on the 24th October 2020 and the 20thnd March 2021 respectively. RULESThe series will be governed by the Racing Rules of Sailing 2017-20 (RRS), Prescriptions and Special regulations of World Sailing (WS), the Australian Sailing (AS) Special Regulations Part 1 and Part 2, the International Regulations for Preventing Collisions at SeaThe Series will be subject to Federal and/or State public health orders in place on any given race day;The OA may amend any detail of this Notice of Race (NOR). Amendments made prior to 17:00hrs on Thursday prior to the affected race will be published on the club website, and posted on the Official Noticeboard. Entrants should check the site periodically to keep up to date with the latest informationAll boats shall comply with the prevailing Tasmanian statutory requirements, including Marine and Safety Tasmania requirementsFor protests involving an alleged breach of the rules of Part 2 of the RRS, an arbitration hearing may be held prior to a protest hearing. A boat that accepts fault at an arbitration hearing will be penalised by having its race score increased by 30% of the difference between the boat’s finishing score and the score for DSQ, rounded to the nearest whole number. All other boats’ scores will remain the same. Once accepted, this decision is not subject to reopening or appeal. This alters RRS 63, 66 and Appendix AThe following alterations to RRS have been made: —1.6.1RRS 50.2 is changed to allow the use of fixed or retractable spinnaker poles and bowsprits for the purpose of setting asymmetrical spinnakers.1.6.2Between official Sunset and Sunrise the International Regulations for Preventing Collisions at Sea shall replace the Rules of RRS Part 2.1.6.3RRS 52 is changed by adding “The use of stored power may be used for the hoisting, reefing and furling of sails”ELIGIBILITY AND ENTRY2.1The Series is open to all keel and trailerable boats registered with any Australian Sailing affiliated yacht club which satisfies the safety regulations set down for the series, Special Regulations 2017 –2020 CAT 4, as amended in section 4, however the organising authority, the Port Dalrymple Yacht Club, reserves the right to refuse or reject any entry.2.2By lodging an entry, the entrant agrees to be bound by the rules and conditions of the Race;2.3By lodging an entry, the owner/charterer agrees that he/she will ensure that the entered yacht is covered by suitable public liability insurance of at least AU$10,000,000, valid for racing and current for the duration of the Regatta;2.4All participating crew must be a current financial member of an AS affiliated club. Sail Pass membership is available on request but must be completed prior to the close of entries.2.5(a)Eligible boats competing in the 2020 Barrenjoey Island Race must lodge an entry form, final crew list (incl Covid contact info) and CAT 4 safety Audit form with the OA (email to vice-comm@.au) no later than 1130 hours on the Friday 23rd October 2020. (b)Eligible boats competing in the 2021 Coastal Race must lodge an entry form, final crew list (incl Covid contact info) and CAT 4 safety Audit form with the OA (email to vice-comm@.au) no later than 1130 hours on the Friday 19th March 2021FEE The entry fee for Race 1 is $20.00 Late entries may be accepted at the organisers discretion up until 0900 hours on Saturday 24th October (Late entry fee $40)The entry fee for Race 3 is $20.00 Late entries may be accepted at the organisers discretion up until 0900 hours on Saturday 20th March (Late entry fee $40)RACE SCHEDULERace 1: Barrenjoey Island Race, 24th October 2020 – Warning Signal 1055 hrsRace 3: Coastal Race, 20th March 2020 – Warning Signal 1055 hrsNOTE Should conditions require at 0930 hrs Code flag E will flown from the PDYC Flag mast, this will indicate the relocation of the start line to the vicinity of She-Oak Point SAFETY 5.1 The Safety Categories for Race 1 & 3, boats must comply with the safety regulations of AS 2017 - 2020 Special Regulations, Section 2 Category 45.2All boats shall submit a completed AS Special Regulation Audit. This may be self-audited and will be submitted by the entry closing time.Boats may be inspected at any time and shall demonstrate compliance with these regulations. 5.3The attention of all persons taking part in the series is drawn to the requirement to be aware of the application of the Marine Safety (Misuse of Alcohol) Act 20065.4The Person in Charge is also reminded of the crew requirement for the wearing of PFDs at night. 5.5It is also recommended that entrants have a practiced Man Overboard Procedure that all crew members are made fully aware of.5.7Minimum number of crew for Race 1 & 3 is (3) three, unless dispensation has been requested and granted by the OA before the close of entries.SAILING INSTRUCTIONSThe sailing instructions for Race 1 and 3 will be posted on the PDYC website and will also be available after 0800 hrs on the Thursday prior to each respective Race at PDYCRACE DESCRIPTIONS/COURSESRace 1, a race from the start line at PDYC around Barrenjoey Island and returnRace 2, To be prescribed by TYCRace 3, a race from the start line at PDYC to a sea mark in Bass Strait and return. .PRIZESRace and Series prizes will be awarded at the discretion of the Organisers. COVID SAFE SAILINGSkippers and crews are reminded that they should make provision for the implications of the Covid 19 virus, including but not limited to personal Sanitising and Hygiene, and that of shared equipment and spaces. MEDIA RIGHTS & RESTRICTIONSThe conditions of entry include a requirement that the owner or charterer of the boat and all crew members:acknowledge that the OAs owns all media rights to the series and may exercise those rights as it sees fit. ii. grant the OAs the unconditional, perpetual right and authority to publish and broadcast anywhere in the world, for any purpose and in any media, the names, images and biographical information relating to the crew and photographs, video footage and audio recordings taken of the boat and its crew prior to, during and after the race. INDEMNITY 12.1. All those taking part in races conducted by the OA and associates do so at their own risk and responsibility. 12.2. The OA is not responsible for the seaworthiness of a boat whose entry is accepted or the sufficiency or adequacy of its equipment. 12.3. The OA will not certify the suitability of a boat to race. 12.4. By lodging an entry, the owner/charterer agrees that: i. it is a fundamental condition of entry that he, she or it releases, holds harmless and indemnifies the OAs and its associates, its office bearers, servants, agents and members and the sponsors of the 2020/21 Northern Tasmanian Offshore Series from all liability any of those persons has to the owner/charterer or any crew member on the owner/charterer's boat, or to any person claiming through or under any such person arising from loss or damage how so ever caused, including negligent act or omission, arising out of or relating to: a. participation by the owner/charterer's boat or any other boat in a race; b. the conduct or course of a race in any respect including, without limitation, any act or omission (whether reasonably foreseeable or not) causing or relating to loss of or damage to any boat or the death or injury of any person; or c. any of the matters referred to in the paragraphs above; 12.5. Participation by the boat and by the crew in the Series is agreed by OAs on the basis that participation is entirely at the risk of the owner/charterer and each member of the crew on the owner/ charterer's boat; 12.6. The owner/charterer will provide each crew member or proposed crew member with a copy of these Conditions of Entry; 12.7. Attention is drawn to WS Fundamental RRS 3 and 4.13.
