6. ENGINEERING DEPARTMENT:
A. Roseton Sewer District Improvements (Phase 2)
The Town Engineering Department requests approval on a proposal from
McGoey, Hauser and Edsall (MHE) for the preparation of biddable Contract
Documents for the installation of the headworks improvements to the Roseton
Wastewater Treatment Plant for a fee of $7,500.00. The Engineering Department
also requests approval to accept MHE’s proposal to administer and observe the
construction for a fee of $17,550.00. Both items will be financed by a grant
received by the Town.
MOTION made by Councilman Manley to accept the proposal from MHE for the
preparation of biddable Contract Documents for the installation of the headworks
improvements to the Roseton Wastewater Treatment Plant for a fee of $7,500.00
and a fee of $17,550.00 for MHE to administer and observe the construction.

B. Approval to Hire Principal Clerk
The Town Engineering Department requests approval to hire Deborah Morello-Deegan
to fill the vacancy of Principal Clerk. Four resident canvas letters were sent out on
January 5, 2021 and Ms. Morello-Deegan is in the top three. Since Ms. Morello-
Deegan is already a part time clerk in the Filter Plant, she will need to complete
all the fulltime paperwork. A hire date of February 1, 2021 is anticipated with a
hourly salary of $20.8879. The position is a 35 hour a week position.

Police Chief Donald Campbell requests approval to start the process to hire
a part time Crossing Guard for Meadow Hill School. Position is currently vacant.

Cheryl Cunningham of Animal Control requests authorization to use the T-94
account to pay for veterinarian services from Newburgh Veterinary Hospital
for a total of $295.45 of which all $295.45 were for feline services.

9. ASSESSOR: Tax Certiorari Settlement
A. Newburgh Mall Realty. LLC
Attorney for the Town Mark Taylor presented a letter from Cathy Drobny,
Esquire of E. Stewart Jones, Hacker Murphy regarding the proposed settlement
of tax certiorari for the Newburgh Mall. The settlement provides for no reduction
in 2017 and a reduction in the assessed value of 2018 by $4,083,300 from
$10,543,200 to $6,460,000, a reduction in the 2019 assessed value of $5,069,200 from
$10,543,200 to $5,474,000, and a reduction in 2020 assessed value of $4,492,500 from
$8,985,000 to $4,492,500. The Consent Order further provides that the assessed value
for 2020 shall be set at a total implied market value of $12,000,000, with the assessed
value to be established by multiplying $12,000,000 by this year’s applicable equalization
and assessment rate. The Consent order and Judgement specifies that the assessed value
will hold at $7,728,000 for 2022, 2023 and 2024 assessment rolls. The refund liability
to the Town will be approximately $137,509.93

B. Roseton Generating, LLC
Attorney for the Town Mark Taylor presented a letter from Pat Seely,
Esquire of E. Stewart Jones, Hacker Murphy regarding the proposed settlement
of tax certiorari for Roseton Generating, LLC. For the assessment roll years
2020 through 2024, the taxable assessed value of parcel 9-1-25.1-1 shall be reduced
to $27,672,200. The industrial waste exemption in the amount of $12,891,500 shall
remain in place for the assessment roll years 2020 through 2024 such that the aggregate
assessed value shall be $40,563,500.

Code Compliance Supervisor Gerald Canfield requests approval to purchase
a Toshiba HP Design Jet T2600 DR copier for Code Compliance which is on
State Bid for a price of $10,336.63. Price includes a 5 year care pack, next day
service and support. Purchase will be credited to Account 3620.5200.

11. ZONING: Monarch Woods
MOTION made by Councilman Manley to authorize the Supervisor to forward a
letter to the Planning Board advising that the Planning Board may proceed with
the review of the Monarch Woods project under the gross density provisions of
Section 185-48 of the Zoning Code applicable when multi-family senior dwelling
units are proposed to compose a housing project in the B District. The Town Board
will not authorize the Planning Board to modify the provisions of the Zoning Code
relative to density until the Planning Board, as lead agency, has concluded the
coordinated environmental review of the project.

Town Justice Richard Clarino requests approval to remove a collection of
obsolete equipment from the storage space located on the second floor
of the Public Service Building.

Councilman Anthony LoBiondo requests approval to hire Gilbert J. Piaquadio Jr.
as a fulltime custodial worker for the Building and Grounds Department.
Mr. Piaquadio is currently a part time laborer in the Recreation Department.
His anticipated start date will be on or after February 1, 2021 at an hourly
salary of $18.1633.

Chadwick Lake Park in 2021 based on the fact that Lynn Warren submitted the
lowest bid quotes in 2020.

the lowest bid.
