A Brief History and Information of the Super Football ConferenceThe first official meeting of four (4) conferences was held in April 2015. Representatives present were Big North: Denis Nelson (River Dell) - Tony Karcich (St. Joseph Regional) - Jack McGovern (Bergen Catholic); HCIAL: John Fraraccio (Memorial WNY) - Rich Hansen (St. Peters Prep); SEC: Joe Piro (Nutley) - John Porcelli (Montclair, Retired)- Ron San Fillipo (Caldwell, Retired); NJAC: Dave Doty (Butler) - Sean Dowling (Madison).By June 2015, the Big North, HCIAL and SEC conferences passed votes for the approval to merge into a super football conference. NJAC followed in September 2015. Seven (7) meetings took place prior to the inaugural membership meeting of November 4, 2015. Some of the important and most salient agreements to be established in the formation of a new conference prior to the inaugural membership meeting were:The NJSFC Executive Board was established.The Conference name was agreed upon.Develop a Logo.Division names were established.Initiate conference play and two (2) year cycle schedules in 2016.Provide seven (7) games to Non-Publics, which was later revised.Categorize by NJSIAA Football mittee was formed to develop grouping and divisions.Divisions were reviewed, revised and finalized.Schools were offered an opportunity to provide preferred crossovers.Schedules were established and finalized. NJSIAA regulation in regard to playoff inclusion was passed.Established a NJSFC Constitution and Bylaws.Established NJSFC Football Rules and Regulations.Established committees that would be needed to assist in their specific areas.Establish operating budgets for 2016 and 2017.Investigate obtaining Employers ID Number.Plan for the Incorporation of the conference. Plan for Non-Profit IRC 501(c)(3) status.Establish a date for the inaugural membership meeting.Prepare for the man components of the inaugural membership meeting.The New Jersey Super Football Conference (NJSFC) or Super Football Conference (SFC) is a one hundred-twelve (112)-member (originally 113-member) conference made up of high schools from six (6) New Jersey counties and four (4) Conferences. It is the largest football conference in the country. The SFC is incorporated and operates under the Internal Revenue Service (IRS) Code Section 501(c) (3). Inaugural Membership MeetingThe inaugural membership meeting was held on November 4, 2015 at the Mayfair Farms, West Orange. The North Jersey Super Football Conference was made a conference by one hundred (113) schools approving the Constitution and Bylaws by a 105-2 vote and the approval of the Football Rules and Regulations by a 106-2 vote. There was other business conducted and approved at the meeting. The following, but not limited to the following, were approved by the membership:The operation budgets and Dues for 2016 and 2017Executive Board membersSchedules for 2016An assignor was recommendedDivisions Division Commissioners Committees were established.Review of Developments Since Inaugural MeetingSince the inaugural meeting the Executive Board has approved an assignor. The Board also has approved the All Conference Certificates, which were later created to be digital certificates, Division Championship Plaques and the conference Logo. All Division selection positions and procedures were established for the coaches postseason meetings. A conference Directory was created and was made available for review in August and distributed in September. Coaches preseason meetings were conducted in August. Plans were for the conference Web Site to be up and running in September. The first Sportsmanship/Media Day was conducted on August 23, 2016 at Clifton Stadium. This has been an annual event.Constitution and BylawsThe creation of a Conference Constitution and Bylaws is the most important component in the development of a new Conference. Ron San Fillipo obtained Constitution and Bylaws from the four (4) conferences. With that in hand, he developed the NJSFC Constitution and Bylaws, which were approved by the Executive Board and would finally be approved by the membership. Football Rules and RegulationsAfter the creation of the Constitution and Bylaws, Football Rules and Regulations had to be established. Ron San Fillipo reviewed rules and regulations documents from the other conferences and he presented the NJSFC policies to the Executive Board for approval, which were finally approved by the membership.Alternate Name ChangeIn consulting with media specialists, they recommended a name change from North Jersey Super Football Conference to Super Football Conference. That was formally legalized with the NJ Division of Revenue and an amendment was added in the Constitution and Bylaws.NJSFC shall have the alternate name of Super Football Conference (hereinafter “SFC”). NJSFC shall register the alternate name SFCwith the New Jersey Division of Revenue. Registration of thealternate name SFC will legally link the alternate name SFC to NJSFC and enable NJSFC to use the alternate name SFC for financial, advertising and other business purposes.This amendment legally enabled the North Jersey Super Football Conference to use the name; Super Football Conference (SFC) by which it is presently referred.The use of the SFC created an effect that precipitated revisions. The logo had to be revised along with the All Division certificates, plaques and the media screen.DivisionsThe SFC is divided into nineteen (19) divisions containing between five (5) and seven (7) schools in the divisions. Within each Group, of which there are six (6), there may be from two (2) to four (4) divisions. The divisions are titled:RedWhiteBlueGoldFollowing the development and Membership approval of the divisions there is an appeal process those schools may pursue in order to appeal to move to another division. The appeal is heard before the Appeals Committee.There is an appeal of the appeal permitted. That appeal is heard before the Controversies, Ethics and Sportsmanship Committee (CESC).Ivy DivisionsDue to some schools having low competitive ability, the SFC developed two (2) Ivy Divisions. The rationale in regard to developing these divisions is to attempt to assist each school rejuvenate and build their programs for the future. Because of the NJSIAA playoff system, the Ivy Division schools have restrictions placed on them. The two (2) divisions, Ivy Red and Ivy White, will begin competition with the new two (2) year cycle beginning in the 2020 season. Each division has six (6) schools. There are plans to have a championship playoff system, which would determine an Ivy Division Championship.Group Division RepresentativesThe SFC has six (6) groups. Each Group contains from two (2) to four (4) divisions. The groups are:LibertyFreedomPatriotAmericanNationalUnitedEach group has a Group Division Commissioner, Commissioner and a Division Commissioner. The Group Division Commissioner represents the group on the Executive Board. Next in command is the Group Commissioner and the Division Commissioner represents the divisions within the Group.SchedulesThe SFC Scheduling Coordinator develops schedules on a two (2) year cycle. A review process is conducted by the Scheduling Committee, which involves review of appropriate site rotation and cross-referencing each school’s schedule with their opponents. Each school is guaranteed at least one (1) requested crossover.After the reviewing process, the Scheduling Committee approves a recommendation to the ExecBd to approve the schedules as presented. The ExecBd finalizes the schedules as presented or has the right to approve with revisions.Philadelphia Catholic League Match UpsIn September 2017, the SFC officers met with a representative of the Philadelphia Catholic League to ascertain possibilities of matchups between the two (2) conferences. Discussion took place in reference to comparisons through Max Prep rankings. Even though rankings fluctuate from year to year, it was an idea and a starting point.? Eventually, schools from both conferences agreed to matchups. In the 2018 and 2019 schedule, ten (10) matchups between the two (2) conferences are in place.Divisional Game Drop One of the very unique features of the SFC is the ability, by mutual agreement, to drop an in-division opponent. In dropping an in-division opponent, one team would take a divisional paper win and one a loss.In the matter of dropping an opponent, who is not in-division, mutual agreement is a requirement. There is no paper win or loss.Cross Over RequestsSchools have the opportunity to request out-of-division crossover opponents. Taken into consideration are long-standing rivalries, Thanksgiving games and neighboring communities. CommitteesThe SFC has incorporated committees. Usually, their functions are in direct relationship to their titles and to address a multiplicity of various aspects of the SFC. The Committees are:Executive Board (ExecBd)Appeals CommitteeControversies, Ethics, Sportsmanship Committee (CESC)Finance CommitteeOfficials and Assignor Committee (OAC)Scheduling CommitteeSportsmanship CommitteeSteering and Development CommitteeThe SFC DirectoryThe Directory is a comprehensive document that proffers a multiplicity of important information. Each school’s pertinent information is included. Information of groups and divisions, various Commissioners, committees and their members, and officials’ and assignor fees are among the pertinent information proffered.MeetingsThe SFC conducts meetings throughout the year. Basically, there are two (2) types of meetings. The meetings are listed below:Meetings of the SFC Executive BoardThe Executive Board conducts, on the average, eight (8) meetings per year. The meetings are conducted in the meeting rooms through out the SFC area and are conducted for approximately two (2) hours. The agenda consists of any Conference business. Meetings of the Full MembershipThe SFC conducts, on the average, one (1) membership meeting per year. This meeting is for the Directors of Athletics of member schools. Conference business that has been adjudicated during the year is reviewed. Constitutional and Bylaws amendments must be approved by the membership and are usually the order of business along with the approval personnel positions mandated by the Constitution and Bylaws. Also attending are the Head Coaches representing their schools. The coaches conduct their own meeting separate of the Membership meeting for Directors of Athletics.DuesSFC schools are assessed annual dues. The dues enable the SFC to administer its responsibilities throughout the year. Categories in the dues are awards, meetings, printing, stipends, professionaland legal fees, scholarship donations and insurance. Scholarship DonationsThe SFC has approved donations to four (4) organizations. The organizations are the NJSIAA and three (3) National Football Foundation College Hall of Fames. The donations are dedicated for their scholarship funds. Non-Contact PledgeSince a majority of the four (4) conferences had some version of the Non-Contact pledge, the SFC mandated the same for the SFC. It is a pledge that will begin by returning a portion of the summer back to our families within our communities. This program is mandated and as in the past, we hopefully would assist to reinstate the summer family vacation. High School summer practice sessions, which have become more and more intrusive on our families over the years, will now shut down for nine (9) straight days. Coaches will NOT be permitted to work with their players in Football related activities during this time period. The Non-Contact Period will also prohibit, but not be limited to; coach led conditioning, weight training and film review sessions. All levels of Football sponsored by they SFC will adhere to the Non-Contact Period Program. It is our goal to give families the opportunity, once again, to plan and enjoy a summer vacation. Sportsmanship/Media DayThe Sportsmanship/Media Day has been expanded. Each school is permitted to bring four (4) of their players to a presentation. The presenter is usually a former athlete. The presentation espouses the importance of good sportsmanship. During this presentation, the coaches conduct their own preseason meeting.Wayne Valley High School has been the site for the last two (2) years. The event has four hundred (400) players, coaches from the one hundred twelve (112) schools and approximately twenty-five (25) media personnel. The event is capped off by a dinner for all attendees.Security SeminarThis is a seminar proffering the appropriate security measures for sporting events. Presenters are the New York Football Giants Security Personnel. Along with the Giant’s security personnel, nationally known security experts are brought in to detail the measures they incorporate.Southern Mississippi University is an expert in this field and has also presented.
