The Board of Education Re-Organizational meeting was opened at 7 PM with Clerk, Opening
Connie Emery presiding.
The clerk administered the Oath of Allegiance to Kami Doane, and Amanda McDonnell Oath of
newly appointed Board of Education member. Office
Motion made by Jody McLaughlin and seconded by Amanda McDonnell to elect Elect
Karl Hackett as the President of the Board of Education for the 2019-2020 Pres.
fiscal year. Unanimously carried.
Motion made by Jody McLaughlin and seconded by Karl Hackett to elect Elect
David Gaston as the Vice President of the Board of Education for the VP

Authorizations:
Motion made by Amanda McDonnell and seconded by Jody McLaughlin to approve the following
authorizations:
a. Superintendent to approve attendance at conferences, conventions, workshops, and the like.
b. Authorize the Superintendent to approve budget transfers up to $2,500; anything over $2,500
has to have Board approval.
c. Superintendent to apply for Grants in Aid (State and Federal) as appropriate.
d. Approval of all existing Policies and Code of Ethics.
e. Establish Per Diem Rates:
1. Adult Education Instruction $28.00/hr.
2. Certified substitute teacher 105.00/day
3. Non-certified substitute teacher 90.00/day
3. Home tutor rates 28.00/hr.
4. Term Substitute Teacher assigned to cover for the same teacher 125.00/day
for at least a period of 20 and no more than 89 teaching days.
5. Long-term substitute (appointment of 90 days or longer with certification)
Rate - 1/200th of the 2018-2019 Step 1 rate per day,
(Benefits, if any, to be determined by the superintendent).
6. Mileage as per IRS rate in effect when expense is incurred.

Motion made by Jody McLaughlin and seconded by Kami Doane to move out of the Re-Organizational
meeting and into the regular meeting. Unanimously carried.
Michael Retzlaff, Superintendent: Summer school started today. All of the custodial staff and summer youth workers are busy outdoors and in the buildings. ACCORD update. There was a delay in planting vegetables and flowers due to the wet spring. They have planted sunflower, and various vegetables. Shane Thornton has been busy working on the Fruit Stand and a chicken and duck run.
Public Hearing on District Code of Conduct – one change.
Motion made by Jody McLaughlin and seconded by Kami Doane to approve the Minutes
minutes of June 18, 2019 of the Board of Education meeting. Unanimously carried.

Motion made by Amanda McDonnell and seconded by Kami Doane to approve
the following consensus items:

7. Motion made by Jody McLaughlin and seconded by Kami Doane that Stephen S. George
George, who holds an Initial New York State Certificate permitting him to teach
in the Physical Education certification area, is hereby conditionally appointed to the
position of Physical Education teacher in the Physical Education tenure area for a
probationary period of four (4) years, to commence on August 26, 2019 and to end
on August 25, 2023. Eligibility for tenure at the end of the probationary period is
dependent on Stephen George receiving APPR ratings of Effective or Highly
Effective in 3 of 4 preceding years and no Ineffective composite or overall rating
in the final year. The salary during the first year of this appointment will be paid
in accordance with the salary schedule, at Step 1, as provided in the Teachers’
Collective Bargaining Agreement. Unanimously carried.
8. Motion made by Amanda McDonnell and seconded by Kami Doane that Kathleen K. Harper
Harper, who holds a Professional New York State Certificate permitting her to
teach in the Students with Disabilities (Birth-Grade 2) certification area, is hereby
conditionally appointed to the position of Special Education teacher in the
General Special Education tenure area for a probationary period of four (4) years,
to commence on August 26, 2019 and to end on August 25, 2023. Eligibility for
tenure at the end of the probationary period is dependent on Kathleen Harper
receiving APPR ratings of Effective or Highly Effective in 3 of 4 preceding years
and no Ineffective composite or overall rating in the final year. The salary during
the first year of this appointment will be paid in accordance with the salary schedule,
at Step 5, as provided in the Teachers’ Collective Bargaining Agreement.

9. Motion made by Kami Doane and seconded by Amanda McDonnell that Brooke B. Lovell
Lovell, who holds a Professional New York State Certificate permitting her to teach
in the Students with Disabilities (7-12 Generalist) certification area, is hereby conditionally
appointed to the position of Special Education teacher in the General Special Education
tenure area for a probationary period of four (4) years, to commence on August 26, 2019
and to end on August 25, 2023. Eligibility for tenure at the end of the probationary
period is dependent on Brooke Lovell receiving APPR ratings of Effective or Highly
Effective in 3 of 4 preceding years and no Ineffective composite or overall rating in
the final year. The salary during the first year of this appointment will be paid in
accordance with the salary schedule, at Step 5, as provided in the Teachers’ Collective

13. Motion made by Amanda McDonnell and seconded by Kami Doane for the BRFA Contract
Board of Education of the Bolivar-Richburg Central School District to approve
the funding and ratification of the terms negotiated between the Bolivar-Richburg
Board of Education and the Bolivar-Richburg Faculty Association. The Contract
will be effective July 1, 2019 through June 30, 2024. The Superintendent of
Schools shall have authority on behalf of the Board of Education to acknowledge
the agreement accordingly. Unanimously carried.
14. Motion made by Jody McLaughlin and seconded by Amanda McDonnell to amend Amended

request to use a classroom in the District’s Early Childhood Development Center for

available starting September 1, 2019. Unanimously carried.
