One GIV operator deiced wings covered with snow and ice. They did not de-ice the horizontal stabilizer. Climbing thru 17,000' they ran out of nosedown trim at 290 KTS. They leveled at FL 220 and could maintain 290 KTS with 6 degrees nose down trim. On descent into warmer conditions, the problem resolved itself. FSI student feedback 01/21/91 ................
