Matt stated the insurance premium for the year went down a little; 2020-2021 premium was $40,860.00 and for 2021-2022 the premium will be $40,598.00. Mayor Crowell asked the Council to look over the policy and if any changes are requested please send those to Michelle.La Harpe PRIDE USDA food boxes – Harry Lee Jr submitted a letter to the Council with dates for future delivery of food boxes; March 31, 2021 and April 14, 2021 will be the next dates for food boxes to be distributed in front of City Hall beginning at 11:00am. Harry also requested the City help with traffic and advertisement of these events. Mayor Crowell stated the phone company will be installing a phone line for informational purposes. The phone will be equipped with an answering service so that people can call this number to stay informed of the food drives or other activities going on in La Harpe. Marcia Davis stated that 180 boxes were passed out today, it was very successful. Resolution #2021-2 – Michelle presented the resolution regarding the low interest loan program from the State of Kansas to finance extraordinary electric costs during the extreme winter weather event in February. Danny Ware Jr made the motion to adopt resolution #2021-2. Sharlyn Thompson seconded. Motion carried 5-0. Danny Ware Jr asked if the City was absorbing the cost of the electric bill. Mayor Crowell suggested with the 5% we gave back to the citizens; I am suggesting we changed that to 2% and then we can use the other 3% to help pay this loan. She stated the average would be about $10.00 extra dollars a month.Resolution #2021-3 – Michelle presented the resolution declaring a local state of financial emergency. Sharlyn Thompson made the motion to adopt resolution #2021-3. Ron Knavel seconded. Motion carried 5-0.Ordinance 2100 – Michelle presented the ordinance for obtaining a loan through the loan interest loan program. Sharlyn Thompson made the motion to adopt ordinance #2100. Danny ware Jr seconded. Motion carried 5-0.Application for low interest loan on electric billing – Michelle presented an application to apply for the loan through the State of Kansas. She stated she wasn’t for sure what figures the Council was wanting on the application. Fred suggested Michelle and he get together to fill out the application with the Council’s approval. Sharlyn Thompson made the motion to execute the loan agreement and have Fred and Michelle come up with the figures needed. Austin Lee seconded. Motion carried 5-0. UNFINISHED BUSINESSPortable generator for City Hall – Tabled until AprilOld City Hall, Heating & Cooling bids & Tank water – Austin asked how much do we have in the old City Hall after fixing the ceiling. Danny Ware Jr stated close to $11,000.00 and then we have 3 bids to fix the HVAC system. Danny Ware Jr asked about keeping the tank water, we don’t make money on it, it’s only a benefit and needs to be self-supported. Austin Lee suggested raising the rent on the building. Danny Ware Jr suggested we have a meeting with the renter, Mayor Crowell stated she would meet with her sometime next week. Austin Lee stated it needs to be explained this is where we are and this is where we want to be. Sharlyn Thompson disagreed on raising the rent because the building wasn’t usable for several months. Danny Ware Jr asked about raising the price on the tank water; Penny Miller stated it could be done. Mayor Crowell suggested $1.25 per 100 gallons and look at it again in 3 months. Penny Miller suggested posting a notification that on April 1, 2021 the tank water will be $1.25 per 100 gallons.Men’s restroom at City Hall quote – Michelle stated this was the only quote she had; CDL quoted $3,580.66 to replace urinals. Michelle asked; do we really even need them. Mayor Crowell suggested a work order be written to remove the urinals and the Council agreed.REPORTS OF CITY OFFICERSFred Works, City Attorney – Brought up the burning ordinance about fire pits and stated the concerns you had about burning hay/straw was already in the ordinance so no changes need to be made to that. He asked about the dwellings having a living space of 512 square feet; was that a number you wanted to stick with or could we do 500 square feet or 525 square feet. He stated we could change it however you wanted but we also need to change a couple of ordinances regarding the change. The Council suggested making all changes to 500 square feet of living space.Roy Caler, Water Representative – Had nothing to report.Penny Miller, Code/Animal Control – Shared her monthly reports and shared a variance request from Harry Lee Jr on properties at 610-612 Taylor and 210-212 Harrison to allow those properties to be hayed. Danny Ware Jr made the motion to accept the variance. Ron Knavel seconded. Motion carried 3-2 with Sharlyn Thompson and Austin Lee abstaining. Austin expressed concerns about the properties north of 5th street that never get mowed and asked if they had a variance. Penny stated she will keep an eye on those properties this summer, she thought they were just fields. Penny also mentioned that she has talked with Steve Robb about the old sewer plant that Gas owns half of wondering if Gas would be interested in selling it and split the costs. Ron Knavel suggested we sale it as is. Danny Ware Jr agreed and stated we don’t use it but we have to mow it and keep it maintained. Penny suggested if your okay with selling it I will let Steve know and he can take it to his Council. Mayor Crowell stated she will get with the Mayor of Gas as well.Marc Waggoner, Fire Chief- Absent from the meeting and no minutes were shared. Mike Headman, City Superintendent –Shared his monthly report and workorders. Dereck Ranes turned in his monthly report on his schooling. Mike shared prices on a road grader and suggested the Council consider purchasing the one found in Severy, Ks for $22,000.00. Mike stated he could probably get him down to $20,000.00 and the guy will deliver for free to La harpe. If the City would purchase our own road grader it would save the City $20.27 per foot of road. Mike also mentioned that he is watching a 1999 roller on Purple Wave that has 1599 hours on it; he stated he was very familiar with this machine it has aged out of their system. He believes he could probably get it for $3,000.00 - $3,500.00. Austin Lee made the motion to allow Mike to spend up to $27,000.00 out of special highway to purchase the road grader and roller. Danny Ware Jr seconded. Motion carried 5-0. Mike mentioned we are replacing the fire hydrant at 10th & Jefferson and need to have one in reserve. Mayor Crowell asked Mike to get pricing on a fire hydrant. Mayor Crowell asked if a schedule for tree trimming was in placed; I’ve had several complaints about low hanging limbs.
